Abstract
ÖZET?ABD'nin Büyük Ortadoğu Politikası ve Küresel Yansımaları? başlıklıbu çalışma, ABD'nin, sınırları giderek genişleyen Ortadoğu coğrafyasındaizlediği stratejiler ile bu stratejilerin küresel yansımalarını incelemek amacıylaele alınmıştır.11 Eylül 2001 tarihi hem uluslararası ilişkiler hem de ABD'nin SoğukSavaş döneminden itibaren izlediği stratejiler açısından önemli bir dönümnoktası olarak kabul edilmektedir. Bu tarihten sonra uluslararası sistemdeyaşanan somut gelişmeler akademik ve siyasi çevrelerde yoğun tartışmalaraneden olmuştur. Bir laboratuar niteliğini taşıyan bu konjonktürde, ?ABD'ninBüyük Ortadoğu Politikası ve Küresel Yansımaları? başlıklı tezi yazmamda enönemli kaynaklarım, Türkiye'yi yakından ilgilendiren hızlı gelişmeler, gazete-dergi-televizyon-internet haberleri, röportajlar, yorumlar gibi birinci elkaynaklar, kitap ve makaleler gibi ikinci el kaynaklar ve konunun uzmanıhocalar, diplomatlar ve siyasilerle yaptığım görüşmeler olmuştur.ABD'nin Soğuk Savaş döneminde zengin enerji kaynaklarına sahipOrtadoğu'da başlattığı Büyük Ortadoğu Politikası (BOP) bugün Avrasyasınırlarına ulaşmıştır. Avrasya coğrafyası ve enerji kaynakları üzerindenküresel egemenliğini sürdürmeyi hedefleyen ABD 11 Eylül 2001 terörsaldırılarının ertesinde, kökleri Soğuk Savaş dönemine kadar uzananuluslararası sistemin kodlarını uygulamaya koymuştur. Bu çerçevede,?radikal İslam? yeni küresel tehdit olarak sunulurken, yeni bloklar, ?HristiyanBatı?, ?Müslüman Doğu? üzerinden yükselmeye başlamıştır. Euro-Atlantikittifakı ve NATO öncülüğünde Atlantik Bloku yenilenirken, Müslüman coğrafyamezhep çatışmalarına sürüklenmiştir. Atlantik'e karşı oluşumunu genişletenAvrasya Bloku'nun öncü güçlerinden Rusya Federasyonu'nun çektiği enerjisilahı ise çatışmaların, ?zenginlikler üzerinden verilen küresel egemenlikmücadelesi?nden kaynaklandığının ayrı bir göstergesi olmuştur.i
ABSTRACTEntitled 'USA's Great Middle East Policy and its Global Repercussions',I have dealt with the strategies of USA in ever-expanding Middle Eastgeography and its global consequences. In this context, the strategies adoptedby USA during Cold War, between Cold War and September 11, 2001 andafter September 11, 2001, have been examined in detail.September 11, 2001 was a significant milestone both in terms ofinternational relations and the strategies of USA after Cold War. After thisdate, developments that transform and shape the international system, hadcaused huge debates among academic and political circles. My biggestsources in preparing this thesis about these times, which can be consideredas a laboratory in the course of history where all of us witness importantdevelopments, have been developments that concern Turkey, newspaper-magazine-television and internet news, first-hand sources like interviews andcomments, and second-hand sources like books and articles as well as mydiscussions with professors expert in the subject, diplomats and politicians.Great Middle East Policy that USA launched in Middle East boastingrich energy sources, during Cold War, now has reached the borders ofEurasia. USA now seeks to continue its global dominance using Eurasia'sgeography and resources and is applying the international system that waslaunched after 9/11 attacks, which dates back to Cold War. In this context,'fundamentalist Islam' has been presented as the new global threat andtoday's blocks have been defined as the 'Christian West' and the 'MuslimEast'. Now the Atlantic Block is being renewed under the leadership of Euro-Atlantic alliance and NATO, while Muslim geography has been drawn intosect clashes. In the mean time, as one of the leaders of Eurasia Block,Russia Federation's recent show with its energy weapon, has been theindication that clashes result from 'global fight for dominance by usingnatural sources'.ii
