    The distance learning via internet includes an important processing in many fields. The rate and the contribution of face to face learning on e-learning integrate important meanings in this learning process. Because of that reason distance learning is required to use mostly the facilities of face to face learning. Distance learning has a vital role in the process of e-learning's future. By the help of flexibility in e-learning, it includes consistently innovation and development in this approach. Nowadays, the strategy that is required for developing the quality and standards takes over the integration of academic standard, academic supervision and interaction of face to face learning in developing distance learning. It is important to design the academic approaches as a academically, scientifically and as a completion of the dynamic processes. E-learning models are based on the high quality, participation and productivity. By the help of productivity, moving the processes into the e-ambient and saving up the expenses, objectives of e-learning can reach to the level of the basics of modern e-learning. In this study, it is emphasized the importance of face to face learning on developing distance learning via internet for the e-learning environment. For this purpose, firstly it is pointed out the aim and the developing process of distance learning after that it is argued why face to face learning is required in distance learning and lastly it is determined the prudential suggestions and evaluations of this issue. International relations is a field of science where the relations among states, organizations and other players in the international system are researched and observed. The field of international relations is also an interdisciplinary field, combining areas such as economy, history and political science to research on topics such as human rights, global poverty, environment, economy, globalization, security and global ethics. Offering three Graduate Degree programs in addition to the undergraduate program, the Department of International Relations continues to graduate individuals from its Graduate Degree Program in European Union Studies, as well as its Graduate Degree programs in Turkish and English.

    Synthesis and Characterization of Hyperbranched and Air Drying Fatty Acid Based Resins

    In this research four hyperbranched resins having fatty acid residues were synthesized. Dipentaerythritol, which was used as the core molecule of the resins, was twice esterified with dimethylol propionic acid. This resin was then esterified with the castor oil fatty acids. The hydroxyl group present in the ricinoleic acid which constitutes almost 87% of the castor oil fatty acids was then reacted with linseed oil fatty acids and benzoic acid. The linseed fatty acids were incorporated into the structure to esterify 0, 15, and 70% of the ricinoleic acid on mole basis. These resins were named as HBR-1, 2, and 3. A fourth resin (e.g. HBR-4) was synthesized by the incorporation of 15% linseed fatty acids + 55% benzoic acid'. The chemical characterization of the resins was achieved by FTIR spectroscopy and the thermal properties were determined by DSC. The physical and the mechanical properties of the resins were determined. The hardness value of the resins was measured as 24, 277 25, and 68 Persoz for HBR-1, 2, 3, and 4, respectively. The viscosity of the resins was measured as 17.3, 9.7, 5.8, and 17.5 Pa(.)s at a shear rate of 200 s(-1). The increase in the amount of the linseed fatty acids increased the hardness, and decreased the viscosity of the resins. All resins showed excellent adhesion, gloss, and flexibility.     Refractive Index, Band Gap and Oscillator Parameters of Amorphous Gase Thin Films

    GaSe thin films are obtained by evaporating GaSe crystals onto ultrasonically cleaned glass substrates kept at room temperature under a pressure of similar to 10(-5) Torr. The X-ray analysis revealed that these films are of amorphous nature. The reflectance and transmittance of the films are measured in the incident photon energy range of 1.1-3.0 eV. The absorption coefficient spectral analysis revealed the existence of long and wide band tails of the localized states in the low absorption region. The band tails width is calculated to be 0.42 eV. The analysis of the absorption coefficient in the high absorption region revealed an indirect forbidden band gap of 1.93 eV. The transmittance analysis in the incidence photon wavelength range of 500-1100 nm allowed the determination of refractive index as function of wave length. The refractive index-wavelength variation leads to the determination of dispersion and oscillator energies as 31.23 and 3.90 eV, respectively. The static refractive index and static dielectric constant were also calculated as a result of the later data and found to be 9.0 and 3.0, respectively.

    The Synthesis, Characterization and Energy Transfer Efficiency of a Dithienylpyrrole and Bodipy Based Donor-Acceptor System

    A dithienylpyrrole-BODIPY based donor-acceptor system with 1,4-phenylene spacer as a model system for energy transfer was designed and synthesized. Absorption and emission spectra have revealed an efficient resonance energy transfer from dithienylpyrrole as donor to BODIPY as acceptor.

