Rusya'nin Arktika politikasi

Abstract

Dünyanın en kuzey noktası olan Arktik, tarihten günümüze kadar her zaman devletlerin ilgi odağı olan bir bölge olmuştur. Ulaşım ve iletişimin oldukça zor olduğu dönemlerde bile Arktik, insanların keşfetme arzusunda önemli bir yer tutmuştur. Günümüzde ise özellikle de küresel ısınma ile birlikte buzulların erimesi, bölgeye ulaşımı daha da kolaylaştırdığından, devletlerin bölgedeki etkinliği de artmıştır. Öte yandan bölgenin gaz, petrol ve diğer maden rezervleri bakımdan ciddi bir kapasiteye sahip olduğunun keşfedilmesiyle birlikte bölge devletlerinin yanısıra bölgeye kıyısı olmayan devletlerin de Arktik'e ilgisini arttırmış ve Arktik olmayan bu devletler bölgeden dünya mirası olarak faydalanmak istediklerini belirtmişlerdir. Bölgede önemli bir güç olan Rusya ise Arktik'deki üstünlüğünü başka güçlere kaptırmak istemiyor ve bunun için bölgede askeri ve ekonomik olarak gücünü arttırmaya önem veriyor. Bu çalışmada Rusya'nın Arktik'deki ekonomi politikasının, bölgedeki diğer güçlerle ilişkilerine olan etkisi devletler,organizasyonlar ve projeler temelinde incelenecektir. Arctic has been an important point in people's desire to explore, even in times when transportation and communication were very difficult. Nowadays, especially with the global warming, the melting of the glaciers has facilitated transportation to the region. With the discovery of gas, oil and other mineral reserves in the region, states that do not have a coast in the region as well as the states of the region want to benefit from Arctic as a world heritage. Russia as an important power in the region it does not want to lose his superiority in Arctic toward to other powers and therefore attaches importance to increasing his military and economic power in the region. In this study, the impact of Russia's economic policy in Arctic on its relations with other powers in the region will be examined on the basis of states, organizations and projects.
