Exploring Healthcare Reforms in Turkey(Routledge Journals, Taylor & Francis Ltd, 2017) Yilmaz, GozdeThe Turkish healthcare system has been transformed in the 2000s by adopting a comprehensive health model - the so-called Turkish Model. Although Europeanization dynamics were effective in Turkey in recent decades due to the acceleration of European Union (EU) accession process after 1999, healthcare reforms demonstrate a distinct process. This article analyzes the factors behind the health transformation through employing a policy transfer framework. Ülkeler arasındaki gelişmişlik ve refah uçurumunun derinleşmesi sonucu, gelişmekte olan ülkelerde yaşayan ve daha iyi bir yaşam arayışında olan insanlar, gelişmiş ülkelere göç etmektedir. Ayrıca iç savaş, kıtlık, doğal afetler gibi unsurlar da göçe katkıda bulunmaktadır.AB son küresel krize rağmen dünyanın pek çok bölgesiyle kıyaslandığında halen istikrarlı ve müreffeh bir coğrafyadır. Bu durum onu göç hareketlerinin hedefi haline getirmektedir. Göçün olumsuz etkilerinden uzak kalmayı amaçlayan Avrupa Birliği bir yandan yasa dışı önleyici tedbirler almakta, diğer yandan yasal göç kanallarını nitelikli göçmenlere uygun biçimde yeniden düzenlemektedir.Yasal göç kanallarının tıkanması AB ülkelerine gitmek isteyen göçmenleri yasa dışı yollara sevk etmektedir. Çoğu gelişmekte olan Asya ve Afrika ülkelerinden gelen göçmenlerin büyük bölümü Avrupa Birliği ülkelerine Türkiye üzerinden girmeye çalışmaktadır. Türk-Yunan kara sınırından ya da Ege kıyılarımızdan önce Yunanistan'a, ardından diğer AB ülkelerine geçen yasa dışı göçmenler, ülkemizi de yasa dışı göçün içine çekmektedir.Türkiye Avrupa Birliği'ne yönelik yasa dışı göç akımlarının kaynağını oluşturmamaktadır. Türkiye'nin Asya, Afrika ve Avrupa kıtalarını birleştirme özelliğinden yararlanan suç örgütleri, göçmenleri ülkemiz üzerinden yasa dışı geçiş yapmaya yöneltmektedir. Sonuçta Türkiye Avrupa Birliği'ne yönelik yasa dışı göç hareketlerinden transit ülke olarak etkilenmektedir.AB'ye yönelik yasa dışı göçün önlenmesi konusunda Türkiye olanakları çerçevesinde her türlü çabayı göstermektedir. Ancak bu çabanın başarıya ulaşması için Avrupa Birliği'nin Türkiye'ye gereken desteği vermesi gerekmektedir. Türkiye'nin coğrafi konumu nedeniyle Avrupa Birliği'nin yasa dışı göçle mücadelede ona her zaman ihtiyacı vardır. EU candidate states are expected to be a part of this regime and launch Europeanizing reforms in the area. While, as an EU candidate state, Turkey is not immune from this, LGBTI rights have remained an area without any reform in the 2000s and even an area full with discrimination experiences. This article examines why there emerged no reforms during the increasing Europeanizing reforms in Turkey in the 2000s. However, this trend was reversed substantially, with Turkey growing increasingly authoritarian during the 2010s. This substantial democratic backsliding has led to increasing authoritarian cooperation with the authoritarian powers on the rise, one of which is China, whose increasing engagement and cooperation with Turkey marked an alternative gravity centre for Turkey to be pulled by. This article argues that Turkey, in line with the worsening domestic authoritarianism, has been engaging with the authoritarian powers for survival rather than engaging with the EU, which provided legitimacy to the rule of the AKP during the initial years of its rule.Article Citation - WoS: 58Citation - Scopus: 79From Europeanization To De-Europeanization: the Europeanization Process of Turkey in 1999-2014(Routledge Journals, Taylor & Francis Ltd, 2016) Yilmaz, GozdeTurkey has been experiencing a controversial path of Europeanization by the 1999 Helsinki Summit granting EU candidate country status to the country: a changing trend from progressing Europeanization to selective Europeanization and recently de-Europeanization. Such a puzzling process, especially considering the recent de-Europeanization, is explored in this article through critically discussing the role of the EU and domestic factors. The article argues that the process has been influenced by EU conditionality in the early period of Europeanization and by the preferences of the Turkish government at the later stages, which also determine the direction of the reforms (i.e., Europeanization, de-Europeanization).
