dc.description.abstract The city is a comprehensive, dynamic phenomenon which, in different forms, changes perpetually. The mission of urban management is to steer the change in a public and societal manner. Urban planning, on the other hand, is one of the most rational tools that will render the management fair, participating, reconciling and transparent characteristics. Within the framework of this approach, and within the scope of urban management and planning, the aim of this study is to explain the process of altering the urban space via urban sprawl and shrinkage policies, which are simultaneous and yet are triggered by differing factors and preferences. On the management level, generating urban policies for the implementations regarding the utilization of the land and space with different potentialities constitutes the ground for this context (Feagin, Gottdiener, 1988).
