Abstract
Bu çalışmada sağlık hizmetlerinde önemli bir öğe olan performans yönetimi ile bu kavramın alt başlıkları olan; performansın artırılması, performansın ölçülmesi ve performansın değerlendirmesi incelenmiştir.Bu araştırmanın amacı, hastane faaliyetlerinin gerçekleştirilmesinde, performans yönetimi anlayışı ile performansın ölçülmesi, değerlendirilmesi ve hastanelerin etkinlik düzeylerinin, Veri Zarflama Analiz yöntemi ile belirlenerek performanslarını artırmaları için gerekli stratejilerin tespit edilmesidir. Veri Zarflama Analizi; doğrusal programlama prensiplerine dayanan, çoklu girdi ve çoklu çıktılar içeren homojen yapıdaki işletme yada ekonomik kurumlarda performans ölçümünde kullanılan bir yöntemdir.Çalışma kapsamına Ankara ilinde hizmet veren 6 Eğitim ve Araştırma Hastanesi ile 3 Üniversite Tıp Fakültesi Hastanesi olmak üzere toplam 9 hastane alınmıştır. Hastanelerin göreli etkinlik düzeylerini ölçmek için Veri Zarflama Analizi (VZA) yöntemi kullanılmıştır. Bu çalışma sonucunda araştırma kapsamındaki hastanelerin % 89'nun teknik etkin olarak hizmet verdiği, % 11'nin teknik etkin olmadığı bulunmuştur. Veri Zarflama Analizi ile etkin olmayan kurumların hangi girdilerini ne miktarda etkinsiz kullandığı yada israf ettiği ve hangi çıktılarını ne miktarda yetersiz ürettiği belirlenmiştir.Anahtar Sözcükler:1.Hastane,2.Performans yönetimi,3.Veri Zarflama Analizi,4.Etkinlik,
This study examines performance management, an important component of health services, with reference to such performance management-related issues as performance improvement, performance measurement, and performance assessment.The purpose of the study is to use the principles of performance management in measuring and assessing hospitals as regards the health-care services they provide and to determine the necessary strategies for improvement through the implementation of Data Envelopment Analysis (DEA), a method which is based on a linear programming principle and which has been used to measure the performance in homogeneous enterprises or economic organizations with multiple inputs and outputs.The study has examined a total of 9 hospitals in Ankara, 6 of which are teaching hospitals and 3 are hospitals of medical faculties. DEA has been used to measure the relative efficiency levels of hospitals in providing health-care services. The study has revealed that 89% of the aforementioned hospitals deliver technically efficient service while the remaining 11% have turned out to be technically inefficient. DEA has also helped to identify the system inputs utilized inefficiently or in a wasteful manner as well as the outputs produced inadequately.
