    Fiscal Policy and Long-Run Inflation Dynamics: Evidence From a Major Emerging Market Economy

    This study examines the long-run aspects of fiscal policy on inflation in T & uuml;rkiye, using a multivariate co-integration approach with quarterly data from 2006Q1 to 2024Q2. A key contribution of the study lies in its emphasis on the long-run dynamics between various budgetary policy instruments and inflation. We find no significant long-run relationship between inflation and fiscal policy measured at the aggregate level such as budget balance, total expenditures, and revenues. However, examining the specific components, we find statistically significant long-run positive relationships between inflation and indirect taxes - particularly the special consumption tax - and operational government expenditures. Recursive estimates suggest that the relationship between inflation and fiscal instruments has strengthened since 2021 when T & uuml;rkiye started to experience a high inflation episode diverging from global inflation trends with a deterioration in public finance performance. These findings align with the fiscal theory of price level, as the theory implies that persistent fiscal deficits without credible plans for future surpluses can lead to sustained inflationary pressures.

    Sport Academics' Awareness and Knowledge of Sustainability in Higher Education in Turkiye

    It is widely accepted that sport plays a critical role in the achievement of sustainable development goals. The sport colleges, faculties, and universities that have undertaken the role to educate students, future trainers, educators, managers, and academic staff naturally have a significant impact on increasing awareness regarding sustainability issues. Therefore, in this study, the awareness, perception, and knowledge of the academic staff working in sport faculties and the factors affecting them are analyzed. For this purpose, a survey including a total of 19 questions is designed to measure the level of awareness regarding sustainable development, and it is answered by 366 faculty members in all 75 sport faculties in Turkiye. The results of the study point out that the vast majority of sport academics at universities have a common, general understanding of sustainability, but insufficient awareness of sustainable development goals and the relationship between sport and sustainable development. Furthermore, recognition and awareness regarding sustainable development seem to be limited at the institutional level. However, the results also imply that a great majority of the respondents are aware of the importance of sustainability and consider it necessary to improve themselves and their courses accordingly. Therefore, including sustainability issues in the curriculum, increasing awareness in all layers of institutions, and implementing sustainability in the entire higher education system with projects, seminars, and on-campus events are recommended.

    The Role of Honor Concerns in Disclosing (vs. Hiding) COVID-19 Diagnosis: Insights from Turkiye

    Members of honor cultures value engaging in moral behaviors and managing their social image to maintain their honor. These two goals reflect reputation and integrity concerns, which also have bearing on gender roles. In the current study, we examined a) evaluations of women and men described as diagnosed with COVID-19 and as either hiding or disclosing their diagnosis, b) the moderating role of honor concerns (reputation and integrity) and the gender of the infected person in these evaluations, and c) the relationship between honor concerns and individuals' own disclosure preferences among participants living in Turkiye, a country that exemplifies an honor culture. Findings revealed that participants with stronger reputation concerns evaluated a woman's hiding behavior more favorably than that of a man's. Moreover, higher integrity concerns were associated with lower levels of participants' own preference to hide a diagnosis for both men and women, whereas reputation concerns were positively associated with a preference for hiding a diagnosis among men only. Furthermore, a content analysis of participants' open-ended explanations of their views on women's and men's motivation to hide a diagnosis revealed further evidence for the gendered nature of reputation concerns. Our findings point to the importance of prioritizing integrity concerns (and downplaying reputation concerns) in public health campaigns in honor cultures.

    Contesting the EU? China's Engagement With Türkiye and the Western Balkans

    The EU has been challenged as a norm exporter both internally and externally in recent years. However, studies focused on the external dimensions of this contestation, such as the rise of China, have remained limited in the literature to date. This article accordingly explores the external dimensions of EU contestation by examining the case of Chinese engagement with T & uuml;rkiye and the Western Balkan countries in the 2010s and 2020s. It is argued that despite the EU's long engagement as a norm exporter in the aforementioned countries, its hesitant approach to enlargement opened the gates to China as an alternative gravity centre for these countries. China filled the space left empty by the EU and increased its cooperation with T & uuml;rkiye and the Western Balkan countries. As a result, Chinese influence has become a reality, contesting the EU as a norm exporter in its own neighbourhood.

    Patients With Crush Syndrome and Kidney Disease: Lessons Learned From the Earthquake in Kahramanmaras,, Türkiye

    This study investigated in-hospital outcomes and related factors in patients diagnosed with postearthquake crush syndrome after the earthquakes in Kahramanmaras,, T & uuml;rkiye. One thousand twenty-four adult patients diagnosed with crush syndrome were analyzed. and outcomes were collected. A total of 9.8% of patients died during their hospital stay. Nonsurvivors were generally older, more likely to have preexisting chronic kidney disease, and faced more severe injuries and complications, including hypotension-shock, arrhythmias, elevated markers of renal dysfunction, and higher rates of acute kidney injury (AKI) and compartment syndrome. In addition, intensive care unit needs were higher. Multivariate analysis confirmed that age, injury severity, shock, high potassium, uric acid, and lactate levels on admission, development of AKI, compartment syndrome, and intensive care unit admission were significant predictors of mortality. Better disaster preparedness and improved health care infrastructure could be potential explanations for improved in-hospital mortality in the current era, as compared to previous earthquakes.

