Soğuk Savaş sonrası dönemde Çin ve ABD'nin Afrika'da aldığı kalkınma söylemlerinin etkileri

Abstract

Soğuk savaş sonrası dönemde Çin ve ABD, Afrıka ile olan ilişkilerinde farklı kalkınma söylemleri kullanmışlardır. Çin'in Afrika ile ilişkilerınde kullandığı iki kalkınma söylemi kazan-kazan işbirliği söylemi ve Konfüçyüsçülük söylemidir. ABD ise Afrika ile olan ilişkilerinde demokratikleşme ve insancıllık söylemeleri kullanmıştır. Bu tez bu farklı söylemlerin Afrika'daki etkisini ve sonuçlarını değerlendirmeyi amaçlamaktadır. ABD ve Çin in Afrika ile olan ilişkilerı bu söylemler çerçevesinde ya yeni bir sömürü ilişkisinin devamı ya da Afrika nın büyümesi ve gelişmesi için büyük bir firsat olarak görülmektedir. Tez bu sonucun Afrika Ülkerlerin benimseyecekleri politikların sonunda belireleneceğini ifade etmektedir.Afrika ülkeleri bu ilişkiyi olumlu bir yöne çevirebileceği gibi olumsuz sonuçlar da döğurabilir. ABD'nın askeri yardımı ve Çin'in altayapı yatırımları olumlu sonuçlar olarak değerlendirilebilecek iken, Çin altayapı yatırmalarının ortaya çıkardığı çevresel tahribat ile ABD'nin söylemlerinin ortaya çıkardığı etnik çatışmalar ve siyasi istikrarsızlık olumsuz sonuçlar olarak görülebelir. Gelişmek ve zenginleşmek için küresel güçlerle olan bağlantılarından en iyi şekilde yararlanmak Afrika ülkerlerine kalmıştır.

In the post-cold war period, China and the USA have used different development discourses in their relations with Afrika. The two development discourses that China uses in its relations with Afrika are the win-win cooperation discourse and the Confucian discourse. The USA, on the other hand, used democratization and humanitarianism discourses in its relations with Afrika. This thesis aims to evaluate the impact and consequences of these different discourses in Africa. Within this framework of these discourses, the relations of the USA and China with Africa are seen as either a continuation of a new exploitation relationship or a great opportunity for the growth and development of Africa. The thesis concludes that this outcome will be mainly determined by the policies that African countries will adopt. Though there are some positive outcomes regarding the relations African countries have with global powers, there may also be negative consequences. While the military aid of the USA and the development of China's infrastructure can be considered as positive results, the environmental degradation caused by Chinese infrastructure investments and ethnic conflicts and political instability which may potentially be caused by the discourses of the USA are the main negative consequences. However, it is up to African countries to make the most of their connections with global powers to thrive and prosper.
