Türkiye'de kent konseylerinin kurulmasında karşılaşılan engeller: İç Batı Anadolu örneği

Abstract

1980'ler sonrasında kamu yönetimi alanının en önemli tartışma konularının başında, yerel yönetimlerde katılımcılığın geliştirilmesine yönelik yaklaşım ve mekanizmalar gelmektedir. Daha çok yerel yönetişim ilkesi çerçevesinde ele alınan bu konuların Türkiye'de ağırlıklı olarak tartışıldığı yapılar kent konseyleri olarak görülmektedir. Kent konseylerine ilişkin literatürde sıklıkla dile getirilen durumların başında kent konseylerinin sayısının beklenenin çok altında kalması ve yerel yönetimlerin kent konseylerine gerekli ilgiyi göstermemesi gelmektedir. Türkiye'de 1990'lı yılların sonunda sürdürülebilir kalkınma ve yerel yönetişim açısından önemli bir noktaya sahip olan kent konseyleri yasal bir zorunluluk olarak kabul edilse de yerel yönetimlerde birçok tartışmaya sebep olmaktadır. Yerel yönetimlerin, yerel katılım mekanizması olan kent konseylerine karşı bakış açıları ve yaklaşımları incelenerek bu konu hakkındaki yaklaşımları değerlendirilmiştir. Kent konseylerinin var olduğu kentlerde yerel demokrasi ve katılım kültürünün gelişmesi gözlemlenirken, bazı kentlerde bu yapının mevcut yerel yönetim organı olan belediye yöneticileri tarafından kendi siyasi iktidarlarına sorun yaratabileceği kanaati görülmektedir. Bu çalışmada yerel yönetişim ilkesi kapsamında kent konseylerinin katılımcı birer yönetim yapısı olarak kurulma sebeplerini ve kurulmayan il ve ilçelerde hangi sebeplerden kurulmadığı incelenmeye çalışılacaktır. Bu doğrultuda şehir sakinlerinin yönetimine katılım sağlanması için, adil ve şeffaf yönetim merkezi olması beklenen kent konseylerinin var olan faaliyetleri ve halen kent konseyi kurulmayan il ve ilçelerde kurulmasında karşılaşılan engeller irdelenmeye çalışılacaktır.

Following 1980's foremost among the objects at issue of the public administration area are the approaches and mechanisms towards the development of the participation in the local governments. Mostly the structures in which these matters that are dealt within the framework of local governance principle are predominantly discussed are seen as city councils. Being far below than the expected number of city councils and not shown the required interest by the local governments to the city councils are the most importance in the cases mentioned frequently in the literature relating to the city councils. Although the city councils that have an important point in the terms of sustainable development and local governance are accepted as a legal obligation in Turkey at the end of 1990s, they cause many disputes in the local governments. By studying the point of view and approaches of the local governments toward the city councils that are the local participation mechanism, their approaches about this subject were evaluated. While the development of the democracy and participation culture were being observed in the cities where the city councils are present, in some cities, the opinion is seen by the municipality administrators, which are the present managing body, that this structure can create trouble to their political power. In this study, within the scope of the local governance principle, it will be tried to review the reason of establishment of the city councils as a participatory administration structure and the reason of non-establishment in the city and districts where they were not established. Accordingly, for ensuring the participation to the city-dwellers administration, it will be tried to examine the existing activities of the city councils that are expected to be the center of the fair and transparent administration and obstacles met in the establishment in the province and districts where currently city council is not established.
