Abstract

ÖZET Dünyada savunma sektörünün incelendiği ve temel olarak Türk savunma sektörü ile kıyaslandığı bu tezde, öncelikle Türk savunma sektöründe son yıllarda yapılan atılımlar ve bunun neticesinde alınan, uygulanan kararlar incelenmiş ve bu sonuçlara dayanarak dünyada kendine edindiği yer rakamlarla ifade edilmiştir. Savunma sanayindeki gelişmelerin gurur verici olmasına rağmen yeterli olmadığı gözler önüne serilmiştir. Temel olarak kaynak kullanımı ve dağılımının ele alındığı bu tezde bu konular üzerine yoğunlaşılmasındaki amaç ana sorunun kaynak kullanımı olmasıdır. Bu sebeple kıyaslama ve mukayese edilebilmesi için dünya istatistiklerini içeren tablolar eklenmiş ve rakamlar referans verilerek ifade edilmiştir. Sonuç olarak Türkiye'de kaynakların GSMH ile orantısız ve dengesiz olduğu gözlemlenmiş ve temel olan sorunun kaynak kullanımı olduğu ifade edilmiştir. Türk savunma sektöründe asıl olanın planlı harcama ve verimli yatırımlar olduğu belirtilmiştir. ııABSTRACT In this thesis, which includes the observation of the World Defence Sector and mainly compared with the Turkish Defence Sector the rising of the Turkish Defence Sector and the decisions taken and or applied cause of this rise are observed and the place of Turkish Defence Sector in the world Defence within the conclusion at first. Although the rise of the Turkish Defence Sector, that we proud of, its shortness is given directly. Main idea on focusing the resource usage and distribution in this thesis is that the central problem of the Turkish Defence Sector are the resource usage and finance. To compare this, tables from world statistics are attached and values are referenced. At the end the resources of Turkey is not proportional to and unbalanced with GNP and given that the main problem is the usage. It is defined that the main idea of Defence is the usage of the sources and effective investments. Ill
