Article Classification of Resilience of Turkish Health System to Extraordinary Health Crises at Provincial Level(2025) Bulut, TevfikThis study aimed to classify the provincial-level resilience of the Turkish health system using K-Means and Partitioning Around Medoids (PAM) clustering methods, utilizing data from the Ministry of Health's 2022 Health Statistics Yearbook. Prior to clustering analysis, the 15 variables used to assess health system resilience were reduced to 9 through Principal Component Analysis (PCA). Clustering analyses were subsequently performed on these remaining variables using the PAM and K-Means methods. The health systems of 81 provinces were classified into 3 distinct clusters based on their resilience. The PAM method was found to yield more optimal results compared to the K-Means method. According to the PAM method, provinces assigned to Cluster 3 demonstrated superior health system resilience compared to those in the other clusters. Based on the average values of the variables, the clusters were ranked in descending order of resilience: Cluster 3, Cluster 2, and Cluster 1. Significant disparities were observed both between and within clusters, primarily attributed to the uneven distribution of resources relative to population. Therefore, it is recommended that health system capacity be strengthened, using the highest-performing cluster as a benchmark. This approach can facilitate the construction of a more resilient and equitable provincial health system regarding service delivery supply, ultimately contributing to the establishment of a stronger national health system built upon strengthened provincial foundations.Article Creating a Distinctive “other”: the Perception of Turks as Asiatic or Mongol in U.s. Mainstream Media During the Cold War(2024) Koç, Zeynep ElifThis article explores how Turks were portrayed as descendants of Asiatic or Mongolian heritage in American mainstream media during the Cold War era. It begins by discussing the broader Western view of Turks as historically Asiatic and nomadic people, then delves into how American print publications, including news outlets and magazines, contributed to this perception. Generally, in the West, Turks were often imagined as Asiatic nomads, a characterization that was also linked to notions of barbarism and violence. In the U.S., there was a tendency to depict Turks as fierce and combative, aligning with the broader trend of portraying them as violent. However, there were instances where Turks were praised, particularly in contexts such as their significant contributions during the Korean War as part of the Southern effort which saw Turkish and Western interests align. Through analysis, this study concludes that Turks in American media were often depicted as Asiatic or Mongolian along four main themes: as formidable warriors, racially Asiatic, geographically Asiatic, and as part of Eastern/Asiatic civilization (by contrasting them with Western civilization). The article concludes that the U.S. largely followed the European trend of viewing Turks as part of Asiatic civilization and descent.Article Strain Hardening Behavior Characterization of Dual Phase Steels(2018) Davut, Kemal; Şimşir, Caner; Çetin, BarişThe requirements for higher passenger safety, improved fuel economy and weight reductionin automobile industry necessitates the usage of advanced high strength steel (AHSS)grades. Dual phase (DP) steels are the most widely used one among AHSS. DP steels becomeincreasingly popular, since they provide a combination of sufficient formability at room temperatureand tensile strength over 1000 MPa. The current standards for DP steels only specifiesyield and tensile strength. Steels from various producers have considerably different compositionand microstructure; however they still have the same grade name. Combined withthe inherited heterogeneous microstructure, those steels exhibit different strain hardeningbehavior. The aim of this study is to evaluate the strain hardening behavior of DP800 steels,obtained from different vendors and thus having different compositions and microstructures.The strain hardening behavior was characterized with tensile tests performed along rollingand transverse directions. The microstructure has been characterized with optical andscanning electron microscopes. The martensite fraction, grain