The criterion is derived by exploiting a novel structural property of the system under consideration and, hence, is quite distinct from the previous criteria. In particular, a comparison of the present criterion with an earlier criterion due to Kar and Singh is made. The comparison reveals that the present criterion is less restrictive than Kar-Singh's criterion. Two examples showing the effectiveness of the present approach are given.
