    Turkey in between the EU and China: from Europeanization to cooperation with China

    Turkey has been on the path of EU membership since the 2000s, and the democratization process was well underway during the initial years of its candidacy. However, this trend was reversed substantially, with Turkey growing increasingly authoritarian during the 2010s. This substantial democratic backsliding has led to increasing authoritarian cooperation with the authoritarian powers on the rise, one of which is China, whose increasing engagement and cooperation with Turkey marked an alternative gravity centre for Turkey to be pulled by. This article argues that Turkey, in line with the worsening domestic authoritarianism, has been engaging with the authoritarian powers for survival rather than engaging with the EU, which provided legitimacy to the rule of the AKP during the initial years of its rule.

    Authoritarian diffusion or cooperation? Turkey's emerging engagement with China

    With the recent trend of autocratization in the world, scholars have begun to focus on authoritarian diffusion, cooperation, and autocracy promotion. Despite still being at an early stage theoretically and empirically, this expansion of diffusion literature has informed us about the possibilities of authoritarian diffusion and cooperation. In contrast to the recent focus on regional patterns of authoritarian diffusion and cooperation, this article explores a global process of authoritarian cooperation between Turkey and China. Focusing on the growing economic and political linkages between Turkey and China, we argue that, rather than authoritarian diffusion or autocracy promotion from China to Turkey, the increasing pragmatic cooperation among authoritarian states is the new game in town, shaped by interest-driven calculations to bolster power internally and internationally.

    Talk the Talk, or Walk the Walk? Changing Narratives in Europeanization Research

    Over the past two decades, there has been a growing interest in Europeanization, both within and beyond the European Union (EU). The impact of Eastern enlargement in 2004 on candidate and neighbourhood countries has attracted scholarly attention, and a consensus currently exists on the success of the EU's transformative power through the employment of a conditionality mechanism. However, the limits of EU conditionality upon candidate countries and neighbourhood Europeanization, in addition to the problems experienced by the EU itself, have brought into question whether the end of Europeanization research is in sight. Considering this, we critically evaluate the issues discussed in the scholarship on Europeanization and review several points of interest in relation to EU candidate countries in the Western Balkans as well as Turkey.

    Türkiye Cumhuriyeti'nin, Avrupa Birliği ile ilişkisi 20. yüzyılın ortalarında tam üyelik hedefi ile başlamış ve halen aynı hedef doğrultusunda devam etmektedir. Bu süreç Türk tarafının bir çok alanda dönüşüm ve değişimine neden olmuştur. Türk yargı sistemi de bu dönüşüm ve değişimden epeyce etkilenmiş, özellikle 1999 Helsinki Zirvesi sonrasında Türk yargı sisteminde çok derin ve köklü reformlar gerçekleştirilmiştir. Bu tezde 1999 Helsinki Zirvesi sonrası dönemden itibaren günümüze kadar olan süreçte Türk yargı sisteminde mevzuat ve yapısal olarak gerçekleştirilen reformlar ele alınmış, ayrıca Avrupa Birliği dışında reformları etkileyen faktörler tespit edilmeye çalışılmıştır.

    Diffusion of digital authoritarianism? Censorship, surveillance and beyond in Türkiye

    The expansion of authoritarianism in the world has led to increased debates about digital authoritarianism as well as the diffusion of authoritarianism. However, these two topics have not been addressed together despite the digital world being a strong candidate for diffusion. This study explores whether digital authoritarian diffusion occurs from China and/or Russia to T & uuml;rkiye by examining the models of China and Russia and unpacking the Turkish model of digital authoritarianism. We argue that the Turkish model is inspired by the Chinese and Russian models, but without the active promotion of those models by authoritarian centres. Instead, analyses of the legal framework, technology and surveillance practices suggest that there is an indirect and passive as well as internally driven process at work.

    Use/misuse of Chinese BRI investment? BRI-related crony capitalism in Turkey

    Crony capitalism as a type of capitalism entailing the close relations of political authorities and business circles based on mutual profit maximization is not a new phenomenon in Turkey. However, crony relations have accelerated with the Justice and Development Party (Adalet Kalkinma Partisi - AKP) rule. Despite growing scholarly work on crony relations in the AKP era, the literature remains inward-oriented without analysing the external dimension of crony capitalism, which this article intends to alleviate by providing an analysis of crony capitalism and bringing back the external dimension through an analysis of Belt and Road Initiative (BRI)-related crony relations. It argues that the case of Turkey demonstrates how the BRI is used to feed instrumental cronyism without the promotion of China and how recipient countries use and misuse Chinese BRI investments to create alternative resources for the government's cronies.

    Minorities and Minority Rights in Europe

    Europe has been the home for various ethnic, linguistic and religious minority groups for decades and it is almost impossible to find an European country with ethnic, linguistic and religious homegeneity. Notably, conflicts in Europe after the Cold War demonstrated the importance of minority issues and minority rights for Europe. In this respect, the European organizations like the European Union or the Council of Europe actively seek to promote minority rights in Europe. Especially through the enlargement of these organizations, the promotion of minority rights widened its sphere in Europe by minority conditions required to be fulfilled by the candidate countries are for membership. However, there is still no minority standard in Europe like the one in human rights. In contrast, minority rights have still been held by sovereign European states rather than through a common platform.

    THE END OF A FAIRY TALE, THE START OF A NEW ERA? THE EU AND CHINA IN THE WESTERN BALKANS

    The Western Balkans have been transformed into authoritarian regimes in the last decade, despite the EUs' engagement with the region through its enlargement policy. However, prioritizing stability over democracy, the EU lost its chance to transform the Western Balkan countries into democratic entities. In the end, the EU opened a way in for the external actors to the Western Balkan countries and China has entered the scene by increasing engagement with the region. The leaders of the authoritarian regimes in the Western Balkans adopted a pragmatic approach in their relations with China. They used the Chinese card to proceed with their relations with the EU and to gather financial means to legitimize and consolidate their regimes.
