Turizm gelirlerinin artırılmasında kamusal düzenlemeler: Akdeniz ülkeleri ve Türkiye karşılaştırması

Abstract

Türkiye yabancı turist sayısında olduğu gibi turizm gelirleri bakımından da dünyada ilk on sırada yer almayı hedeflemektedir. Fransa, İspanya, İtalya, Yunanistan ve Mısır gibi Akdeniz ülkeleri ile rekabet halinde olan Türkiye için, bu hedefe ulaşabilmek için gerçekleştirilen kamusal düzenlemelerin etkilerinin irdelenmesi gerekmektedir. Bu kapsamda çalışmanın birinci bölümünde turizm sektörünün genel özellikleri, devletin turizm sektöründeki rolü, talep ve arz politikası türleri ve güncel eğilimler literatür çerçevesinde incelendikten sonra ikinci bölümde seçili ülkelerin turizmde genel görünümleri, politika tarihçeleri ve kamusal örgütlenme modellerine ilişkin bilgilere yer verilmiştir. Üçüncü bölümde ise seçili ülkelerin turist sayısı bakımından son 10 yıllık ortalama büyüme oranları, turizm gelirleri bakımından dünya sıralamasındaki yerleri, kişi başına ortalama turist harcama miktarları ve turizm sektörünün toplam ihracatlarındaki payları gibi ekonomik göstergeleri, uluslararası seyahat ve turizm rekabet endeksi, turizm planlarının uygulanma dönemlerinde yaşanan krizler ve bu krizlerin gelir etkileri, turizmde yetkili bakanlıklar ile bunların merkezi bütçeden aldıkları paylar ve turizm mevzuatlarının kapsam ve güncelliğine ilişkin veriler karşılaştırılacak ve elde edilen bulgular dördüncü ve son bölümde değerlendirilecektir. Turkey, is in competition with Mediterranean countries such as France, Spain, Italy, Greece and Egypt, aims to be among the top ten countries in terms of tourism receipts in common with international tourist arrivals. In this context, public policies and strategies' impacts on tourism sector need to be studied. In the first part of the study, general characteristics of the tourism sector, the role of the state, the types of demand and supply policy and current trends are examined within the frame of the literature. In the second part, information about the general view of tourism, policy histories and public organization models is given in selected countries. In the third part, economic indicators such as the average growth rate of the selected countries in the last 10 years in terms of the number of tourists, their place in the world ranking in terms of tourism revenues, the average tourist expenditure per capita and the share of the tourism sector in total exports; the international travel and tourism competition index; the crises experienced during the implementation periods of the tourism plans and the income effects of these crises; the authorized ministries in tourism and their shares from the central budget and the scope and actualtity of tourism legislation will be compared and the findings obtained in the previous section will be evaluated in the fourth and last section.
