Generalized Sooner Waiting Time Problems in a Sequence of Trinary Trials
(Elsevier Science Bv, 2016) Eryilmaz, Serkan; Gong, Min; Xie, Min
Let {xi(n), n >= 1} be a sequence of independent trials with three possible outcomes 0, 1, 2 labeled as failure, success of type I and success of type II, respectively. Suppose that at each time a success of type I (type II) occurs in {xi(n), n >= 1} a random reward of type I (type II) is received. We obtain distributions of the number of trials until either the sum of consecutive rewards of type I is equal to or exceeds the level k(1) or the sum of consecutive rewards of type II is equal to or exceeds the level k(2) under two different schemes. Local Government Reform in the Ottoman and Russian Empires During the 19th Century: a Comparative Analysis of the Zemstvo Law and the 1864 Vilayet Nizamnamesi
(Ankara Haci Bayram Veli Univ, 2022) Yıgıt, Asli
The 19th century modernization process of the Ottoman and Russian Empires initiated a comprehensive reform movement in both states. As a result of the Crimean War that broke out in the middle of the 19th century, making administrative arrangements to ensure economic prosperity became the primary target in the both empires, which were afraid of the pressure and intervention of European states. Thus, in the 19th century, in the Ottoman and Russian Empires, a number of administrative arrangements were made in local governments within the framework of effective management. On one hand, they adopted the understanding of expanding the activity and jurisdiction of their local administrations, on the other hand, the both empires aimed to strengthen the central government. This study aims to reveal the local government reform brought to the provincial organization by the 1864 Vilayet Nizamnamesi in the Ottoman Empire and the 1864 Zemstvo Law in the Russian Empire and to make a comparative analysis of both regula-tions in terms of historical background, content, scope and effectiveness.

Structural and Electrical Performance of Moo3 Films Designed as Microwave Resonators
(inst Materials Physics, 2020) Al Garni, S. E.; Qasrawi, A. F.; Alharbi, S. R.; Department of Electrical & Electronics Engineering
In this work, the effect of the insertion of lithium slabs of thicknesses of 50 nm between stacked layers of MoO3 is considered. Stacked layers of MoO3 comprising lithium slabs are prepared by the thermal evaporation technique onto Au substrates under vacuum pressure of 10(-5) mbar. The effects of Li slabs are explored by the X-ray diffraction, scanning electron microscopy, current-voltage characteristics and impedance spectroscopy techniques in the frequency domain of 0.01-1.80 GHz. While the presence of Li slabs did not alter the amorphous nature of structure, it forced the growth of rod-like grains of diameters of 100-160 nm and lengths of 1.5 mu m. Electrically, the presence of Li in the samples enhanced the rectifying properties of the devices and force reverse to forward current ratios larger than 60 times. Li slabs also controlled the negative capacitance effect and resonance -antiresonance regions in the Au/MoO3/MoO3/C stacked layers. While the Au/MoO3/MoO3/C devices displayed high conductance and low impedance values in the studied frequency domain, the Au/MoO3/Li/MOO3/C devices exhibited low conductance and high impedance mode in the frequency domain of 0.01-0.59 GHz. It is also found that the presence of Li slabs improved the performance of the devices through driving it to exhibit lower reflection coefficient and high return loss values near 0.80 GHz. The features of the devices nominate them for use as RF-Microwave traps or resonators.

