Abstract
Türk kamu yönetiminde 25.05.2004 tarih ve 5176 sayılı ?Kamu Görevlileri Etik Kurulu Kurulması ve Bazı Kanunlarda Değişiklik Yapılması Hakkında Kanun? ile kamu görevlilerinin uymaları gereken etik kodlar ve davranış ilkelerini belirlemek ve uygulamayı takip etmek üzere Kamu Görevlileri Etik Kurulu kurulmuştur. Bu araştırmanın amacı, kamu yönetiminin yeniden yapılandırılmasıyla gündeme gelen etiğe dair teorik ve uygulamayla ilişkili sorunların anlaşılmasını sağlamaktır. Araştırmanın kapsamı KGEK'nun eğitim materyallerinin, kanun ve yönetmeliklerin incelenmesi oluşturmaktadır. Araştırmada, etik konusunda yapılan çalışmalarla ilgili literatür taraması yanında, altı adet KGEK eğitim materyalindeki kuramsal yaklaşımların benzerlik ve farklılıkları ortaya konmaya çalışılmıştır. Yorumsamacı bir yaklaşım ve nitel veri analizi tekniği kullanılarak, bulgular genelleme amacı güdülmeksizin değerlendirilmiştir.
In Turkish Public Administration, with ?The Law Related To The Establishment Council Of Ethics For Public Service And Making Modifications On Some Laws? dated 25.05.2004 and Law No. 5176, the Council of Ethics for Public Service (CEPS) is founded to define the ethic codes and attitude principals fort he public service and prosecute its practices. The aim of this research is to ensure the understanding of the problems, which came into question with the reconstruction of the public administration, related to theory and practice of ethics. The scope of the research is the analysis of the laws and regulations about educational materials of CEPS. In this research, beside the literature scanning of the studies held about ethics, the similarities and differences in the conceptual approaches on six CEPS educational materials are tried to be propounded. Using an interpretational approach and qualitative data analysis techniques the symptoms are evaluated regardless of any generalization purpose.
