Abstract
Bu çalışmada, Türk eğitim hayatının gelişimi ve yüksek öğretim kurumlarının özerklik kavramı ile tanışması ve günümüze kadar özerklik kavramının nasıl şekillendiğini özerklik incelemeyi amaçlamaktadır. Özellikle yakın tarihte gerçekleşen ve Türk eğitim sistemini kökten etkileyerek farklı bir yörüngeye yönelten 1980 askeri darbesi ve bu darbe neticesinde ortaya çıkan 2547 Sayılı Yükseköğretim Kanunu'nun Türk üniversitelerin yapısını nasıl değiştirdiğini ve özerklik kavramının günümüze kadar nasıl şekillendiği araştırma üniversitelerin, üniversitelerin özerkliğini nasıl etkilediği sorusuna cevap aranmıştır. Bu araştırma Türk üniversitelerinin akademik özgürlüklerinin etkileyen faktörlerin neler olduğunu, Türkiye'de YÖK'ün özerkliği nasıl etkilediğini ve Türk üniversitelerinin dünya ile rekabet edebilmesi için özerkliğin nasıl olması gerektiğini inceleyerek eksiklerin tespit edilmesi için neden sonuç ilişkisi içerisinde araştırılmaya çalışılmıştır. İçerik ve doküman analizi yöntemi ile birincil ve ikincil kaynaklar titizlikle taranmıştır. Bu çalışmayla birlikte Türk üniversitelerinin özerkliğinin çok düşük seviyelerde bulunduğunu ve bu durum neticesinde dünya üniversiteleriyle rekabete girmekte zorlandığı sonucuna varılmıştır. Bulunan olumsuz sonuçlara öneri olarak; Türk üniversitelerinin özerkleştirilerek, hızlı karar alma ve gelişen çağa ayak uydurma reflekslerinin geliştirilmesi ile dünyanın önde gelen üniversiteler ile rekabeti sağlayacak duruma getirilmesini sağlamak gereklidir. Ayrıca akademik özgürlüğün önünü açarak bilimsel bilginin özgürce gelişmesini ortamı oluşturmak bunların ön koşuludur. Üniversitelere liyakat sistemini getirerek, hak edenin hak ettiği yere gelmesini sağlamak en öncelikli görevlerin başında gelmektedir. Bu liyakat kuralının yok sayılması durumunda başarılı insanların birçoğu sistemde kendine yer bulamadığı için yurt dışı seçeneklerini değerlendirmek suretiyle beyin göçüne sebep olacaktır. Bu oluşan durum ise Türkiye'nin en kıymetli hazinesi olan genç yeteneklerin altın tepsiyle rakiplerine sunması anlamına gelmektedir. Türk Milleti'nin vergileriyle ve vatanının kısıtlı imkanlarıyla yetişen ve olgunlaşarak ülkeye katkı sunması gereken insanları ülkede tutarak sahip çıkmak ve ülkemize kazandırmak olacaktır.
This study aims to examine the development of Turkish education life and the acquaintance of higher education institutions with the concept of autonomy and how the concept of autonomy has been shaped until today. In particular, the 1980 military coup, which took place in the recent history and radically affected the Turkish education system and directed it to a different trajectory, and how the Higher Education Law No. 2547, which emerged as a result of this coup, changed the structure of Turkish universities and how the concept of autonomy has shaped itself and influenced the autonomy of universities. This study aims to investigate the factors affecting the academic freedom of Turkish universities, how they affect the autonomy of YÖK in Turkey, and how autonomy should be in order for Turkish universities to compete with the world, and to determine the deficiencies within the cause-effect relationship. Primary and secondary sources were scanned meticulously with the method of content and document analysis. With this study, it has been concluded that the autonomy of Turkish universities is at very low levels and as a result of this situation, they have difficulty in competing with the world's top universities. As a suggestion to the negative results found; It is necessary to ensure that Turkish universities are brought into a situation that can compete with the leading universities of the world by making them autonomous and developing reflexes to make quick decisions and keep up with the developing age. In addition, creating an environment that will enable the free development of scientific knowledge by paving the way for academic freedom is a prerequisite for these. Bringing the merit system to universities and ensuring that the deserving person reaches the place they deserve is one of the top priorities. If this merit rule is ignored, many successful people will not find a place in the system and will cause a brain drain by evaluating their abroad options. This situation means that young talents, Turkey's most precious treasure, are presented to their competitors on a gold platter. It will be to protect the people who should contribute to the country that has grown up with the taxes of the Turkish Nation and the limited opportunities of the country, by keeping them in the country and bringing them to our country.
