Belediye Politikalarının Kent Mekânının Biçimlenmesindeki Rolü: Ankara Örneği

Abstract

Son zamanlarda adından sıkça söz edilen yerel yönetimlerin önemi giderek artmaktadırve büyük bir kesim tarafından demokrasinin beşiği gibi görülmektedir. Halka sunduğuhizmetler açısından en geniş yetki alanına sahip olan belediyeler, politikaları ile kentleribiçimlendirmektedir.Merkezi yönetimin planlama politikaları üzerinde doğrudan belirleyici etkisi bulunmaktadır.Belediyeler bu planları uygulayarak kentleri biçimlendirir. Sosyo-ekonomik politikalarınbelediye uygulamalarına doğrudan etkisi bulunmaktadır. Mekânın bir meta olarakyeniden üretilmesi toprak rantı kavramını ortaya çıkarmaktadır.Rantların kaynağı toplumlardaki üretim (mülkiyet) ve bölüşüm ilişkilerindedir.Devlet planlar aracılığı ile kent merkezi üzerinde yaratılan rant kavgasını uzlaştırır.Dünyada yaşanan gelişmeler özellikle 80'li yıllarda kendisini göstermiş, 70'li yıllardayaşanan dünya ekonomik kriziyle savaşmaya çalışan sermaye devreye küreselleşmeyisokmuştur. Bu sayede ekonominin globalleşmesi sağlanmıştır. Bu anlamda değişensosyo-ekonomik politikalar 1980 tarihini bir kırılma noktası yapmıştır.Kazandırılmaya çalışılan Başkent kimliği ile Ankara kimi kesimlerce bir laboratuvar ortamıgibi kullanılırken kimi kesimlerce de yeniliklerin öncüsü olmuştur. Bu çalışmada, 1980tarihinden günümüze kadar olan dönem ağırlıklı olmak üzere, mevcut bulunansosyo-ekonomik politikalar ile sahip olunan merkezi hükümet politikaları doğrultusundabelediyelerin uygulamaları çerçevesinde Ankara kenti irdelenmiştir.Anahtar Kelimeler:1. Also, thelocal governments and municipalities are regarded as the genesis ofdemocracy by the majority. Municipalities that have extensive authorities interms of services which they fulfill towards the society , shape the citiesthrough their policies.The central government possesses direct influence on planningpolicies. Municipalities form the cities by implementing these plans that aredetermined by the central government. Socio-economic policies also directyaffect the practices local governments/municipalities. Transforming the landinto a commercial asset creates the concept of the land benefit .The source of ?land benefit ? is based on relationship betweenmanifacture and participation in the society. The central governmentreconciles the struggle over the land benefit over the city centre throughplanning . Development over the world has become significant in the 80s;Capitalism, which struggled against the world economic crisis in the 70s,called ?globalism? out. This way the globalization of the economy has beenachieved.In that sense, Socio ?economic policies that change in thar mannerhas donehe year 1980 a point of break. Through the Identity of Capital City ,Ankara has been used as laboratory by some segments of society , while Ithas been pioneer of developments for the others. In this study, the exampleof City of Ankara has been analyzed within the framework of municipalaffairs ,in line with existing socio-economic policies and policies of centralgovernment .Key Words:1.
