    Talk the Talk, or Walk the Walk? Changing Narratives in Europeanization Research

    Over the past two decades, there has been a growing interest in Europeanization, both within and beyond the European Union (EU). The impact of Eastern enlargement in 2004 on candidate and neighbourhood countries has attracted scholarly attention, and a consensus currently exists on the success of the EU's transformative power through the employment of a conditionality mechanism. However, the limits of EU conditionality upon candidate countries and neighbourhood Europeanization, in addition to the problems experienced by the EU itself, have brought into question whether the end of Europeanization research is in sight. Considering this, we critically evaluate the issues discussed in the scholarship on Europeanization and review several points of interest in relation to EU candidate countries in the Western Balkans as well as Turkey.

    q-bernstein Polynomials of the Cauchy Kernel

    Due to the fact that in the case q > 1, q-Bernstein polynomials are not positive linear operators on C[0, 1], the study of their approximation properties is essentially more difficult than that for 0 < q < 1. Despite the intensive research conducted in the area lately, the problem of describing the class of functions in C[0, 1] uniformly approximated by their q-Bernstein polynomials (q > 1) is still open. In this paper, the q-Bernstein polynomials B-n,B-q(f(a); z) of the Cauchy kernel f(a) = 1/(z - a), a is an element of C \ [0, 1] are found explicitly and their properties are investigated. In particular, it is proved that if q > 1, then polynomials B-n,B-q(f(a); z) converge to f(a) uniformly on any compact set K subset of {z : vertical bar z vertical bar < vertical bar a vertical bar}. This result is sharp in the following sense: on any set with an accumulation point in {z : vertical bar z vertical bar > vertical bar a vertical bar}, the sequence {B-n,B-q(f(a); z) is not even uniformly bounded.     Simulation-Based Environments for Surgical Practice

    Modeling and simulation environments provide several insights about the real situations such as endoscopic surgery. Endoscopic surgery requires both hand skills, so, understanding the effect of using dominant or non dominant hand on mental workload is important to better design, develop and implement modeling and simulation environments to support real-life implementations of surgical procedures. This experimental study presents a simulation application of eye-tracking approach to understand mental workload in different hand conditions: dominant hand, non-dominant hand and both hand. The results of the study show that, performing simulated surgical tasks by both hands compared to dominant hand, increases mental workload which is evident by higher pupil size. Accordingly, to manage the mental-load problems of surgeons while performing complex tasks that require both hand usage simulation-based environments can be used. Consequently, collection of detailed information such as eye-data, can give several insights about the behaviors of the surgeons. Also, their required skills can be improved by development of simulation and training environments. © 2017 IEEE.

    Lifetime of Multistate k-out-of-n< Systems

    A multistate k-out-of-n system model is an extension of binary k-out-of-n system model by allowing multiple performance levels for the system and its components. Various definitions of multistate k-out-of-n system model have been proposed in the literature. Previous studies on these systems mostly focus on reliability evaluation algorithms. The present paper investigates the lifetimes of multistate systems. In particular, the lifetimes of two different multistate k-out-of-n system models are represented in terms of order statistics, and bounds and approximations are presented using these representations. The results are illustrated for a multistate system whose components' degradation occurs according to a Markov process. Copyright (C) 2013 John Wiley & Sons, Ltd.

    Rock mass response model for circular openings

    The main parameters affecting the failure and deformation state of the rock mass around a circular opening are the level of vertical and horizontal in situ stresses, the characteristics of the rock mass, the diameter of the opening, and the support pressure. The influence of all these parameters on the stress-induced final deformations around circular openings was investigated by a finite difference based two-dimensional numerical simulation for both hydrostatic and nonhydrostatic stress field conditions. From the results of the parametric studies, the variation of tunnel strain versus the ratio of uniaxial compressive strength of the rock mass to in situ vertical stress and the ratio of radial support pressure to in situ vertical stress for fair quality and poor quality rock masses was statistically analysed. As a result of the three-dimensional nonlinear regression analysis and surface curve fitting process by means of a large number of models, a best-fit model with the best correlation with these dimensionless parameters was proposed for calculating tunnel strains and ground response curves. Specific charts were created to highlight the influence of parameters on the deformation response of the openings to various support pressures.

    An Expert System for the Diagnosis of Sexually Transmitted Diseases - Esstd

    Over 93 million people get ill with sexually transmitted diseases in sub-Saharan Africa. However, research has shown that people with sexually transmitted diseases find it difficult to share their problem with a physician due to societal discrimination in Africa. Due to this problem, we have implemented a medical expert system for diagnosing sexually transmitted diseases (ESSTD) that maintains the anonymity of the individuals. The patients diagnose themselves by answering questions provided by the system. This paper presents the design and development of the system. Forward chaining rules were used to implement the knowledge base and the system is easily accessible on mobile platforms. The Java Expert System Shell was used for its inference engine and the system was validated by domain experts. It is useful because it helps to maintain anonymity for patients with STD.

    Effect of Progesterone on Dppc Membrane: Evidence for Lateral Phase Separation and Inverse Action in Lipid Dynamics

    Interactions of progesterone with zwitterionic dipalmitoyl phosphatidylcholine (DPPC) triultilamellar liposomes were investigated as a function of temperature and progesterone concentration by using three non-invasive techniques namely Fourier transform infrared spectroscopy, turbidity at 440 nm, and differential scanning calorimetry. The results reveal that progesterone changes the physical properties of DPPC bilayers by decreasing the main phase-transition temperature, abolishing the pre-transition, broadening the phase-transition profile, disordering the system both in gel and liquid crystalline phase, increasing the dynamics at low concentrations whereas stabilizing the membrane at high concentrations, and inducing phase separation. Progesterone does not change the hydration of the C=O groups, while it strengthens the hydrogen bonding between the PO (2) over bar groups of lipids and the water molecules around.     Modelling and Optimisation of an 8 X 8 Heavy Duty Vehicle's Hydro-Pneumatic Suspension System

    In this paper, modelling of the hydro-pneumatic suspension (HPS) system of a heavy duty vehicle that has all-wheel steering and driving capability is studied. The prototype vehicle of concern is a mobile telescopic crane. The spring and damper effects of the HPS, which is used generally in heavy commercial vehicles and in military vehicles, have been modelled separately. First, HPS dynamics is studied on 1/8 vehicle model and then vehicle dynamics is examined on the MSC ADAMS/Car model. HPS of the prototype vehicle is assessed by some objective functions. In addition, simulation-based optimisation is performed using a 1/8 vehicle model. Various designs are obtained and their performances are compared with that of the prototype vehicle's HPS by the ADAMS/Car model simulations. Modelling and optimisation studies reveal a sound background to improve the prototype vehicle and to design active HPS system.