size of ferrite and chemicalcomposition has been correlated to the strain hardening behavior. The results show thatthe steel with more micro-alloying addition has finer ferritic grain size, which cause higherinitial strain hardening rate. The steel with higher Mn and Cr has higher martensite fraction,which cause strain hardening rate to be higher at higher strain levels.Article Correlation of Clinical Signs and Magnetic Resonance Imaging Findings in Patients With Lumbar Spondylosis(Turkish League Against Rheumatism, 2023) Altan, Lale; Ökmen, Burcu Metin; Tuncer, Tiraje; Sindel, Dilşad; Çay, Hasan Fatih; Hepgüler, Simin; Uğurlu, HaticeObjectives: The purpose of the study was to contribute further to this debated topic by investigating the correlation of magnetic resonance imaging (MRI) findings with the clinical picture in lumbar spondylosis patients. Patients and methods: This multicenter retrospective study (as part of the epidemiological project of the TLAR-OASG [Turkish League Against Rheumatism-Osteoarthritis Study Group]) included 514 patients (101 males, 413 females; mean age: 63.6±10.8 years; range, 40 to 85 years) who were diagnosed as lumbar spondylosis by clinical examination and direct X-ray between December 2016 and June 2018. Demographic characteristics of patients, Visual Analog Scale for pain, presence of radiating pain, Roland-Morris disability questionnaire, straight leg raise test, deep tendon reflexes, neurogenic intermittent claudication symptoms, any decrease of muscle strength, and abnormality of sensation were recorded. Lumbar MRI findings of the patients were recorded as positive or negative in terms of disc herniation, intervertebral disc degeneration, root compression, osteophytes, spinal stenosis. Statistical analysis was done to assess the correlation between the clinical symptoms, physical examination, and MRI findings. Results: Correlation analysis of the MRI results and the clinical findings showed a significant correlation between straight leg raise test and root compression (p<0.001, r=0.328) and a significant correlation between neurogenic intermittent claudication and spinal stenosis (p<0.001, r=0.376). Roland-Morris disability questionnaire had a significant correlation with all MRI findings (p<0.05, r<0.200). Conclusion: The results of this study corroborate the notion that diligent patient history and physical examination are more valuable than MRI findings, even though a higher incidence of abnormal MRI findings have been obtained in patients with disability and dermatomal radiating pain.Article Team Decision Making Questionnaire Turkish Form (tdmq-Tr): Validity and Reliability Study(2021) Sabuncuoğlu, D. At each stage of these services, professionals specialized in different fields provide services to the child and family with different perspectives. In this way, it is ensured that children are evaluated in a multidimensional and comprehensive manner, and their families are informed. However, some difficulties may be encountered in the implementation of teamwork in the process of providing health, rehabilitation and education services to children and their families with special needs in Turkey. In the literature, although there are research studies on "teamwork" in some occupational groups in the field of health, there are no similar studies in the field of education. Based on this, a questionnaire is researched and this study is planned for the decision-making situation of the professional groups that provide services to children in our country. Materials and Methods: The aim of the study is to examine the Turkish validity and reliability of the Team Decision Making Questionnaire developed by Batorowicz and Shepherd (2008). 