Türk Kamu Yönetiminde Özelleştirme: Tekel Örneği

Abstract

Çalışmada, ?Türk kamu yönetiminde özelleştirme konusu ve TEKEL örneği? incelenmektedir.Çalışmada öncelikle, özelleştirme kavramı ile özelleştirme konusunda literatür araştırmaları yapılmıştır. Daha sonra Kamu İktisadi Teşebbüslerinden, Türkiye'deki özelleştirme faaliyetlerinden ve TEKEL'in özelleştirilmesinden ve meydana gelen sonuçlarına değinilmiştir.Bu araştırmanın amacı, özelleştirmenin ne olduğunu ve TEKEL'in özelleştirilmesinin devlet ve halk açısından gerekli olup olmadığını literatür taramalarıyla, incelemeler ve görüşmelerle birlikte ortaya çıkan dokümanlarla anlatıp, sosyal açıdan yeni bilgiler üretmektir. Bu araştırmada varılan sonuç ise, küreselleşmenin dayatmasıyla ortaya çıkan özelleştirme olgusunun, son zamanlarda gündem konusu olan ve halkın sağlığını da tehdit ettiği için araştırma konusu yapılan TEKEL'in özelleştirilmesinin mucizevî sonuçlar getirmediğinin, çalışanların mağdur kalıp haklarının korunmadığının, üreticinin ve tüketicinin dışında devletinde suiistimal edilmek istendiği görüşünü ortaya çıkarmıştır.

In this study, `Privatization in Turkish Public Administration? subject and the TEKEL corporation sample is examined.Firstly in the study, privatization concept and the literary research about privatization is made up. Afterwards, study is mentioned about the State Economic Enterprises, the privatization activities and the privatization of the TEKEL corporation and its results.The purpose of this study is, explain what the privatization means and the necessarity of the privatization of TEKEL corporation for the people and the government with literature reviews, investigations and documents which are come up with interviews and generate new knowledge from the social point. The conclusions of this study is exposing, the privatization of TEKEL corporation which the agenda and threatens the health of the people that made the subject recently, did not bring miraculous results, protection of the rights of victims of the employees did not die and producers and consumers outside the state is also the intended exploitation, with the research for resulting from globalization impose privatization case.
