Kurum ve kuruluslar, bilgi yönetimi yardımı ile, organizasyonel amaçlarını gerçeklestirmek için, toplamak, düzenlemek ve kayıt altına almak sureti ile bilgiye dogru zamanda, dogru yerde ve dogru kimseler tarafından ulasılabilmesini saglarlar. Bu tezde kurumsal bilgi yönetimin ne oldugu, gelisimi ve önemi anlatılmıstır. Tüm bunlar gözönüne alınarak kurumsal bilgi yönetimine iliskin varılan sonuçlar açıklanmıs, kurum içinde prototip olarak gelistirilen bir bilgi yönetimi uygulaması ile çözüm önerilerinde bulunulmus ve kurum için önemi belirtilmistir. Bu kapsamda, web sitelerine erisimi etkin hale getirmek ve kullanıcı gereksinimlerini karsılayacak sekilde düzenleyerek bilgi yönetimini desteklemek amacıyla gelistirilen portal yazılımının sagladıgı temel servisler ve gelistirme asamaları özetlenmistir. Gelistirilen portal yazılımının temel mimari yapısı, bu mimari yapı içinde saglanan kisisel sayfa düzenleme, erisim yetki düzenlemesi, e-posta ve sistemlerle entegrasyon ve proje yönetimi detaylı olarak açıklanmaktadır. Therefore, accountability and transparency in public procurement is very important. For the regulation of public expenditures and effective use of the budget, not only public procurements but also efficient use of infrastructure that make up the system for public procurements should be considered. As a result, the importance of the electronic procurement processes is emphasized in this thesis. Public Procurement Authority (PPA) and the State Procurement and Supply Office (SPSO) responsible for public tenders in the Republic of Turkey are two foundations affiliated to the Ministry of Finance. However, in public procurement, both institutions have their own system, own business processes and legal obligations. Yet is it a privilege to have two different systems? This requires real-time exchange of information in standard formats and publishing widely in the process by encouraging the provision of e-commerce with the application of Internet technologies in the supply chain. It can be applied to any type of governmental affairs, such as training, provision of justice, tax audits, budget execution, financial control, and also procurement for the purposes of this research project. However all these needs to gain strong expertise and competence of technological and administrative talent is needed to make the government and suppliers together via the Internet. The aim of this work is to introduce the evaluation processes and tools using the technique of SWOT analysis in the existing studies to provide empirical illustration of how this perspective would be used to give a sense of public e-procurement in action and it also aims to make a new sustainable reliable e-governmental model that includes change management, interdepartmental coordination, resolving the security and authentication for implementing public e-procurement in the frame of Turkish e-Government infrastructure and projects. A survey is conducted among employees from government-and private-sector organisations for this purpose, assuming that this group plays an important role in helping to adopt new technologies in societies. With various characteristics such as offering flexibility, cost reductions, platform independence and on-demand service, cloud approach opens up tremendous opportunities from Supply Chain (SC) perspective. However, extant literature reveals that adoption and assimilation of the technology is not mature in SC domain and cloud-based modelling initiatives are only recent. To fill this gap, this study discusses the opportunities of cloud computing from SC perspective and proposes a generic representation based on cloud philosophy. The proposed representation is conceptual, flexible and customizable, utilizing and highlighting the cloud benefits in a multi-partner setting. Cloud comes with well-proven advantages and cost savings; enabling collaboration and business intelligence. Cloud transition is still on-going with individual enterprise-level transitions. However, collaborative paradigm dictates that entire network well-being is to be considered over enterprise-level concerns. Thus, handling the transition of a single enterprise is not