167 professionals working with children from both education and health fields participated in the study. Results: As a result of the statistical analysis of the data, the overall Cronbach α coefficient of TDMQ-TR was 0.96, the Guttmann Split-Two Half Reliability Coefficient was 0.92, and the correlation between both halves of the questionnaire was 0.86. The 19-item questionnaire is integrated with a single factor and 61.75 percent of the total variance is explained. Conclusion: As a result, TDMQ-TR is proven to be a reliable and valid tool for evaluating the team decision-making process.Article Citation - WoS: 1Retrospective Evaluation of Potential Rabies Exposure Cases Over Nine Years: Single-Center Experience(Bilimsel Tip Yayinevi, 2024) Demircan, Serife Altun; Kilic, Esra Kaya; Tulek, Necla; Kinikli, Sami; Bulut, CemalIntroduction: T & uuml;rkiye is the only European country where suspected rabies exposure from animal contact is a significant public health concern. In this study, we evaluate cases investigated in our vaccination center, where individuals with suspected rabies exposure have been seeking consultation for many years. The evaluation encompasses demographic characteristics, distribution by years and seasons, the type of animal involved in the contact, the prevalence of stray animals, and the rabies vaccination status of owned animals. Materials and Methods: The study involves cases reported to the Public Health Center from those who sought consultation at our center between January 1, 2011, and December 31, 2019. Demographic characteristics, distribution by years and seasons, the type of animal involved in the contact, the prevalence of stray animals, and the rabies vaccination status of owned animals were retrospectively evaluated. Results: Over the nine years, there were a total of 39.731 cases, resulting in an average of 4414 cases per year. Of these cases, 61% were male, and 68.83% were between the ages of 15 and 64. The most cases occurred in summer and autumn. Of the suspected rabies contacts, 69% involved dogs, and 83.4% of these dogs were unowned. Forty-one point eight percent of the owned dogs were vaccinated. Eighty-nine point six percent of the cats were unowned, and the rate of vaccination among the owned cats was 28.2%. Over the years, there has been a decrease in the use of the 10 -day observation approach, while an increase in the administration of rabies vaccine and/or immunoglobulin has been observed. Conclusion: Seventy percent of all risky rabies contacts involve dogs, with a high rate of 84% of these dogs being unowned. To mitigate contact involving the risk of rabies, addressing the uncontrolled reproduction of stray animals, particularly dogs, and ensuring control and vaccination of the existing animal population appear to be primary measures. Improving the vaccination rate of owned animals, currently at only 30-40%, can prevent people from encountering risky rabies contacts, thereby potentially reducing the need for rabies prophylaxis significantly.Article Effectiveness of Regional Organisations in Solving Security Problems of North Africa: the Libyan Civil War (2011-2022)(2022) Mısırlı, Hüsnü; Orhan, Duygu DersanWhen the international competition areas and formations of power projections are examined, it is seen that the North Africa region is at the center of international conflicts and is being redesigned by the effects of global rivalry. Besides, the civil wars that swept through and shattered the Middle East and North African countries such as Libya have demonstrated the reality that Arab regimes and autocratic governments with very weak institutional systems are vulnerable to sudden popular events. The country has slid into serious political instability and civil turmoil ever since the collapse of the Gaddafi regime. After the beginning of the multi-sided civil war in 2014, which is also called the second Libyan civil war, Libya has been divided into two parts as the eastern and western governments. It is also seen that the African Union and the Arab League don’t have enough capacity to respond effectively to the crises that occurred in their area of responsibility. In this study, the current situation has been revealed by examining how effective the regional organizations are in solving the security problems of Libya. In addition to this, an evaluation is also presented about the necessity of viable strategies for developing their conflict management capacities.Article A Modeling Approach for Designing New Acoustic Materials(Gazi Univ, 2024) Koçyiğit, Filiz Bal; Köse, Ercan; Buluklu, Hatice MehtapIn this study, mathematical modeling design based on Sound Transmission Loss measurement results of new acoustic material samples with natural content was carried out. Using the test samples in question, transfer function of acoustic materials based on electronic filter circuit design and a transition design method for the production of new acoustic materials by utilizing the transfer