This paper offers a new protocol design for lowering the money consumption and power use in H-VAC (Heating-Ventilation-Air Conditioning) apparatus of Maximum Protection prison (Execution Platform) in Iraq. We are trying to use the high responsibility (less error) by using PID control (Proportional Integral Derivative) and implementing the engineering decision-making method. It is mainly concentrated on watching and observing the justification of input usage in H-VAC systems by affecting the principles of a smart prisons' technology style by using some intelligent computer coding, such as H-A-P agenda to imitate the power exhaustion of the Maximum Protection prison in Iraq for dangerous convicts and the sentenced to death prisoners, based on a 1-12 monthly tests to design a new engineering mechanism system. Both V.A.V (Variable Air Volume) and C.A.V (Constant Air Volume) techniques are used for explaining leverage of our suggest ways, the systematic elimination method was used to choose the better, optimum, faster and cheaper alternative with a modern technology style. Simulation results show that a huge power economy is obtained toward alternative methods. Two stages air cooling instrument that is using V.A.V and helping for lowering the desired power-consuming drastically, in the yearly rate, up to 45% to that any other different systems. © 2019 IEEE.en_US
