Bilgi Yönetimi Sistemi Üzerinde Bir Durum Çalışması ve Gerçekleştirme Stratejisi

Günümüzde kurumlar içinde birçok bilgi üretilmektedir. Bu bilgilerin en iyi sekilde korunması, islenip anlamlandırılarak etkili is kararları almada kullanılabilmesi gereklidir. Bu nedenle etkin is kararları almak, sahip olunan bilgileri paylasmak ve bilginin kullanılabirligini daha kolay hale getirmek isteyen kurumlar, kurumsal portal çözümlerine ihtiyaç duymaktadırlar. Kurum ve kuruluslar, bilgi yönetimi yardımı ile, organizasyonel amaçlarını gerçeklestirmek için, toplamak, düzenlemek ve kayıt altına almak sureti ile bilgiye dogru zamanda, dogru yerde ve dogru kimseler tarafından ulasılabilmesini saglarlar. Bu tezde kurumsal bilgi yönetimin ne oldugu, gelisimi ve önemi anlatılmıstır. Tüm bunlar gözönüne alınarak kurumsal bilgi yönetimine iliskin varılan sonuçlar açıklanmıs, kurum içinde prototip olarak gelistirilen bir bilgi yönetimi uygulaması ile çözüm önerilerinde bulunulmus ve kurum için önemi belirtilmistir. Bu kapsamda, web sitelerine erisimi etkin hale getirmek ve kullanıcı gereksinimlerini karsılayacak sekilde düzenleyerek bilgi yönetimini desteklemek amacıyla gelistirilen portal yazılımının sagladıgı temel servisler ve gelistirme asamaları özetlenmistir. Gelistirilen portal yazılımının temel mimari yapısı, bu mimari yapı içinde saglanan kisisel sayfa düzenleme, erisim yetki düzenlemesi, e-posta ve sistemlerle entegrasyon ve proje yönetimi detaylı olarak açıklanmaktadır. Designing Senior Graduation Project Course for Computing Curricula: an Active Learning Approach

This paper proposes an active learning-based design approach to senior graduation project courses for computing curricula. The proposed approach focuses mainly on course requirements including increasing the interaction between instructor and project team members; providing better and fair student/team performance assessment; encouraging students to practise life-cycle driven development; preparing students for role-based team-working; motivating students to communicate with experts from industry and supporting cooperation between students. It is observed that implementation of the proposed approach increases the student course satisfaction level while higher quality student projects are achieved.
E-satınalma'nın Kurumsal Kaynak Planlama (erp) Sistemlerinin E-tedarik Zinciri Entegrasyonundaki Rolü Üzerine Araştırma Temelli Bir Çalışma

Bu tez çalışması, e-Satınalma konusunun Kurumsal Kaynak Planlama (ERP) ve e-Tedarik Zinciri konusundaki rolünü ortaya koymayı amaçlar. Çalışmada, ERP, e-satınalma ve e-tedarik zinciri konularında üç yönlü literatür taraması yapılmıştır. Daha sonra; bu üç konudaki teknolojik alt yapı ile ilgili olarak, XML tabanlı standardizasyon çabaları ve sektörün önde gelen tedarikçilerin entegrasyon platformları konularında araştırma temelli karşılaştırmalı bir çalışma yapılmıştır. Bu çalışmadan elde edilen genellemelerin, web teknolojileri tabanlı geliştirilecek kavramsal modellere zemin oluşturması hedeflenmektedir.Çalışma, e-satınalma, Kurumsal Kaynak Planlama ve e-tedarik zinciri konularını tek başına ele almayıp bu üç konunun ilişkileri, öncelikleri ve entegrasyon konusuna odaklanmıştır.Anahtar Kelimeler: e-Tedarik Zinciri, e-Satınalma, Kurumsal Kaynak Planlama (ERP) , İş Süreçleri Yeniden Yapılandırma (BPR)

Enterprise Application Integration (eai), Service Oriented Architectures (soa) and Their Relevance To E-Supply Chain Formation

The greatest challenge of e-supply chain formation is the integration of cross-application processes in a seamless manner. As platform independent, web-based interoperability are becoming key issues in web-based integration and supply chain formation, organisations are in search of architectural solutions to overcome these challenges. Thus, this paper focuses on the service oriented architectures (SOA) as the recent trend in cross-platform enterprise application integration. SOA paradigm is discussed in detail with special focus on e-supply chain formation. Findings indicate that SOA still appears as the most convenient paradigm to meet the challenges of today's e-supply chain formation requirements.

