    Basic Issues in Forming a World-Class Supply Chain

    Supply chain management (SCM) practices in today's global, complex, networked and web-enabled business conditions demand world-class performance from all chain partners. This study addresses the basic issues in becoming a world-class supply chain. The main aspects involving people, process and technology dimensions are put forward and comprehensively discussed. It is revealed that along with the IT-based integrity issues and performance management aspects, managing the soft concepts such as 'leadership in an extended context' and 'trust-based relationships' appear as the keys for success. © 2015 ACM.

    Cost Anaylsis of Interoperable Based E-Procurement System in the Republic of Turkey

    Approximately 15% of the government's Gross Domestic Products (GDP) is spent on public procurement [1]. Therefore, accountability and transparency in public procurement is very important. For the regulation of public expenditures and effective use of the budget, not only public procurements but also efficient use of infrastructure that make up the system for public procurements should be considered. As a result, the importance of the electronic procurement processes is emphasized in this thesis. Public Procurement Authority (PPA) and the State Procurement and Supply Office (SPSO) responsible for public tenders in the Republic of Turkey are two foundations affiliated to the Ministry of Finance. However, in public procurement, both institutions have their own system, own business processes and legal obligations. Yet is it a privilege to have two different systems? To find the answer to this question, interoperable based Public electronic Procurement (PeP) system and current PeP system are compared with the cost analysis study for the Republic of Turkey. © 2015 ACM.

    Evaluation of Turkish Public E-Procurement Systems: an Analysis of Critical Success Factors

    In today's global economy, organizations must focus on customer oriented business models to use information technologies not only for suppliers and customers, but also for effective communication and collaboration with public agencies. This requires real-time exchange of information in standard formats and publishing widely in the process by encouraging the provision of e-commerce with the application of Internet technologies in the supply chain. It can be applied to any type of governmental affairs, such as training, provision of justice, tax audits, budget execution, financial control, and also procurement for the purposes of this research project. However all these needs to gain strong expertise and competence of technological and administrative talent is needed to make the government and suppliers together via the Internet. The aim of this work is to introduce the evaluation processes and tools using the technique of SWOT analysis in the existing studies to provide empirical illustration of how this perspective would be used to give a sense of public e-procurement in action and it also aims to make a new sustainable reliable e-governmental model that includes change management, interdepartmental coordination, resolving the security and authentication for implementing public e-procurement in the frame of Turkish e-Government infrastructure and projects. In this context, a key objective is to develop Governmental policy regarding interactions with private and public sectors. In order to minimize information transformation initiatives, risks, and policy implementation should focus on promoting strengthening effective and affordable connectivity and interoperability. © 2011, IGI Global.

    Supply Chain in the Cloud: Opportunities, Barriers, and a Generic Treatment

    Cloud concept is directly related with the beyond-ERP integrity and collaboration across a number of heterogeneous Supply Chain (SC) partner infrastructures. The technology enables partners to form a collaborative SC community without the burden of significant IT investment. Cloud applications offer significant opportunities from SC perspective, and the assimilation of the Cloud Technology is not complete yet in the Supply Chain domain. It also involves various barriers from implementation perspective, as well as the concerns related with vendor lock-in, security, reliability, privacy and data ownership. This chapter provides a comprehensive coverage of the opportunities and barriers as well as the generic treatment from SC perspective. It also highlights how the cloud technology represents a perfect fit with the ideas of 'Collaborative Supply Chains', 'Business Process Outsourcing' and 'long-term strategic partnerships, which are the key themes characterizing the Supply Chains of today's era. This chapter reveals that the intersection of the topics 'Cloud computing' and 'Supply Chain' is a promising area for further research. Further studies in a multi-partner setting with respect to a variety of configurations, case studies and applications, as well as the security, reliability and data ownership issues are justified. © 2015 by IGI Global.     Trends in E-Governments: From E-Govt To M-Govt

    New technological advancement and availability in mobile devices, technology, applications and networks have made it possible for a common citizens to access information and transact services while on the move. This gives an opportunity for governments to provide such services to citizens at the minimum cost. E-government practice and routine in public sectors are being supplemented and moving towards to m-governement (mobile government). M-Government can be defined as the massive usage of mobile devices with their applications to develope a quick connection and response between citizen and public sector authorities. M-government is a support of improving the quality, time saving and usability of e-government applications around the clock from any location. The existing technological foundations, applications and services support the idea that m-government will be a significant part of e-government efforts. The policy makers and IT professionals need get ready to embrace these developments and participate in the ways to enhance e-government activities through m-government. This transformational process is going on around the world. This article will investigate where governmental organizations are becomming mobil government organization to quickely reach to their citizens and increasing communication with them beyound the limits. © IDOSI Publications, 2013.
