Avrupa Birliği Yükseköğretim Politikaları ve Türkiye (avrupa Yükseköğretim Alanı, Erasmus ve Türkiye İlişkileri)

Abstract

Araştırmada Avrupa Eğitim Politikaları açısından önemli bir yer tutan AvrupaYükseköğretim Alanı ve ardından Erasmus Programı'nın Türkiye'nin bu politikalarayaklaşımları açısından değerlendirilmesi amaçlanmıştır. Bu amaca ulaşabilmek içinöncelikle neden bir Avrupa Yükseköğretim Alanı'na ihtiyaç duyulduğu, dünyada veAvrupa'da ne gibi değişimler yaşandığı ortaya koyulmuştur. Türkiye'nin bu süreçteneler yaptığını, hangi koşullardan etkilendiğini açıklayabilmek için dünyada,Avrupa'da, Türkiye'de yeni sorunlar ve sonucunda ortaya çıkan eğilimler başlıklaraltında açıklanmıştır.Çalışmada verilerin toplanmasında doküman incelemesi kullanılmıştır.Avrupa Yükseköğretim Alanı'na katılım gösteren ülkelerin genel olarak amaçları vebelirlenen prensiplere hangi derecelerde destek verdikleri gösterilmeye çalışılmıştır.Türkiye'nin Avrupa Yükseköğretim Alanı'na ve Erasmus Programı'na neölçüde katıldığı, buradan beklediği faydanın ne olduğu belirlenmeye çalışılmıştır.Araştırmada elde edilen bulgulara göre, her bir Avrupa YükseköğretimAlanı katılımcısı ülkenin kendi geçmişine, dolayısıyla farklı ihtiyaçlarına göre farklıamaçlar taşıdıkları, bu sebeple bazı uygulamalarda daha fazla istekli iken bazılarındaise isteksiz oldukları, bunun yanında belirgin ortak çıkarlarda birleşebildiklerisaptanmıştır.Anahtar Kelimeler:Avrupa Yükseköğretim Alanı, Bologna Süreci, Erasmus.

The aim of this study is to evaluate the European Higher Education Area(EHEA) and Erasmus Programme, which have considerable importance in EuropeanEducational Policies, from the perspective of Turkey?s interests.For this purpose, firstly, the explanation of the reasons to establish a EHEAis made and the changes that have been occurring in europe and the world arepresented.Problems faced and the new trends arised in the world, europe and Turkeyduring the process are explained under respective headings, in order to define theconditions that influenced Turkey?s policies during the process,This study was accomplished by document research method. The generalobjectives of the countries in participating EHEA and the extent of their support toits established principles was presented.It is also aimed to illustrate the extent of Turkey?s participation in EHEA andErasmus Programme, and the benefits that are expected.According to the findings of this research, it was concluded that, eachcountry, that participates in EHEA, has separate goals which are originating fromtheir own particular needs. Hence while countries tend to be more enthusiastic in theimplementation of some of the practices, they remain reluctant in others. On theother hand it is determined that the countries are still able to cooperate on issueswhere they have clear common interests.Keywords: European Higher Education Area, Bologna Process, Erasmus.
