Kamu Güvenliğinde İstihbarat Sisteminin Değerlendirilmesi

Abstract

Bu tezde, İstihbarat sisteminin kamu güvenliğindeki boyutu, iç istihbarat kapsamında incelenmiştir. Çalışmada deneysel olmayan araştırma yöntemleri, literatür taraması, Bilgi Edinme Hakkı Kanunu kapsamında kurumlardan bilgi talebi ve açık kaynak araştırma teknikleri kullanılmıştır.Bu kapsamda, Türk Devlet İstihbarat Sistemi içerisinde yer alan kamu güvenliğindeki istihbarat analiz edilmiştir. Birinci bölümde, istihbarat ve güvenlik kavramsal açıdan incelenmiştir.İkinci bölümde, devlet istihbarat sistemi kurum ve teşkilat yapısı açısından incelenmiştir. İnceleme sonucunda, Türkiye'deki iç istihbarat yapılanmasının tekrar değerlendirilmesi gereken bir husus olduğu sonucu ortaya çıkmıştır.Üçüncü bölümde, Türk istihbarat sistemindeki genel problem sahaları kamu güvenliği boyutunda tespit edilmiştir.Dördüncü bölümde; İstihbarat konusunda otorite olarak kabul edilen Amerika (FBI-CIA), Rusya (FSB-SVR), Almanya (BfV-BND), İngiltere (MI5-MI6), Fransa (DST-DGSE) ve İsrail (ShinBet-Mossad) gibi ülkelerin istihbarat yapılanmaları, iç ve dış istihbarat açısından incelenmiştir.Türkiye'nin coğrafi konumu, bölgesel bir güç ve küresel bir aktör konumuna gelme gayretleri, merkezi ve operasyonel bir iç istihbarat yapılanması ihtiyacını ortaya çıkartmaktadır.Bu kapsamda, yapılan araştırma neticesinde dağınık bir yapıda bulunan iç istihbarat kurumlarını tek çatı altında birleştirilerek, günün şartlarını karşılayabilen, geleceğe hazır, yeni bir iç istihbarat modeli ve teşkilatı önerisi sunulmuştur.Anahtar Sözcükler: İstihbarat, Güvenlik, Kamu Güvenliği, İstihbarat Sistemi, Değişim ve Dönüşüm

In this thesis, the role of intelligence system in public security has been analyzed within the extent of domestic intelligence. Some techniques, such as; non-experimental research methods, literature scanning, information request from the institutions in accordance with the right to demand informatıon and open-source research have been used.In the first section, the intelligence in Turkish Government Intelligence System has been analyzed and intelligence and security have been examined conceptually.In the second section, government intelligence system has been analyzed according to the institutional and organizational structure and, as a result of this analysis it has been observerd that the structuring of the domestic intelligence is a matter which must be re-evaluated.In the third section, the general problem areas in the Turkish intelligence system have been identified within the public security.In the fourth section, the intelligence structures of the countries such as United States of America (FBI-CIA), Russia (FSB-SVR), Germany (BfV-BND), United Kingdom (MI5-MI6), France (DST-DGSE) and Israel (Shin Bet-Mossad) which are accepted as authorities in intelligence have been analyzed in view of their domestic and foreign intelligence.The geographical location of Turkey and her efforts for being a regional power and global actor, bring out a necessity for a central and operational domestic intelligence structuring.In the light of the researches and studies made, a new domestic intelligence format and organization to meet the requirements of future, as well as today, has been offered by combining all domestic intelligence installaitons under an umbrella.Key Words: Intelligence, Security, Public Security, Intelligence System, Change and Transformation
