Abstract
Bu çalışmada; sistem, uluslararası sistem, ulusal güvenlik ve güç dengelerininoluşumuna ilişkin kavramlar incelenmiştir. Uluslararası sistem ki-kutuplu sisteminsona ermesi, bunun temel nedeni olan SSCB'nin dağılması ve ABD'nin dünyadatek hegoman güç olma yolundaki ilerleyişi bağlamında ele alınmış yenidenyapılanan uluslararası sistem ve değişen güvenlik anlayışı üzerinde durulmuştur.Çalışmada uluslararası arenada söz sahibi olmak isteyen aktörlerin hem kendihalkına hem de hedef devletlerin halklarına karşı uyguladıkları psikolojik savaşyöntemleri ve bunun uluslararası sisteme yansımaları irdelenmiştir. Ulusalpolitikalarla, ?uluslararası ilişkilerde denge? sağlanmaktadır. Çünkü ulusalpolitikalar toplumların kendilerini koruma refleksleridir. Bir ülke uluslararasıtoplumdaki yerini ancak; ulusal iktisat politikaları, ulusal siyaset politikaları, ulusalgüvenlik politikaları ve ulusal kültür politikaları ile dengeli bir biçimde sağlayabilir.Bunları yapmadığı takdirde diğer devletler tarafından ezilmeye mahkumdur. Bubakımdan ulusal politikalar uluslararası ilişkilerdeki adalet ve dengenin de birparçasıdır. Uluslararası sistemde hegoman güç olmak isteyen aktörlerinuygulamaya koydukları politikalar ele alınmıştır.Ayrıca kitle iletişim araçlarının toplumun şekillenmesine etkisi ve uygulananpropaganda yöntemlerinin etkinliği konusu tartışılmıştır. 21 yüzyılda hegoman güçolmak isteyen devletlerin kendi lehlerinde kamuoyu oluşturma arayışında olduklarıve bu kapsamda bireyleri ve kitleleri yönlendirerek kazanımlarını korumak ya daartırmaya çalıştıkları savunulmuştur.
This thesis concerns concepts like system, international system nationalsecurity and formation of balance of power in the world.International system issue has been dealt in the context of the collapse at thebi-polarized system as a result of dissolution of Soviet Union and emerge of theUS as a sole power in the world arena. Also, the topics of ?newly restoredinternational system ?and? change in the understanding of security have beenaddressed.The psychological warfare methods used by all countries against eitherdomestic or foreign target audience and their potential effects have been studied.The balance of power in international relations is maintained through nationalpolicies. Since national policies are self defense reflexes of the nations,. anycountry can take their international place in the international spectrum only byapplying national fiscal, national security and national culture policies.Countries failing to implement such policies are doomed to be overshadowed bythe others. Therefore, national policies in international policies constitute animportant element of justice and balance.The policies followed by countries after being a sovereign country and globalactor have been focused on.In this study, the topics ?the impact of mass communication means to theformation of the society ?and? propaganda techniques to achieve this goal ?havebeen discussed. It has been defended that countries which are in seek ofbecoming a sovereign power aim to provide puplic support in favour of themselvesand lead the individuals and target audience to protect and increase the gains theyhave obtained.
