Providing end-to-end secure communication on different network infrastructures has needed much effort than usual. Some developed countries were become aware of the problem and started some studies at the end of the 20 th century. One of the important studies on this problem was Future Narrow Band Digital Terminal (FNBDT) Project started by USA. The aim of the project was to achieve end-to-end secure communication of different terminal devices communicating on different networks. Later, NATO countries got involved in this work with the title Secure Communication Interoperability Protocol (SCIP).