Examination of Factors Influencing Employees' Adoption of Mobile Commerce and Services in Turkey

This study first reviews and discusses mobile technology issues from a global perspective, and then investigates the impact of demographic (gender, age, income), personal (ICT experience, work experience), and organisational (sector) factors related to employees on adopting mobile commerce (m-commerce) and mobile services (m-services). A survey is conducted among employees from government-and private-sector organisations for this purpose, assuming that this group plays an important role in helping to adopt new technologies in societies. Based on this survey, the results indicate that gender, experience, and sector have an impact on attitude towards using m-technologies and that such attitude has a significant effect on the actual use of m-technologies.

A Generic, Cloud-Based Representation for Supply Chains (sc's)

As a very recent IT paradigm, Cloud Computing is gaining momentum and receiving more and more interest in literature. With various characteristics such as offering flexibility, cost reductions, platform independence and on-demand service, cloud approach opens up tremendous opportunities from Supply Chain (SC) perspective. However, extant literature reveals that adoption and assimilation of the technology is not mature in SC domain and cloud-based modelling initiatives are only recent. To fill this gap, this study discusses the opportunities of cloud computing from SC perspective and proposes a generic representation based on cloud philosophy. The proposed representation is conceptual, flexible and customizable, utilizing and highlighting the cloud benefits in a multi-partner setting. Therefore, this article is an answer to the research questions: "what are the opportunities of cloud philosophy for SC domain?" and "how can supply chains be represented generically based on cloud technology in multi-actor environment?". Contribution of this study lies in comprehensive treatment of cloud computing and supply chain intersection as well as the generic representation.

A Generic, Multi-Period and Multi-Partner Cost Optimizing Model for Cloud-Based Supply Chain

Cloud technology in a multi-enterprise, collaborative context is one of the most promising topics at IT-Supply Chain (SC) intersection. Cloud comes with well-proven advantages and cost savings; enabling collaboration and business intelligence. Cloud transition is still on-going with individual enterprise-level transitions. However, collaborative paradigm dictates that entire network well-being is to be considered over enterprise-level concerns. Thus, handling the transition of a single enterprise is not sufficient for strategic network leverage. Planning and managing across multiple enterprises is required, taking into consideration various cost items and budget constraints. In this study, a multi-period multi-partner cost-optimizing model is developed for network-level management of cloud transition for a SC. The model produces an optimal transition plan, indicating timing of the transition for each partner to obtain the maximum cost savings across network over a specified planning horizon. The model proposed is generic, flexible and customizable for different sectors/settings.
Impact of Job Requirements on Ict Curriculum

This study presents an approach to address the issue of keeping curriculum content in synch with the changing demands; in other words dynamic curriculum delivery or dynamic curriculum updating based on a model. In this approach, the analysis of Information and Communication Technology (ICT) job data from the industry, and as well as the ongoing use of expert knowledge from the field of information science keep the ICT curriculum content up-to-date, relevant, and consistent with the educational goals of the universities, and students in a variety of educational and cultural contexts. A number of recommendations are put forward for educating students in Turkish universities in order to enhance their opportunities in the international job market.

Online Purchase Behaviour Among Professionals: a Socio-Demographic Perspective for Turkey

This study reports the findings of a survey concerning the impact of professionals' selected socio-demographic factors with regard to their online purchasing behaviour in Turkey, since this consumer group plays an important role in adopting new technologies in societies. The survey has been conducted using a 'face-to-face interview' approach during an IT event. To keep in line with the available literature, gender, age, education level, income and daily Internet usage, constitute the socio-demographic variants for this study. Five hypotheses were constructed to investigate the nature of the relationship between the socio-demographic factors and the usage of online purchasing. The chi-square method was selected to test the hypotheses. According to the test results, age, income and education level have a significant impact on the online purchasing behaviour of professionals.