    Software Process Improvement Methodologies for Small and Medium Enterprises

    Today, the software industry is one of the most rapidly growing sectors and small software development companies play an important role in economy. Many such organizations have been interested in Software Process Improvement (SPI). It has been observed that the successful implementation of SPI methodologies is generally not possible within the context of small and medium-sized software enterprises (SMEs) because they are not capable of bearing the cost of implementing these software process improvement programs. Further the proper implementation of software engineering techniques is difficult task for SMEs as they often operate on limited resources and with strict time constraints. There are number of methodologies to address these issues. In this paper, various SPI methodologies for SMEs are discussed and compared. This will lead towards maturity of software process improvement in SMEs and also facilitates in development of automation tools for SPIs in future.

    Bu çalışmada; sistem, uluslararası sistem, ulusal güvenlik ve güç dengelerininoluşumuna ilişkin kavramlar incelenmiştir. Uluslararası sistem ki-kutuplu sisteminsona ermesi, bunun temel nedeni olan SSCB'nin dağılması ve ABD'nin dünyadatek hegoman güç olma yolundaki ilerleyişi bağlamında ele alınmış yenidenyapılanan uluslararası sistem ve değişen güvenlik anlayışı üzerinde durulmuştur.Çalışmada uluslararası arenada söz sahibi olmak isteyen aktörlerin hem kendihalkına hem de hedef devletlerin halklarına karşı uyguladıkları psikolojik savaşyöntemleri ve bunun uluslararası sisteme yansımaları irdelenmiştir. Ulusalpolitikalarla, ?uluslararası ilişkilerde denge? sağlanmaktadır. Çünkü ulusalpolitikalar toplumların kendilerini koruma refleksleridir. Bir ülke uluslararasıtoplumdaki yerini ancak; ulusal iktisat politikaları, ulusal siyaset politikaları, ulusalgüvenlik politikaları ve ulusal kültür politikaları ile dengeli bir biçimde sağlayabilir.Bunları yapmadığı takdirde diğer devletler tarafından ezilmeye mahkumdur. Bubakımdan ulusal politikalar uluslararası ilişkilerdeki adalet ve dengenin de birparçasıdır.     In recent papers, Fesenko has defined the non-Abelian local reciprocity map for every totally ramified arithmetically profinite (APF) Galois extension of a given local field K, by extending the work of Hazewinkel and Neukirch-Iwasawa. The theory of Fesenko extends the previous non-Abelian generalizations of local class field theory given by Koch-de Shalit, and by A. Gurevich. In this paper, which is research-expository in nature, we give a detailed account of Fesenko's work, including all the skipped proofs.

    Customer Relationship Management: Implementation Process Perspective

    Customer relationship management (CRM) can help organizations manage customer interactions more effectively to maintain competitiveness in the present economy. As more and more organizations realize the significance of becoming customer-centric in today's competitive era, they adopted CRM as a core business strategy and invested heavily. CRM, an integration of information technology and relationship marketing, provides the infrastructure that facilitates long-term relationship building with customers at an enterprise-wide level. Successful CRM implementation is a complex, expensive and rarely technical projects. This paper presents the successful implementation of CRM from process perspective in a trans-national organization with operations in different segments. This study will aid in understanding transition, constraints and the implementation process of CRM in such organizations.

    Diverging Perceptions of the Cold War: Baghdad Pact as a Source of Conflict Between Turkey and the Nationalist Arab Countries

    Cold War dynamics compelled Turkey and the nationalist Arab countries, particularly Egypt and Syria, to join two opposing camps. Conflicting geopolitical interests between Turkey and the nationalist Arab countries led to a rivalry for regional hegemony and an alignment pattern inimical to the security of the other countries. Turkey's membership in NATO in 1952 and the establishment of the Baghdad Pact in 1955 caused concern for the Egyptian president Gamal abd-al Nasser, who perceived those pacts as tools of Western imperialism. On the other hand, for Turkey these pacts were guarantors of Turkish security against an expansionist Soviet Union. Diverging threat perceptions between Turkey and the radical Arab states resulted in a tense atmosphere in the Middle East sub-system.