    Avrupa Birliği Ülkeleri ve Türkiye’nin 2010-2021 Dönemi Toplam Antibiyotik Tüketiminin Karşılaştırılması: Akılcı İlaç Kullanımı ve Pandeminin Etkileri

    Giriş: Antibiyotik tüketimini düşürmek adına dünya genelinde pek çok uygulama yapılmaktadır fakat bu uygulamaların karşılaştırmalı analizi ve pandemi gibi geniş çaplı değişkenler karşısındaki durumu yeterince analiz edilmemektedir. Bu kapsamda; Türkiye ve Avrupa ülkelerinin ATC grubu J01 toplam antibiyotik tüketim eğilimleri ve ülkeler arasındaki farklılıklar incelenmiş olup son dönemde yaşanan pandeminin antibiyotik tüketim verilerindeki değişime etkisi sorgulanmıştır. Materyal ve Metod: Türkiye ve 19 Avrupa ülkesinin 2010-2021 yılları arasındaki ATC grubu J01 toplam antibiyotik tüketimi (hastane + toplum) verileri birleştirilerek karşılaştırıldı. Çalışma için Avrupa Hastalık Önleme ve Kontrol Merkezi (ECDC) ve Türkiye İlaç ve Tıbbi Cihaz Kurumu (TICKK) verileri kullanılmıştır. Antibiyotik tüketim verileri, günlük 1000 hasta başına tanımlanmış günlük doz (DDD) cinsinden temsil edildi. Bulgular: Türkiye, odaklanılan dönemde en yüksek antibiyotik tüketimine sahip olmasına rağmen 2010-2015 tarihleri arasında 41.43 günlük 1000 hasta başına tanımlanmış günlük doz (DDD) ve 2016-2021 tarihleri arasında 32.24 günlük 1000 hasta başına tanım- lanmış günlük doz (DDD) antibiyotik tüketim verisi ile istatistiksel olarak (p= 0.05) anlamlı bir düşüş gösterdi. COVID-19 pandemisinin etkili olduğu 2021 yılında Avrupa’da, çalışmaya konu olan 2010-2021 yılları arasındaki en düşük düzeyi olan 14.91 günlük 1000 hasta başına tanımlanmış günlük doz (DDD)’a gerilerken Türkiye’de 2020 yılındaki kaydedilen 24.39 günlük 1000 hasta başına tanımlanmış günlük doz (DDD) seviyesine düşen antibiyotik tüketimi, 2021 yılında 26.97 günlük 1000 hasta başına tanımlanmış günlük doz (DDD) seviyesine yükseldi. Sonuç: Akılcı ilaç kullanımı uygulamaları, Türkiye için antibiyotik tüketimini azaltmada etkili olmakla birlikte, 2021 tüketim verileri ile trendin bozulduğu gözlemlenmiştir. Avrupa ülkeleri antibiyotik tüketim miktarlarında farklılık gösterse de toplamda COVID-19 pandemisi ile azalan bir tüketim durumuna girdiği tespit edilmiştir.

    Investigation of Rc Buildings After 6 February 2023, Kahramanmaras, Turkiye Earthquakes

    Two major earthquakes struck Pazarcik and Elbistan, towns in Kahramanmaras, Turkiye, on 6 February 2023, approximately 9 h apart. The first earthquake, recorded at 04:17 local time, had a M-w = 7.7, with a focal depth of 8.6 km. At 13:24 local time, a second earthquake occurred with M-w = 7.6 at a focal depth of 7 km, approximately 90 km north of the first one. A total of 11 provinces were severely affected by these earthquakes. As of 15 April 2023, they caused close to 51,000 deaths and almost 215,000 completely destroyed/severely damaged buildings. At some locations, the largest horizontal peak ground acceleration (PGA) values of the first and second earthquakes exceeded the code-generated PGAs by almost 3 and 1.75 times, respectively. A technical team visited these areas within 15 h of the first earthquake. The purpose of this article is to present their observations, findings, and the characteristics of the two earthquakes, with comprehensive site survey results supported by photographs. This study concludes that most of the collapsed and severely/moderately damaged buildings in the region were built between 1975 and 2000, when site inspections were rare or non-existent. In addition to the high PGAs recorded in these earthquakes, it was verified that the design and construction of these buildings did not fully comply with the earthquake codes valid at the time. The collapsed buildings and their damage patterns confirm inadequate development length, violation of bending stirrup ends at 135 & DEG;, deficiencies in construction materials and reinforcement configuration, noncompliance with confinement zones, violation of the strong beam-stronger column analogy, and issues related to building inspection. Based on the extent of the damage, it is strongly recommended that the structural performance inspection of all other buildings located near major fault lines, specifically those constructed between 1975 and 2000, should be completed. Since these earthquakes generated much higher PGAs, which is believed to be one of the main reasons for the extensive damage, a re-evaluation of all other PGAs along major fault lines is also recommended.

    Economic, Socio-Cultural and Existential Engagement Strategies During Covid-19 Pandemic: a Scenario-Based Experiment

    The purpose of this study is to reveal the impact of the different engagement strategies used to respond to the economic, sociocultural and existential pressures on the purchase intention of the adult consumers and to compare the purchase intentions of the engagement strategies across gender and income. We embodied a scenario-based within-group experimental design to investigate the effect of engagement strategies on purchase intention. We used a convenience sampling strategy with 221 university students enrolled in an elective course on public relations in Turkey. The results showed that the engagement strategies that respond to the existential pressures are at least essential as those strategies that respond to the economic pressures during the Covid-19 pandemic. Additionally, the findings showed the purchase intentions on the different engagement strategies change across gender whereas there is no significant difference in various income groups. Unlike similarly themed studies, this study employed the quantitative analytical approach. This study shows that the engagement strategies developed for existential pressures have become as important as the economic pressures.