Conservative Management of Unilateral and Unilocolor Ovarian Cysts ≥ 10 Cm in Diameter in Postmenopausal Women
    (IMR Press Limited, 2021) Oguz,M.S.; Ecemiş,T.; Sarıyıldız,G.T.
Objective: To evaluate and follow up the native behaviour of large ovarian cysts in postmenopausal women and establish the best approach based on advanced imaging technology. Study Design: The number of patients that were evaluated from January 2015 to September 2019 were 417. At the end of this study period, 375 patients were considered for this prospective evaluation. The patients with an ultrasound diagnosis of unilateral and unilocular ovarian cysts with regular septa ≥ 10 cm in diameter at menopause were enrolled in this study. During the follow-ups, the patients who developed irregular or thick septa, papillary formation or solid areas, exhibited any suspicious sign of malignancy in magnetic resonance imaging (MRI) results or displayed an augmentation in CA-125 levels were excluded from the study. In this study cancer antigen-125 (CA-125) values > 65 IU/mL were considered abnormal. The patients who met these criteria were followed with periodical ultrasounds and yearly MRI. Results: The 42 patients who were excluded from the study had significant morphological changes. These patients were showing an increase in CA-125 levels along with abnormal MRI findings during the follow-ups and in addition, they had surgical removal of cysts. All the significant morphological changes were detected by transvaginal ultrasounds. Postoperative histopathological diagnosis of these ovarian cysts revealed no abnormality. From 375 patient's cysts samples one hundred and twenty-five (33.3%) cysts had significantly decrease in size, one hundred and eleven (29.6%) of the cysts had spontaneous resolution and one hundred thirty-nine (37%) cysts persistently remained unchanged during the follow up period. The diameter of the cysts ranged from 10.4 to 18.4 cm. The cysts were categorized into three groups corresponding to a range of diameters i.e., 10-12.9 cm (62%), 13-15.9 cm (24.1%) and ≥ 16 cm (13.8%) respectively. The patients who showed spontaneous resolution were discontinued with the follow-ups while the rest of the patients were continued with their regular follow up examinations. Conclusion: The cysts should be monitored conservatively as long as possible before proceeding to a surgical treatment regardless of the size of the unilateral and unilocular ovarian cysts at postmenopausal period with limited oncogenic potential and without significant morphological changes. © 2021 The Authors.

An Expert System for the Diagnosis of Sexually Transmitted Diseases - Esstd
(Ios Press, 2017) Thompson, Temitope; Sowunmi, Olaperi; Misra, Sanjay; Fernandez-Sanz, Luis; Crawford, Broderick; Soto, Ricardo
Over 93 million people get ill with sexually transmitted diseases in sub-Saharan Africa. However, research has shown that people with sexually transmitted diseases find it difficult to share their problem with a physician due to societal discrimination in Africa. Due to this problem, we have implemented a medical expert system for diagnosing sexually transmitted diseases (ESSTD) that maintains the anonymity of the individuals. The patients diagnose themselves by answering questions provided by the system. This paper presents the design and development of the system. Forward chaining rules were used to implement the knowledge base and the system is easily accessible on mobile platforms. The Java Expert System Shell was used for its inference engine and the system was validated by domain experts. It is useful because it helps to maintain anonymity for patients with STD.

Modelling and Optimisation of an 8 X 8 Heavy Duty Vehicle's Hydro-Pneumatic Suspension System
(inderscience Enterprises Ltd, 2016) Kucuk, Kahraman; Yurt, Hunkar Kemal; Arikan, Kutluk Bilge; Mrek, Huseyin
In this paper, modelling of the hydro-pneumatic suspension (HPS) system of a heavy duty vehicle that has all-wheel steering and driving capability is studied. The prototype vehicle of concern is a mobile telescopic crane. The spring and damper effects of the HPS, which is used generally in heavy commercial vehicles and in military vehicles, have been modelled separately. First, HPS dynamics is studied on 1/8 vehicle model and then vehicle dynamics is examined on the MSC ADAMS/Car model. HPS of the prototype vehicle is assessed by some objective functions. In addition, simulation-based optimisation is performed using a 1/8 vehicle model. Various designs are obtained and their performances are compared with that of the prototype vehicle's HPS by the ADAMS/Car model simulations. Modelling and optimisation studies reveal a sound background to improve the prototype vehicle and to design active HPS system.

Investigating Student Churn Among Business Schools in Higher Education
(Tuba-turkish Acad Sciences, 2023) Yalcin, Aybueke; Uner, M. Mithat; Karatepe, Osman M.; Aboramadan, Mohammed
The purpose of our paper is to examine what the reasons for student churn are and why students begin their educational careers in a school of business and then leave and register at another university. Following a qualitative methodology, semi-structured interviews were conducted with 31 students (11 females, 20 males; mean age: 21.12; range: 19 to 25 years) who had switched from one business school to another in Ankara, the capital city of T & uuml;rkiye, and QSR NVivo 12 for Windows was used to analyze the qualitative data. The findings reveal that the main reason of student churn is associated with obstacles regarding the use of English as the medium of instruction. This is followed by dissatisfaction with the school or the department. The reasons for students preferring another university are also related to having friends at the university chosen, proximity to home, referrals, and family members. The study provides important insights to university administrators pertaining to the reasons associated with student churn in higher education. When the results are examined by university type, it is seen that the dissatisfaction with the university or department was the primary reason for the students who left the state universities, while the foreign language problem was the reason for the students who left the foundation universities. Considering the findings of the study, the university administration should concentrate on how to improve students' foreign language skills, invest more in research and innovation, and increase social activities to improve communication among students.
