    Time Complexity Comparison of Stopping at First Failure and Completely Running the Test

    For a given test set, we compare two test application techniques, "stopping at first failure" and "complete run", respectively. The former stops the test whenever a failure is encountered. The latter however, carries on till the end. Our comparison concludes that although the first technique is generally faster, there is no strong evidence to support a complete rejection of the second technique for it provides statistics useful in test planning. Results support an interchangeable application of both techniques with more frequent use of stopping at first failure. Even though there are numerous studies to decide how to prioritize and select test cases (TC), or to examine dependencies of TCs and codes, the presented comparison of the two test application techniques for a given "test set" has the potential to reduce the total run time of the test.

    Suriyelilere Yönelik Güvenlik Algısı: İzmir Örneği

    Suriye savaşından kaynaklı kitlesel göçle Türkiye, Suriyelileri açık kapı politikası, geri göndermeme politikası ve uluslararası mülteci rejimine uygun olarak temel ihtiyaçları karşılama politikası ile karşılamış, uluslararası koruma biçimlerinden Geçici Koruma Statüsü vermiştir. Suriyelilerin Türkiye'nin her şehrine dağılmışlığı, Türk vatandaşlarını sosyal, ekonomik, siyasi ve güvenlik açısından birçok yönden etkilemektedir. Göç ve göçmenler hayatın normal akışını engelleyen şeyler olarak algılandığından başlı başına bir tehdit kategorisi olarak kabul edilmektedir. Bu makalenin temel amacı, Suriyelilerin Türk toplumuna sosyal, ekonomik, siyasi ve güvenlik etkileri arasında İzmir'de yaşayan Türk vatandaşlarının güvenlik algısını incelemektir. Türkiye'nin 3. kalabalık şehri olan İzmir, göçün ilk zamanlarından itibaren en kalabalık Suriyeli nüfusta yer almasıyla, Balkan ülkelerinden göçen insanların varlığı ve şehirdeki hoşgörüden dolayı kapsama alınmıştır. Algıyı ölçmek için güvenilirliği ve geçerliliği kanıtlanmış 'Toplumsal Güvenlik Algıları Anketi' uygulanmıştır. Şehirde güvenlik algısının yüksek olduğu tespit edilmiştir.

    A Multimodal, Multicommodity, and Multiperiod Planning Problem for Coal Distribution To Poor Families

    Tackling poverty has been one of the greatest global challenges and a prerequisite to sustainable development of countries. Countries implement nationally appropriate social protection systems and measures to address poverty. This paper addresses an aid system adopted by the government in Turkey where significant amounts of coal is distributed to poor families each year. The objective of the coal aid system is to complete the delivery of coal to poor families by the start of winter. However, an analysis of the data from previous years indicates that the distribution to many families cannot be completed on time. This results from the fact that planning is done manually and by trial-and-error as there is no system that can be used for distribution planning. This paper describes the planning problem encountered and develops a mathematical model to solve it. The proposed model is a multimodal, multicommodity, and multiperiod linear programming (LP) model. The model can be used to develop and update a distribution plan as well as to answer several what-if questions with regard to capacities, time constraints, and so forth. The model is solved using CPLEX for several problem instances obtained under different scenarios using data for the year 2012. The results show that at least 9% cost savings and about 40% decrease in distribution completion time can be achieved when the model is used. We analyze scenario results qualitatively and quantitatively and provide several insights to the decision makers. As a part of quantitative analysis, we develop regression models to predict optimal costs based on several factors. Our main contribution is to provide an efficient and effective tool to handle a large-scale real-world problem. The model has also helped to prove that the organization responsible for distribution planning may move from the current planning practice to an all-encompassing top-down approach.

    Öz Bağlanım Denklem Tahmini ile Durağanlık Testi: Bir Endüstriyel İşletişim Örneği

    AR ve ARMA tahminleri, eldeki bir seri için temel bir matematiksel ifadeyi belirlemek açısından iyi bilinen araçlar olmaya devam etmektedir. Matematiksel bir denklem elde edildiğinde, girdi ve çıktı arasında bir transfer fonksiyonu türetmek mümkündür. Bu transfer fonksiyonunun kutupları birim çemberin üzerinde veya dışında yer alıyorsa, üretilen seri durağan olmayacaktır. Önemli sayıda numunenin üretildiği böyle bir seri, bir simülasyon etkinliği için tamsayı taşmalarına neden olacaktır. Çalışma için, Hatalar Arası Ortlama Zaman (HAOZ) gözlem amaçlı doğrulama serisi, bir Endüstriyel Gömülü PC İletişimi Sınama yatağından alınmıştır. Bunlar zaman ve sıklık açısından AR ve ARMA tarafından tahmin edilenlerle karşılaştırılır. AR tahmini, durağan özelliği koruyan 57 derecelik bir polinom durumunda, orijinal gözlemle daha iyi bir eşleşmeye sahiptir.

    The Socio-Economic Impact of the Covid-19 Pandemic on Syrian Refugees in Turkey

    Building upon empirical research, this study examines the socio-economic impact of the Covid-19 pandemic on Syrian refugees in Turkey by analyzing its implications on employment, livelihood opportunities, and social cohesion. More specifically, it focuses on the experiences of Syrian refugees to examine the ways in which they exert their agency to cope with the structural constraints when faced with 'multiple crises' in host countries, intersecting with the dynamics of a 'normalized refugee crisis'. Our findings from fieldwork conducted in the top six refugee-hosting cities reveal that loss of jobs, limited access to decent work, increased dependency on external financial assistance, and social exclusion have been some of the most acute effects of the pandemic on refugees. Meanwhile, the perceived effects that refugees have on the host community's welfare trigger problems that impede social cohesion. All in all, the study intends to highlight the far-reaching effects of the pandemic beyond its direct health implications by addressing the structural vulnerability of refugees and the importance of providing an enabling environment for socio-economic self-reliance.

    A Mathematical Model Proposal for Cost-Effective Course Planning in Large Hierarchical Organizations

    Hierarchical organizations, especially in government agencies, are known by their pyramidal structures and continuous training needs resulting from promotions and/or assignments. Using scientific and rational methods in the job analysis/description, recruitment/selection, assignment, performance appraisal and career planning functions of human resource management (HRM) process decreases training costs. In this study, we develop a new chain of methodologies (the cost-effective course planning model (CECPM)) to decrease training costs and increase the level of specialization. This methodology is implemented in the following steps of the HRM process: (1) the job analysis/description step, where our Mission Description Matrix defines in measurable units the amount of training needed for an employee assigned to a position, (2) the career matrix step, where the minimum training costs for an employee's career path are determined using our network-flow model and (3) the assignment step, where we propose a decision support system composed of an analytical hierarchy process, linear programming and Pareto optimality analysis. The results indicate that our proposed system ensures minimum training needs while satisfying person-to-position compatibility and personnel's preferences. (C) 2014 Elsevier B.V. All rights reserved.
