Avrupa Birliği'ne Üyelik Sürecinde İhracata Yönelik Devlet Yardımlarının İşletmelerin İhracat Performansı Açısından Değerlendirilmesi

Abstract

Bu çalışmada, 1980 sonrası dönemde Türkiye'de uygulanan ihracata yönelik devlet yardımlarının, Türk Eximbank kredi ve sigorta programlarının ve Dahilde İşleme Rejimi'nin taşıdığı nitelikler, Türkiye'nin dış ticaret yapısı ve Türkiye'de faaliyet gösteren işletmelerin ihracat performansı açısından değerlendirilmiştir. Tez üç bölümden oluşmaktadır.Tezin birinci bölümünde ihracat, ihracata dayalı ekonomik büyüme, Türkiye ile Avrupa Birliği arasında imzalanan Gümrük Birliği ve Türkiye'de ihracat ile ekonomik büyüme kapsamında gerçekleşen çalışmalara değinilmiştir.Tezin ikinci bölümünde devlet yardımları kavramı açıklanmış ve Türkiye'de uygulanan ihracata yönelik devlet yardımları, Türk Eximbank kredi ve sigorta programları ile Dahilde İşleme Rejimi tanımlanmıştır. Bu uygulamalar Avrupa Birliği'ndeki uygulamalar ile karşılaştırılmıştır.Tezin üçüncü bölümünde işletmelerde ihracat performansı kavramı açıklanmış ve yabancı ülkeler ile Türkiye'de ihracat performansına yönelik araştırmalara yer verilmiştir.Çalışmada Türkiye'nin Ar-Ge'ye ve devlet destekli kaynak tedarikine dayanan uzun vadeli bir politika ile mikro ve makro boyutta uluslararası rekabet gücü elde edebileceği sonucuna varılmıştır.

This study evaluates the post 1980 period's export oriented government grants, characteristics of credit and insurance programs of Turk Eximbank and Inward Processing Regime, foreign trade structure and export performance of the enterprises, that operate in Turkey. Thesis is consisted of three chapters;The first chapter of the thesis refers to exports, export-oriented economic growth, Customs Union which was signed between Turkey and European Union and the realized studies for exports and economic growth.The second chapter of the thesis explains the concept of government grants and defines the export oriented government grants, credit and insurance programs of Eximbank and Inward Processing Regime, in Turkey.The third chapter of the thesis explains the export performance of the enterprises and researches regarding to export performance of Turkey and foreign countries are included.The study comes to the solution that Turkey has a long term policy, based upon R&D and government supported resource procurement, which will create micro and macro based international competition power.