The Predictive Impact of Socio-Demographic and Behavioural Factors on Professionals' E-Commerce Attitudes

This paper first reviews the e-commerce issues in general and then gives a detailed report of the findings of a survey concerning how sociodemographic (gender and income) and behavioural (computer experience and average daily use of the Internet) factors influence e-commerce attitude of professionals. The survey was conducted among professionals from the government and private sectors. The results indicated that income is significantly related to the usage of e-commerce. Additionally, computer experience and average daily use of the internet were found to be significant in explaining usage reason for e-commerce users whereas the variable income was found to be significant in explaining nonusage reason for e-commerce nonusers.

Requirements for Forming an 'e-supply Chain'

In today's digital economy, web-based integration of the enterprises to form an e-supply chain is a critical weapon for orchestrating the whole supply chain towards competitiveness. This paper intends to discuss the requirements for forming an e-supply chain from different perspectives, such as integration with the legacy systems, timing and prior presence of ERP (enterprise resources planning) systems, BPR (business process re-engineering) needs of internal and external business processes and business intelligence/decision support needs. A look at technical knowledge and structure to construct an e-supply chain is provided. Challenges involved in forming an e-supply chain are also briefly mentioned as a separate section in this paper. During the study, requirements are gathered by making a review of recent literature.
Türkiye Cumhuriyeti Elektronik Kamu İhale Sistemi için Birlikte Çalışabilir Model Önerisi

Devletin Gayri Safi Yurtiçi Hasıla (GSYH) 'sının yaklaşık %15 lik kısmı kamu alımları için harcanmaktadır. Bu nedenle kamu ihalelerinde hesap verebilirlik ve şeffaflık çok önemlidir. Kamu harcamalarının düzenlenmesi ve bütçenin etkin kullanımı için sadece kamu ihalelerini değil, kamu ihaleleri için altyapı oluşturan sistemlerin de verimli kullanımı gerekir. Bu nedenle bu tezde elektronik ihale süreçlerinin önemi vurgulanmıştır. Türkiye'de kamu ihalelerinden sorumlu Kamu İhale Kurumu (KİK) ile Devlet Malzeme Ofisi (DMO) olmak üzere Maliye Bakanlığı'na bağlı iki kuruluş mevcuttur. Ancak kamu alımları konusunda, her iki kurum kendi sistemlerine, kendi yasal yükümlülüklerine ve kendi iş süreçlerine sahiptir. İki farklı sistemin olması bir ayrıcalık mıdır? Bu sorunun cevabını bulmak ve her iki sistemin mevcut durumlarını analiz edebilmek için, gerek kamu gerekse tedarikçi tarafını kapsayacak şekilde memnuniyet ölçüm anketleri yapılmıştır. Anketlere ilave olarak, Avrupa Birliği (AB) üye ülkelerindeki ve Türkiye'deki kamu ihaleleri ile ilgili kurum ve kuruluşlarda çalışan yetkili kişiler ile birebir görüşmeler yapılmıştır. Bu görüşmelerde elde edilen bilgiler ışığında, en iyi olan 3 ülke (İngiltere, Almanya ve Danimarka) çalışmada detaylı olarak incelenmiştir. Yapılan çalışmalar sonucunda, AB'de Sayısal Tek Pazar çalışmalarına giderek önem verildiği ve bu nedenle elektronik ihale sistemlerinde daha merkezi yapılara geçildiği görülmüştür. Mevcut durum analizlerine dayanarak, kamu ihalelerindeki Kritik Başarı Faktörleri ve bu başarı faktörlerine ulaşmak için gerekli performans kriterleri belirlenmiştir. Türkiye'nin de bu sürece dahil olabilmesi için, kamu ihalelerinin tek bir platformdan yürütülmesinin kaçınılmaz olduğu gerçektir. Sadece kamu kurumları ile entegre değil, Küçük ve Orta Büyüklükteki İşletmeler (KOBİ) ve tedarikçilerin de katılımına önem veren, şeffaf ve hesap verebilir bir sistem gereklidir. Yapılan bu çalışma, Türkiye Cumhuriyeti Devleti için birlikte çalışabilirlik ve tedarik zinciri yönetimi sistemlerini kapsayan bir elektronik kamu ihale modeli önerisinde bulunulmuştur. Bu çalışmanın tedarik zinciri yönetiminin kamu ihalelerinde kullanımının önemini ortaya çıkartmak ve birlikte çalışabilirlik faydalarını analiz etmek açısından öncü nitelikte olduğu söylenebilir.
