Abstract

?Avrupa Birliği ve Türkiye: Avrupa birliği ve Türkiye: Serbest Dolaşım AB üyeliği için bir engel mi?? isimli bu tez çalışmasında, Kişilerin Serbest Dolaşım Politikasının geçmişten bugüne gelişimi, politikanın bilinmeyen yönleri, Avrupa Birliği'nin bu politikaya duyduğu ihtiyaç ve Türkiye'nin bu ihtiyacı karşılayıp karşılayamayacağı incelenmiştir.Çalışmada, öncelikle temel politika olarak Serbest Dolaşımın geçmişteki anlaşmalarda nasıl yer aldığı ve Avrupa Birliği'nin genişleme süresince yeni üyelerin karşılaştığı durumlar ortaya konmuştur. Çalışmanın ikinci bölümü işçilerin serbest dolaşımı politikasının geçmişte yaptığı olumlu etkileri ortaya koymayı ve AB'nin geleceği için serbest dolaşım politikasının ve genişlemenin ne kadar önemli olduğunu bilinmeyen rakamlarla anlatmayı hedeflemiştir. Devam eden bölümde Türkiye'nin Serbest Dolaşım politikası kapsamında AB'ye yapacağı katkılar irdelenmiştir.Son bölümde, çalışmanın tümünden elde edilen sonuçlar ortaya konarak serbest dolaşımın Türkiye'nin üyeliği önüne bir engel olup olmadığının cevabını aramıştır.Anahtar Sözcükler1 ? In this thesis titled ?European Union and Turkey: Is the free movement an obstacle to the membership??; the development of free movement of persons policy from past to present, the unknown aspects of the policy, the need that EU feels for the policy and Turkey?s ability to fulfil this need have been analyzed.In the study, primarily; how free movement has taken place on the past treaties and the situations faced by the new members during the EU enlargement have been revealed. The second part of the study aimed to indicate the positive effects of free movement policy in the past and to describe the importance of the EU enlargement and free movement of persons policy for the EU?s future with the existing but unknown figures. The following part has analysed the Turkey?s possible contribution to EU in the context of the free movement of persons policy.In the final part, the question; whether the free movement policy is an obstacle for the Turkey?s membership was tried to be answered by evaluating all the results achieved throughout the study.Key Words1 ?
