Ulusal Güvenlik Politikalarında İstihbarat ve Diplomasi İlişkisi: Suriye İç Savaşı Örneği

Abstract

Devletlerin güvenlik politikaları üretme aşamasında istihbarat ve diplomasi dış politika araçlarının mihenk taşlarını oluşturmaktadır. Öyle ki bir devletin karar vericileri için istihbarat, ulusal güvenlik ve politika yapım süreçlerinde hayati bir öneme sahiptir. Bu hayati öneme ise değişen ve hızla dönüşen bir dünya ekseninde bir de diplomasi faktörü eklenmiştir. Bu itibarla, devletlerin iç içe geçtiği bir dünyada, bir ülkede yaşanan bir krizin bölge veya komşu ülkelere sıçraması ve hatta daha ileri giderek çalışmamızın da kapsamı içerisinde olan Suriye örneği özelinde incelendiğinde, Suriye'de yaşanan iç savaşın tüm bölge devletleri ve sonrasında tüm dünya devletlerini etkilediği görülmüştür. Bu minvalde istihbarat ve diplomasinin koordineli çalıştığı alanlar her geçen gün daha da derinleşerek gelişmektedir. Öyle ki Suriye iç savaşı ekseninde, Arap baharı ile başlayan süreç çok kısa zamanda tüm Orta Doğu coğrafyasını etkisi altına almıştır. İç savaş sadece Suriye ve Suriye halkını etkilememiş aynı zamanda Suriye'ye komşu olan ülkeleri de etkilemekle birlikte tüm dünyanın ortak meselesi haline gelmiştir. Bu kapsamda diplomasinin yanı sıra istihbaratın da önemi Orta Doğudaki gelişmeler açısından her geçen gün artmaktadır. Güvenlik politikalarının istihbarat ve diplomasiden ayrı düşünülmesi mümkün olmamaktadır. Bu noktada, bu çalışma istihbarat ve diplomasinin iç içe geçtiği alanlara vurgu yaparak Suriye Savaşı örneğinde bu iki unsurun koordineli çalışmasının önemini ortaya koymaya çalışacaktır.

Intelligence and diplomacy constitute the cornerstones of foreign policy tools in the process of producing security policies of states. In fact, for the decision-makers of a state, intelligence has a vital importance in national security and policy-making processes. In a changing and rapidly transforming world, the diplomacy factor has been added to this vital importance. In this respect, in a world where states are intertwined, the spread of a crisis in a country to the region or neighboring countries, and even further, in the case of Syria, which is also within the scope of our study, it has been observed that the civil war in Syria has affected all regional states and then all world states. In this respect, the areas where intelligence and diplomacy work in coordination are getting deeper and deeper with each passing day. So much so that the process that started with the Arab Spring on the axis of the Syrian civil war has taken the entire Middle East geography under its influence in a very short time. The civil war has not only affected Syria and the Syrian people, but also the countries neighboring Syria and has become a common issue for the whole world. In this context, the importance of intelligence as well as diplomacy is increasing day by day in terms of developments in the Middle East. It is not possible to consider security policies separately from intelligence and diplomacy. At this point, this study will emphasize the areas where intelligence and diplomacy are intertwined and will try to reveal the importance of the coordinated work of these two elements in the case of the Syrian War.