function is presented. Based on the experimental results of the test samples, it is the most suitable low-pass filter structure for the proposed design. In this study, active Sallen-Key low-pass filter structure is preferred and used. Sound Transmission Losses in dB (decibels) of acoustic samples were obtained experimentally for 500, 1000, 2000 and 4000 Hz. fundamental frequencies in the literature. Based on these data, transfer function simulation suppression gain results were obtained in TINA-TI program, active filter circuit designed, and MATLAB program. When the other results were compared in the experimental results, it was seen that very close values were obtained. It has been demonstrated that the proposed method can be used effectively in the design and examination of new acoustic materials.Article YURT DIŞINDA YAŞAYAN TÜRKLERİN TÜRKİYE'NİN AVRUPA BİRLİĞİ'NE KATILIM SÜRECİNE İLİŞKİN GÖRÜŞLERİ(2015) Korkmaz, Murat; Aras, Gökşen; Yücel, Ali SerdarTürkiye AB ilişkileri sadece siyasi bir süreçten ibaret değildir. Bu süreç içerisinde yaşayan halklar vardır. Bu kişilerin AB'ye ilişkin düşüncelerini, beklentilerini ve yaşam deneyimlerini öğrenmek demokrasi ve onunla ilişkili olarak AB'ye yönelik bilinçli bir kamu (gündemi) oluşturabilmek açısından gereklidir. Türk insanı göçmen statüsü veya vatandaş olarak yıllardır AB ülkelerinde yaşamaktadır. Ancak gelinen noktada Türkiye'nin üyeliğinin artık ne kadar gerekli olduğu ve Türk insanına neler sağlayabileceği sorgulanmaktadır. Bu araştırma, AB deneyimini fiili olarak yaşamakta olan Türk vatandaşlarının Birlik hakkındaki düşüncelerini bilimsel verilerle ortaya koymak amacıyla yapılmıştır. Bir anket uygulaması ile desteklenen bu çalışmada önemli bulgulara ulaşılmıştır. Bu araştırmada Yurtdışında yaşayan Türklerin Avrupa Birliği'ne ve Türkiye'nin AB'ye üyeliğine bakış açısı konusu incelenmiştir. Bu bağlamda Avrupa genelinde toplam 6 ülkede 5515 katılımcıya iki bölümden oluşan toplam 35 soruluk bir anket formu uygulanmıştır. Avrupa Birliği hakkında ne derece bilgiye sahip oldukları ve bilgi kaynaklarının neler olduğu, AB'ye ilişkin düşünceleri ve ardından AB ve entegrasyon hakkındaki görüşleri 5'li likert ölçekle sorgulanmıştır. AB'ye ilişkin özelliklerin demografik değişkenlere göre değişim gösterip göstermediği test edilmiştir. Oluşturulan ölçeğin güvenilirliğini test etmek amacıyla Cronbach's alpha analizi uygulanmış ve güvenirlik katsayısı 0,952 olarak bulunmuştur. Sonuç olarak, Türklerin Avrupa kıtasındaki varlığının Türkiye'nin AB'ye üye olma sürecinde bir destek olduğu görülmektedir. Özellikle STK'ların temsiliyeti Türkiye'nin AB'ye girmesi konusunda oldukça destek olmaktadır. Katılımcılar Türkiye'nin AB'ye girmesine imkânsız olarak bakmaktadırlar. Türkiye'nin hiçbir zaman bir AB ülkesi olamayacağına dair inanç yüksektir. Yaş değişkeni ile AB'ye katılım konusunda destek ve ülkeye uyum sorununa ilişkin görüşlerde farklılıklar tespit edilmiştir. Ayrıca gelir durumu ülkelere göre farklılık göstermemektedir. Tüm ülke vatandaşlarının gelir düzeylerinin düşük olduğu bulunmuştur. Cinsiyet ile AB'nin dezavantajlı olduğunu düşünme arasındaki ilişki bağımsız bulunmuştur. Her iki cinste AB dezavantajlı olarak görülmektedirArticle Yapı Denetim Görevini Kötüye Kullanma Suçu(2023) Köprülü, Timuçin2001 yılında yürürlüğe giren 4708 sayılı Yapı Denetimi Hakkında Kanun’la, aslında idarenin sorumluluğunda bir faaliyet olan yapı denetiminin belli durumlarda yapı denetim kuruluşlarınca yerine getirilmesi düzenlenmiştir. İlgili Kanun’un amacı can ve mal güvenliğini teminen, imar plânına, fen, sanat ve sağlık kurallarına, standartlara uygun kaliteli yapı yapılması için proje ve yapı denetimini sağlamak ve yapı denetimine ilişkin usul ve esasları düzenlemektir. Ceza hükümlerini içeren Kanun’un 9. maddesinde ise yapı denetim kuruluşunun icrai veya ihmali davranışla yeni iş almaktan men cezası uygulanmasını gerektiren fiiller nedeniyle görevini kötüye kullanan ortaklarının, yöneticilerinin, mimar ve mühendislerinin, yapı müteahhidinin, şantiye şefinin, proje müellifi gerçek kişilerle laboratuvar görevlilerinin cezalandırılacağı belirtilmektedir. Son şeklini alana kadar birkaç değişikliğe uğramış olan 9. madde son hâliyle suçun maddi unsurları bakımından uygulamada sorunlar çıkarabilecek niteliktedir. Ayrıca düzenlemenin bir kısmının Anayasa’ya uygunluğu da tartışmalıdır
