Yerel Yönetimlerde Blok Zinciri Tabanlı Akıllı Şehir Kartı Kullanımı: Ankara, İstanbul ve Konya Büyükşehir Belediyesi Örneği

Abstract

Küreselleşme sonucunda giderek büyüyen şehirler ve buna bağlı artan nüfus yerel yönetimleri birçok yapısal sorunla karşı karşıya getirmiştir. Bu sorunların üstesinden gelmek amacıyla ortaya birçok model konulmuştur. İşte bu modellerden biri olan akıllı şehirler, insan odaklı teknoloji temelinde yenilikçi dijital çözümler ortaya koymaktadır. Son zamanlarda yeni gelişmekte olan blok zinciri, akıllı şehir modelini ileriye taşıyarak yerel yönetimlerin ve buna bağlı şehirlerin içerisinde bulunduğu yapısal sorunların çözüme kavuşturulmasında etkin bir rol oynamaktadır. Şehirlerde hayata geçirilecek akıllı sözleşmeler üzerine yazılacak blok zinciri tabanlı akıllı şehir kartları yerel yönetimlerin hizmetlerini iyileştirirken, yerelde sosyo-ekonomik açıdan kalkınmada ve alternatif sürdürülebilir ve kapsayıcı bir finansman kaynağının oluşmasında rol oynayacaktır. Bu çalışmada, küreselleşme ile birlikte şehirlerin artan sorunlarına bir çözüm olarak ortaya konulan akıllı şehir modeli bağlamında, blok zinciri teknolojisinin yerel yönetimlerde nasıl kullanılabileceğini ve blok zinciri tabanlı akıllı şehir kartı uygulamasının finansal bir araç olarak yerel ekonominin sürdürülebilirliğini ve kapsayıcılığını sağlamada etkisinin araştırılması amaçlanmaktadır. Nitel araştırma yöntemi benimsenen bu çalışmada olgubilim (fenomenoloji) deseni kullanılmıştır. Araştırmanın örneklemi Ankara, İstanbul ve Konya Büyükşehir Belediyesi Bilgi İşlem Daire Başkanlıkları olup, yarı yapılandırılmış sorular eşliğinde gerçekleştirilmiş odak grup görüşmeleri sonucunda, blok zinciri teknolojisinin yerel yönetimlerin hizmet sunumlarını iyileştirdiği ve blok zincir tabanlı akıllı şehir kartı uygulamasının yerelde sürdürülebilir ve kapsayıcı bir model oluşturduğu, yerel yönetimlerin bu yönde çalışmaları olduğu ancak henüz hukuki bir düzenlemenin olmamasından ve blok zincirinin yeni uyumlanan bir teknoloji olması nedeniyle gelişmelerin dikkatle takip edildiği ortaya konulmuştur

Growing cities and accordingly increasing population due to globalization have brougt local governments face to face with many structural problems. Many models have been developed to overcome these problems, with smart cities one of these models comes up as a people oriented, technology-based innovative digital solution. Recently, the newly developing blockchain plays an active role in solving the structural problems of local governments and related cities by moving the smart city model foward. While improving the services of local governments, the blockchain-based smart city cards that are written on smart contracts to be implemented will play a role in local socio-economical development and create number of alternative sustainable and inclusive financing resources in cities. In this study, it is aimed to reserach how blockchain technology, which has been put forward as asolution to the increasing problems of cities with globalization, can be used in local governments in the context of the smart city model and the effect of blockchain-based smart city card application as a financial tool in ensuring the sustainability and inclusiveness of the local economy In this study where qualitative research method is adopted, phenomenology design was used. With the sample of research being the Department of Information Technologies of Ankara, Istanbul and Konya Metropolitan Municipalities. Results of the focus group discussions with semi-structred questions, concluded that the blockchain technology improves the services of local governments and the blockchain-based smart city card application creates a sustinable and inclusive model in the local area, as well as the governments are working in this direction but there is no legal regulation yet and it has been revealed that the developments are followed closely due to the fact that blockchain is newly-adopted technology.
