    Legalizing Anti-Gender Ideology and Civil Society Resistance in Turkey

    This study investigates how feminist, LGBTQI+, labour, and human rights organisations in Turkey frame and negotiate the legal institutionalisation of anti-gender ideology and how these processes generate strategic yet fragile cross-movement alliances. Drawing on Benford and Snow's framing theory and Yuval-Davis's transversal politics, the analysis is based on semi-structured interviews conducted with activists from ten organisations between April and June 2025 and organisational documents. The study conceptualises anti-gender politics in Turkey not as a societal backlash but as a state-driven, multi-layered project of "masculinist entrenchment (Yetis, & Ozd & uuml;zen, 2024)" that restructures legal, ideological, and affective arenas. The findings demonstrate that activists increasingly reframe anti-gender assaults as systemic attacks on democracy, rights, and equality, producing a shift from issue-based coordination to what this article terms "strategic coexistence", a hybrid alliance formed across previously distant ideological and organisational positions. Diagnostic framing identifies anti-gender reforms as an existential threat, prognostic framing centres on alliance-building, movement memory, and inclusive organisational practices and motivational framing foregrounds shared destiny, solidarity, and the symbolic significance of LGBTQI+ rights. The analysis reveals that while this recontextualisation widens the basis for coalition, the resulting alliance remains structurally unbalanced and fragile. Hierarchical power relations, uneven exposure to political risk, and selective silence, particularly regarding LGBTQI+ concerns, limit the depth and durability of alliances. In this context, LGBTQI+ rights serve both as a catalyst for broad-based mobilisation and as a litmus test for democratic commitment, disclosing the limitations of transversal solidarity under authoritarian regimes.

    Gendered Interactions Mediated by Design: Sexual Harassment on Public Transport

    This paper explores the gendered interactions that are mediated by designed products in actual use contexts. Our case is vehicle design for public transportation, a product category that is, from the outset, relatively gender-neutral when compared to explicitly gender-segregated categories such as household electronics, cars, and toys, even if public transit users are more often women than men. The empirical basis of research comes from interviews with women passengers. Our analysis demonstrates that seemingly gender-neutral designs can be merely gender-blind in that they have significant impact in the gendered experiences of its users, which includes, in this case, being exposed to or feeling at risk of sexual harassment and assault in public transportation as a woman. Therefore, feminist design interventions into mobility environments can provide immediate practical solutions that would complement policy and lawmaking efforts that are necessary to ensure safety for women on public transport.

    Futbol ve siyaset ilişkisi: Ankaragücü ve Gençlerbirliği taraftarlarının Passolig sistemine bakışı

    Son dönemde hükümetlerin futbola ilişkin yaptıkları temel düzenlemeler arasında, stadyum içerisinde ve dışarısında meydana gelen şiddet olaylarını önlemek ve huzurlu bir ortamda futbol aktivitesinin gerçekleşmesini sağlamak yer almıştır. Türkiye de dünya da yapılan düzenlemeleri destekleyerek 2014 yılında Passolig sistemini uygulamaya başlamıştır. Ancak bu sistem stadyumlarda güvenliği sağlamanın dışında hükümetin kendi çıkarlarına hizmet ettiği konusunda eleştirilere maruz kalmıştır. Bu tezin amacı; futbol sahalarında meydana gelen şiddet olaylarını ve karaborsa bilet satışını önleyerek tribünlerde yer alan taraftarların güvenilir bir şekilde maç izlemesi için çıkarıldığı söylenen Passolig sistemine karşı Ankara'da ikamet eden Ankaragücü ve Gençlerbirliği taraftarlarının karşı hegemonik söylem ve pratiklerini ortaya çıkarmak, Passolig uygulamasına yönelik geliştirdikleri stratejileri analiz etmektir. Ayrıca Gramsci'nin hegemonya ve karşı hegemonya kavramları üzerine inşa ettiği teorik çerçeve referans alınarak futbolun karşı hegemonik söylem ve pratiklerin üretilmesinde oynadığı rol de ortaya konulmaya çalışılmıştır. Çalışmada nitel araştırma yöntemlerinden biri olan Fenomenolojik yöntem kullanılarak 10.03.2022-10.04.2022 tarihleri arasında 10 Gençlerbirliği ve 10 Ankaragücü olmak üzere toplamda 20 taraftarla yapılan derinlemesine mülakatlar sonunda elde edilen veriler analiz edilmiştir. Futbol var olan hegemonik sistemin kendisini yeniden kurması ve sürdürmesine izin verdiği gibi sistem karşıtı söylem ve pratiklerin üretilmesine de olanak sağlayabilen politik bir alandır. Türkiye'de hegemonik sistemin futbol sahalarını yeniden düzenlemek için oluşturduğu Passolig sistemi bir turnusol kağıdı işlevi görmektedir. Ankaragücü ve Gençlerbirliği takımları Passoligi eleştirseler de farklı politik duruş ve geçmişe sahip olmaları ile ilintili olarak karşı hegemonya kurma potansiyelleri farklılaşmaktadır ve dahası bu potansiyelin de belli sınırlılıkları bulunmaktadır.
