Master Thesis Bilgi Yönetimi Sistemi Üzerinde Bir Durum Çalışması ve Gerçekleştirme Stratejisi(2007) Haspolat, Turgut; Rehan, MohammadGünümüzde kurumlar içinde birçok bilgi üretilmektedir. Bu bilgilerin en iyi sekilde korunması, islenip anlamlandırılarak etkili is kararları almada kullanılabilmesi gereklidir. Bu nedenle etkin is kararları almak, sahip olunan bilgileri paylasmak ve bilginin kullanılabirligini daha kolay hale getirmek isteyen kurumlar, kurumsal portal çözümlerine ihtiyaç duymaktadırlar. Kurum ve kuruluslar, bilgi yönetimi yardımı ile, organizasyonel amaçlarını gerçeklestirmek için, toplamak, düzenlemek ve kayıt altına almak sureti ile bilgiye dogru zamanda, dogru yerde ve dogru kimseler tarafından ulasılabilmesini saglarlar. Bu tezde kurumsal bilgi yönetimin ne oldugu, gelisimi ve önemi anlatılmıstır. Tüm bunlar gözönüne alınarak kurumsal bilgi yönetimine iliskin varılan sonuçlar açıklanmıs, kurum içinde prototip olarak gelistirilen bir bilgi yönetimi uygulaması ile çözüm önerilerinde bulunulmus ve kurum için önemi belirtilmistir. Bu kapsamda, web sitelerine erisimi etkin hale getirmek ve kullanıcı gereksinimlerini karsılayacak sekilde düzenleyerek bilgi yönetimini desteklemek amacıyla gelistirilen portal yazılımının sagladıgı temel servisler ve gelistirme asamaları özetlenmistir. Gelistirilen portal yazılımının temel mimari yapısı, bu mimari yapı içinde saglanan kisisel sayfa düzenleme, erisim yetki düzenlemesi, e-posta ve sistemlerle entegrasyon ve proje yönetimi detaylı olarak açıklanmaktadır. The survey has been conducted using a 'face-to-face interview' approach during an IT event. To keep in line with the available literature, gender, age, education level, income and daily Internet usage, constitute the socio-demographic variants for this study. Five hypotheses were constructed to investigate the nature of the relationship between the socio-demographic factors and the usage of online purchasing. The chi-square method was selected to test the hypotheses. However, extant literature reveals that adoption and assimilation of the technology is not mature in SC domain and cloud-based modelling initiatives are only recent. To fill this gap, this study discusses the opportunities of cloud computing from SC perspective and proposes a generic representation based on cloud philosophy. The proposed representation is conceptual, flexible and customizable, utilizing and highlighting the cloud benefits in a multi-partner setting. Therefore, this article is an answer to the research questions: "what are the opportunities of cloud philosophy for SC domain?" and "how can supply chains be represented generically based on cloud technology in multi-actor environment?". Public Procurement Authority (PPA) and the State Procurement and Supply Office (SPSO) responsible for public tenders in the Republic of Turkey are two foundations affiliated to the Ministry of Finance. It can be applied to any type of governmental affairs, such as training, provision of justice, tax audits, budget execution, financial control, and also procurement for the purposes of this research project. However all these needs to gain strong expertise and competence of technological and administrative talent is needed to make the government and suppliers together via the Internet. The aim of this work is to introduce the evaluation processes and tools using the technique of SWOT analysis in the existing studies to provide empirical illustration of how this perspective would be used to give a sense of public e-procurement in action and it also aims to make a new sustainable reliable e-governmental model that includes change management, interdepartmental coordination, resolving the security and authentication for implementing public e-procurement in the frame of Turkish e-Government infrastructure and projects. Cloud applications offer significant opportunities from SC perspective, and the assimilation of the Cloud Technology is not complete yet in the Supply Chain domain. It also involves various barriers from implementation perspective, as well as the concerns related with vendor lock-in, security, reliability, privacy and data ownership. The survey was conducted among professionals from the government and private sectors. The results indicated that income is significantly related to the usage of e-commerce. A survey is conducted among employees from government-and private-sector organisations for this purpose, assuming that this group plays an important role in helping to adopt new technologies in societies. Based on this survey, the results indicate that gender, experience, and sector have an impact on attitude towards using m-technologies and that such attitude has a significant effect on the actual use of m-technologies.