sufficient for strategic network leverage. Planning and managing across multiple enterprises is required, taking into consideration various cost items and budget constraints. In this study, a multi-period multi-partner cost-optimizing model is developed for network-level management of cloud transition for a SC. The model produces an optimal transition plan, indicating timing of the transition for each partner to obtain the maximum cost savings across network over a specified planning horizon. The survey has been conducted using a 'face-to-face interview' approach during an IT event. To keep in line with the available literature, gender, age, education level, income and daily Internet usage, constitute the socio-demographic variants for this study. Five hypotheses were constructed to investigate the nature of the relationship between the socio-demographic factors and the usage of online purchasing. The chi-square method was selected to test the hypotheses. The technology enables partners to form a collaborative SC community without the burden of significant IT investment. Cloud applications offer significant opportunities from SC perspective, and the assimilation of the Cloud Technology is not complete yet in the Supply Chain domain. It also involves various barriers from implementation perspective, as well as the concerns related with vendor lock-in, security, reliability, privacy and data ownership. This chapter provides a comprehensive coverage of the opportunities and barriers as well as the generic treatment from SC perspective. It also highlights how the cloud technology represents a perfect fit with the ideas of 'Collaborative Supply Chains', 'Business Process Outsourcing' and 'long-term strategic partnerships, which are the key themes characterizing the Supply Chains of today's era. M-Government can be defined as the massive usage of mobile devices with their applications to develope a quick connection and response between citizen and public sector authorities. Bu nedenle kamu ihalelerinde hesap verebilirlik ve şeffaflık çok önemlidir. Kamu harcamalarının düzenlenmesi ve bütçenin etkin kullanımı için sadece kamu ihalelerini değil, kamu ihaleleri için altyapı oluşturan sistemlerin de verimli kullanımı gerekir. Bu nedenle bu tezde elektronik ihale süreçlerinin önemi vurgulanmıştır. Türkiye'de kamu ihalelerinden sorumlu Kamu İhale Kurumu (KİK) ile Devlet Malzeme Ofisi (DMO) olmak üzere Maliye Bakanlığı'na bağlı iki kuruluş mevcuttur. Ancak kamu alımları konusunda, her iki kurum kendi sistemlerine, kendi yasal yükümlülüklerine ve kendi iş süreçlerine sahiptir. İki farklı sistemin olması bir ayrıcalık mıdır? Bu sorunun cevabını bulmak ve her iki sistemin mevcut durumlarını analiz edebilmek için, gerek kamu gerekse tedarikçi tarafını kapsayacak şekilde memnuniyet ölçüm anketleri yapılmıştır. Anketlere ilave olarak, Avrupa Birliği (AB) üye ülkelerindeki ve Türkiye'deki kamu ihaleleri ile ilgili kurum ve kuruluşlarda çalışan yetkili kişiler ile birebir görüşmeler yapılmıştır. Bu görüşmelerde elde edilen bilgiler ışığında, en iyi olan 3 ülke (İngiltere, Almanya ve Danimarka) çalışmada detaylı olarak incelenmiştir. Yapılan çalışmalar sonucunda, AB'de Sayısal Tek Pazar çalışmalarına giderek önem verildiği ve bu nedenle elektronik ihale sistemlerinde daha merkezi yapılara geçildiği görülmüştür. Mevcut durum analizlerine dayanarak, kamu ihalelerindeki Kritik Başarı Faktörleri ve bu başarı faktörlerine ulaşmak için gerekli performans kriterleri belirlenmiştir. Türkiye'nin de bu sürece dahil olabilmesi için, kamu ihalelerinin tek bir platformdan yürütülmesinin kaçınılmaz olduğu gerçektir. Sadece kamu kurumları ile entegre değil, Küçük ve Orta Büyüklükteki İşletmeler (KOBİ) ve tedarikçilerin de katılımına önem veren, şeffaf ve hesap verebilir bir sistem gereklidir. Yapılan bu çalışma, Türkiye Cumhuriyeti Devleti için birlikte çalışabilirlik ve tedarik zinciri yönetimi sistemlerini kapsayan bir elektronik kamu ihale modeli önerisinde bulunulmuştur. Bu çalışmanın tedarik zinciri yönetiminin kamu ihalelerinde kullanımının önemini ortaya çıkartmak ve birlikte çalışabilirlik faydalarını analiz etmek açısından öncü nitelikte olduğu söylenebilir.
