Ab ve Türkiye'deki Değişim Programlarının Karşılaştırılması: Erasmus ve Mevlana Örneği

Abstract

Uluslararası akademik değişim programlarının çeşitleri ve sayıları her geçen gün artmaktadır; fakat, literatürde değişim programları tek bir ünite olarak kabul edilmekte ve incelenmektedir. Bu tezde, AB'nin Erasmus+ ve Türkiye Cumhuriyeti'nin uygulamaya koyduğu Mevlana Programları ele alıp karşılaştırılarak, bu programların genel açıdan birbirine benzer programlar olmalarına rağmen, aslında birbirlerinden amaçsal ve yöntemsel anlamda ciddi farklılıklara sahip oldukları gösterilmiştir. Bu farklılıkların sadece tesis edilen hibelerin miktarından çok daha ötede olduğu, kapsamları, başvuru şartları, finansal uygulamaları, katılımcıların özellikleri bakımından her birinde birtakım benzerliklerle beraber ciddi farklılıklar içerdiğidir. Bu tezde bu farklılıkların her iki programın geleceğini nasıl etkileyebileceği ve bu farklılıkların arkasında yatan sebepler tartışılmıştır.

The number of international staff and student exchange programs is increasing every way as well as their types; however, they are treated as single units in most studies investigating these concepts. In this thesis, by examining EU's Erasmus+ and Mevlana Programme carried out by Turkish Republic and comparing them to each other, it has been displayed that even if they seem to carry out similar general characteristics, they differ from each other in many aspects in terms of aims and means. These differences go beyond the amount of grants presented by each program to the participants and cover their scopes, their eligibility requirements, financial regulations, and finally the characteristics of their participants. The possible impact of such differences on the future of the programme and the likely reasons behind these differences are discussed.
