Article Citation - Scopus: 1Patient Safety in Healthcare: A Proposal for Ensuring the Use of Regulation-Compliant Safety Devices(Springer Heidelberg, 2025) Bayrak, TuncayMedical devices used in health care should fulfill the requirements of the technical regulations to protect patient health. Difficulties in enforcing stricter rules in the new medical device regulations may negatively affect the continuity of care. This study examines the status of manufacturers' compliance with medical device regulations, based on predefined criteria, and proposes a collaborative action plan and an approach to verify regulatory compliance. We conducted a nationwide survey comprising questions grouped by criteria to understand the status of the manufacturers in terms of compliance with the Medical Device Regulation. Four hundred sixty-seven manufacturers participated in the survey. We achieved a Cronbach's alpha of 0.77, which indicates that the survey is statistically reliable. We applied the independent samples t-test to the responses to determine significant features per question and employed factor analysis to investigate the relationships of the questions. The results of independent samples t-tests showed statistically significant differences across groups in replies to several survey items (p < 0.05), indicating that participants' opinions varied based on their demographic characteristics. We applied Exploratory Factor Analysis to introduce the relationships between the questions. The analysis revealed that manufacturers continue to face substantial challenges in acquiring sufficient knowledge and operational capability to meet MDR requirements. In light of these findings, we focused on the person responsible for regulatory compliance, who plays a central role in maintaining regulatory compliance within manufacturing organizations. We proposed an action plan at the macro level to introduce more effective action plans in cooperation with other stakeholders, including healthcare providers, and a verification approach for regulatory compliance to enhance the Person Responsible for Regulatory Compliance's competence. It is defined as non-deterministic polynomial time (NP) hard and has a wide range of applications. Knapsack problem (KP) has been studied in applied mathematics and computer science for decades. Many algorithms that can be classified as exact or approximate solutions have been proposed. Under the category of exact solutions, algorithms such as branch-and-bound and dynamic programming and the approaches obtained by combining these algorithms can be classified. Due to the fact that exact solutions require a long processing time, many approximate methods have been introduced for knapsack solution. In this research, deep Q-learning using models containing fully connected layers, attention, and transformer as function estimators were used to provide the solution for KP. We observed that deep Q-networks, which continued their training by observing the reward signals provided by the knapsack environment we developed, optimized the total reward gained over time. Patients with PsA who met CASPAR classification criteria enrolled by Turkish League Against Rheumatism (TLAR)-Network. Patients were categorized into three groups based on disease duration: early stage (< 5 years), middle stage (& GE; 5, < 10 years), and late stage (& GE; 10 years). All patients underwent clinical and laboratory assessment using standardized protocol and case report forms. The associations between psychological variables and clinical parameters were assessed by a multivariate analysis. Of the 1113 patients with PsA (63.9% female), 564 (%50.7) had high risk for depression and 263 (%23.6) for anxiety. The risk of psychological burden was similar across all PsA groups, and patients with a higher risk of depression and anxiety also experienced greater disease activity, poorer quality of life, and physical disability. Multivariate logistic regression revealed that female gender (OR = 1.52), PsAQoL (OR = 1.13), HAQ (OR = 1.99), FiRST score (OR = 1.14), unemployment/retired (OR = 1.48) and PASI head score (OR = 1.41) were factors that influenced the risk of depression, whereas the current or past enthesitis (OR = 1.45), PsAQoL (OR = 1.19), and FiRST score (OR = 1.26) were factors that influenced the risk of anxiety. PsA patients can experience a comparable level of psychological burden throughout the course of their disease. Several socio-demographic and disease-related factors may contribute to mental disorders in PsA. The mobile application was developed for video classification by using MediaPipe Library in the study. While doing this, considering the problems that deaf and hearing loss individuals face in Turkey and abroad modelling and training stages were carried out with the English language option. With the real-time translation feature added to the study individuals were provided with instant communication. In this way, communication problems experienced by hearing-impaired individuals will be greatly reduced. Machine learning and Deep learning concepts were investigated in the study. Model creation and training stages were carried out using VGG16, OpenCV, Pandas, Keras, and Os libraries. Due to the low success rate in the model created using VGG16, the MediaPipe library was used in the formation and training stages of the model. The reason for this is that, thanks to the solutions available in the MediaPipe library, it can normalise the coordinates in 3D by marking the regions to be detected in the human body. Being able to extract the coordinates independently of the background and body type in the videos in the dataset increases the success rate of the model in the formation and training stages. As a result of an experiment, the accuracy rate of the deep learning model is 85% and the application can be easily integrated with different languages. Deep learning (DL) methods may offer visual tools for tracking SSPCs on testicular strips of prepubertal animal models. The purpose of this study is to detect and count the seminiferous tubules and SSPCs in newborn mouse testis sections using a DL method.MethodsTesticular sections of the C57BL/6-type newborn mice were obtained and enumerated. Odd-numbered sections were stained with hematoxylin and eosin (H&E), and even-numbered sections were immune labeled (IL) with SSPC specific marker, SALL4. Seminiferous tubule and SSPC datasets were created using odd-numbered sections. SALL4-labeled sections were used as positive control. The YOLO object detection model based on DL was used to detect seminiferous tubules and stem cells.ResultsTest scores of the DL model in seminiferous tubules were obtained as 0.98 mAP, 0.93 precision, 0.96 recall, and 0.94 f1-score. The SSPC test scores were obtained as 0.88 mAP, 0.80 precision, 0.93 recall, and 0.82 f1-score.ConclusionSeminiferous tubules and SSPCs on prepubertal testicles were detected with a high sensitivity by preventing human-induced errors. As nations constantly share their scientific and philosophical knowledge with others, translation takes on a key role in the transmission of not only knowledge, but also the advancement of all aspects of the source culture. In this respect, the Qing and Ottoman empires, after experiencing military defeats, were able to recognise the progress made by certain nations as a result of the Industrial Revolution. The knowledge transfer from these industrialized countries therefore became part of the attempts by states, private institutions and reformers to catch up with these countries in the area of development through increased translation initiatives. Trends such as these subsequently continued to shape the culture-planning processes in many countries. Against this background, the present study aims to shine a light on the parallel course of translation movements in the modernization processes of China and Turkey from the mid-19th to the mid-20th century. A labelless biosensor based on the surface plasmon resonance (SPR) signal from the specific affinity interaction of an aptamer and a soluble ICAM-1 protein was developed for blood samples. The developed aptasensor provided real-time information on the concentration of the ICAM-1 protein in blood when integrated to a purification step based on a magnetic pull-down separation. Drawing on semi-structured interviews conducted with representatives from 25 women's organizations, the study investigates why feminist solidarity has remained elusive despite the shared gendered vulnerabilities of migrant women and Turkish women. The findings reveal that women's organizations are divided in their approaches to migrant women due to differing conceptualizations of the state, intersectionality, and traditional gender roles, as well as the cultural and socio-economic heterogeneity of Syrian women. These divisions are further compounded by structural constraints that limit opportunities for engagement and reinforce exclusionary attitudes. By situating these dynamics within the broader context of transnational feminist debates, the article argues that feminist solidarity is not a given but a contested and context-dependent process that requires active efforts to bridge divides. The study contributes to scholarship on migration and feminist solidarity by foregrounding the intersecting dimensions of gender, class, ethnicity, and state-civil society dynamics, emphasizing the need for rights-based, transformative solidarities over charity-based approaches. The article concludes with implications for feminist politics, migration policy, and pathways for future research, offering insights into fostering inclusive solidarities in global migration contexts.
