Abstract
Sendikaların ekonomik, demokratik, sosyal, siyasal, kültürel, hukuki vb. alanlardaki değişimler, koşullar ve ihtiyaçlar karşısında yeni zorluklarla mücadeleleri devam etmektedir. Günümüzde çalışma hayatında yaşanan değişimlere bağlı olarak endüstri ilişkiler sisteminin yeni konu ve sorunları bünyesinde barındırdığı görülmektedir. Bunun sonucu olarak, işçilerin emeklerinin korunması, geliştirilmesi, çalışanların taleplerine karşı her alanda cevaplar, birikimler ve donanımlar oluşturma gereksinimi sendikalara yeni görev ve sorumluluklar yüklemektedir. Günümüzde sadece üye sayısını arttırmayı amaçlayan ve ücret sendikacılığını benimseyen 'geleneksel/klasik' sendikal anlayış yerine, sendikalara katılarak örgütlü çalışan haline gelenler ile birlikte henüz sendika dışında kalanları (örgütlenemeyenler, işsizler, atipik çalışanlar) kapsayan geniş temsile ve toplumsal bir güce ulaşmak daha fazla önem kazanmaktadır. Diğer yandan ulusal ve küresel ölçekte tüm sendikalardan mevcut statü ve sınırları aşarak, kendilerini yenileyerek ulus devletler, çok uluslu şirketler ve ilgili uluslararası kuruluşlarla işbirliği içerisinde yeni bir bakış açısıyla çalışanların ihtiyaç ve sorunlarına özgün ve etkili çözümler üretmeleri beklenmektedir. Gelecekte daha yaygın ve daha güçlü bir emek hareketi için, emeğin sosyal ve ekonomik haklarını geliştirmenin yanı sıra değişen koşullara uyum sağlayan ve sorunları sahiplenerek çözüm bulma misyonu üstlenen yeni bir sendikal modele ihtiyaç vardır. Sendikaların toplum nezdinde meşruiyet tartışmalarını ortadan kaldırarak varlıklarını sürdürebilmesi için ihtiyaç duydukları yeni sendikal anlayış çerçevesinde yeni konu ve kavramları geliştirmeleri, yeni örgütlenme stratejilerini de hayata geçirmesi gerekmektedir. Bu çalışmada sendikal hareketin yeni bir düzen arayışı çerçevesinde yeni anlayışları ve stratejileri incelenmektedir. Ayrıca, yeni sendikal hareket arayışları ve stratejileri, HAK-İŞ Konfederasyonu'nun politikaları ve çalışmaları bağlamında da incelenmiştir.
Unions continue to face new challenges in response to changing conditions and needs in economic, democratic, social, political, cultural, legal, and other areas. It is observed that the industrial relations system encompasses new issues and problems due to changes in the working environment today. As a result, there is a need for unions to bear new tasks and responsibilities in protecting and enhancing the labor of workers, providing responses to the demands of employees in all areas, and creating accumulations and capabilities. In today's context, it becomes increasingly important to achieve representation and the associated societal power by including not only those who aim to increase membership numbers and prioritize wage unionism in the 'traditional/classical' union understanding but also those who become organized by joining unions, as well as those who are still outside the union (those who cannot organize, the unemployed, atypical workers). On the other hand, at the national and global levels, all unions are expected to transcend their existing status and boundaries, renew themselves, and collaborate with nation-states, multinational corporations, and relevant international organizations to provide unique and effective solutions to the needs and problems of workers from a new perspective. In the future, there is a need for a new union model that not only focuses on the economic and social rights of labor but also adapts to changing conditions by gaining grassroots support within society and assumes the mission of addressing problems and finding solutions. Unions must develop new concepts and ideas within the framework of this new union understanding to eliminate legitimacy debates in the eyes of society and implement new organizational strategies to ensure their sustainability. This study examines new understandings and strategies within the context of the union movement's quest for a new order. Additionally, it explores the pursuit of new union movements and strategies in the context of the policies and efforts of the HAK-İŞ Confederation.
