Türkiye'nin jeopolitik ve güvenlik politikalarına Putin'in Rusya'daki ikinci döneminin etkisi ve sonuçları

Abstract

' Soğuk savaş süreci ' olarak tanımlanan dönem 1991 yılında SSCB'nin dağılması ve yerine 15 ayrı devletin kurulması ile sona ermişti. Bu son, dünyada yeni bir dönemin başlangıcının da habercisi gibiydi. Bu durum küreselleşme adı altında gündeme taşınan ' Yeni Dünya Düzeni ' yaklaşımına da uygun bir ortam oluşturuyordu ve artık neo- liberal ekonominin, kapitalist sistemin savunucuları rakipsiz durumdaydılar. Yelkenlerini sonuna kadar şişirip, tek kutuplu dünyanın yolunu açabilirlerdi. Önlerinde bir engel kalmamıştı… Bu ortamda doğal olarak hegemon güç ABD olacak, AB'nin başat ülkeleri de onu doğru yanlış demeden her emperyal projesinde destekleyeceklerdi. Bu süreç devam ederken 1999'dan itibaren Rusya Federasyonu'nda yeni bir lider adayı basamakları tırmanmaya başlamıştı bile. Bu kişi çok geçmeden 2000 yılının başında devlet başkanlığı sorumluluğunu üstlenmişti. Eğitimli, birikimli, akılcı, yetenekli icraatlarında ise pragmatist ve realist hareket eden bu genç insanın tam ismi Vladimir Putin'di. İşi çok kolay değildi. Rusya Federasyonu'nda siyasi, sosyal, ekonomik, askeri ve terör sorunları bakımından bir alt üst oluşun yaşandığı dönemde iş başı yapmıştı. Önce Çeçen sorununu biraz sert ve kanlı da olsa çözdü. Bu tarih sonrası içeride gücünü zirveye taşıyan Putin'in dünyada ki gelişmelerle daha yakından ilgilendiğini görüyoruz. 2015 yılı ise BOP projesinin yıkımını yaşayan komşumuz Suriye'ye Esat'ın da isteğiyle deniz, hava, kara tüm gücüyle müdahil olduğu tarihtir. Bu tarih aynı zamanda, bundan önce başlayan ekonomik ve ticari ilişkilerimizden farklı olarak; Putin'li Rusya'nın Türkiye'nin jeopolitik ve güvenlikle ilgili politikalarını etkilemeye başlayacağı tarih olacaktır.

There were not obstacles in front of them anymore… Naturally, the Hegemony power would be the United States, and the EU's chief countries would support it in every imperial project without questioning. As this process continued, a new leading candidate in the Russian Federation began to climb the steps in 1999. This person soon assumed responsibility for the presidency in early 2000. Vladimir Putin was the full name of this young man who acted as a pragmatist and realist in his educated, cumulative, rational and talented actions. His job wasn't easy. He was at the beginning of the business at a time of being turned upside down in terms of political, social, economic, military and terrorist issues in the Russian Federation. First, he solved the Chechen problem, even if it was a little harsh and bloody. This gave confidence to the Russian people on the one hand, and on the other hand, it strengthened its authority over everyone, including the opposition. In this way, he took significant distances in solving other problems. It was time for him to send messages to the outside world. He made his first warning at the Security Conference in Munich in 2007. In summary here, he said that 'the unipolar world is unacceptable.'. This decleration was also a harbinger of the future world. 2012 is considered the second term of Putin. After this year, we see that Putin, who has his power at the top, is more interested in developments in the world. In 2015, the demolition of the BOP project is the date of the destruction of our neighbor, Syria, where Esat intervened with all the power of the sea, air and land. This date is also different from our economic and commercial relations that began before this; It would be the date when Putin's Russia would begin to influence Turkey's geopolitical and security policies.
