Türkiye'de Siyasal İktidar-bürokrasi İlişkileri

Abstract

Bürokrasi-siyaset ilişkileri toplumun yasal, sosyal, tarihi, siyasi vb. koşullarınca belirlenir. Başka bir ifadeyle mevcut devletin özellikleri, siyasal rejim, toplumsal gelenekler, kamuoyu ve sivil toplum kuruluşları gibi pek çok faktör anılan bu etkileşimi belirleyen dinamiklerdir. Bürokrasi-siyaset ilişkileri her toplumda farklı bir görünüm sergilemektedir. Siyasal iktidar ve bürokrasi ilişkisi topluma hizmet gibi aynı hedef doğrultusunda, aynı değer ve araçlarla, uyum içinde çalışmaları esasına göre kurulmuştur. Ülkemiz açısından bakıldığında Osmanlıdan günümüze kadar bürokratik ve siyasi kadrolar arasında sürekli bir çatışmanın olduğu görülmektedir. Tek partili dönemde bürokrasi hakim iken, çok partili dönemde siyasi otorite hakim olmaya çalışmıştır. Bürokrasi- siyaset çatışmasının yoğun olduğu zamanlarda ekonomide tehlike çanlarının çalması, hükümetlerin çıkardığı yasa tasarılarının bir kısmının hayata geçirilememesi gibi durumlar meydana gelmiştir. Bu çalışmada, Türkiye?deki siyasal iktidar ve bürokrasi arasındaki ilişkileri ortaya koymaya, bilhassa kamu çalışanlarının siyasal iktidar ile bürokrasi arasındaki ilişkiyi nasıl yorumladıklarını tespit etmeye, bu ilişkiden kaynaklanan sorunları saptayarak çözüm önerileri sunmaya çalışılmıştır. Bürokrasi- siyaset ilişkilerinin istikrarlı olması için, siyasilerin kararlar alması bürokratların bunları uygulaması ve bürokrasinin yaptığı işlerden dolayı sürekli denetim altında tutulması gerektiği anlaşılmıştır. Bureaucracy-Politics relations is determined by the conditions of legal, social, historical, political of society. In other words, the current state properties, the political regime, social customs, public and non-governmental organizations are dynamics that determine this interactions. Relationship between political power and bureaucracy exhibits a different view in every society. Relationship between political power and bureaucracy was established according to the same goals, with the same value and means, on the basis of the work in harmony. From the perspective of our country, it seems that there is a permanently conflict between bureaucratic and political cadres from the Ottomans to the now. While bureaucracy was dominated in the term of single party, political authority tried to dominate in the multi-party system. When the time of intensive conflict between bureaucracy and politics, it occured that alarm bells ring in the economy, not being carried out of draft bills issued by governments. This study aimed to demonstrate the relationship between political power and bureaucracy in Turkey, in particular determine how public employees make comments about relationship between the bureaucracy and the political power, try to offer solutions by pinpointing the problems arising from that relationship. To be stable relations between the bureaucracy and politics, it is understood that politicians make decisions, bureaucrats implement these decisions and bureaucrats should be kept under constant supervision because of the work done.
