Department of Software Engineering was founded in 2005 as the first department in Ankara in Software Engineering. The recent developments in current technologies such as Artificial Intelligence, Machine Learning, Big Data, and Blockchains, have placed Software Engineering among the top professions of today, and the future. The academic and research activities in the department are pursued with qualified faculty at Undergraduate, Graduate and Doctorate Degree levels. Our University is one of the two universities offering a Doctorate-level program in this field. In addition to focusing on the basic phases of software (analysis, design, development, testing) and relevant methodologies in detail, our department offers education in various areas of expertise, such as Object-oriented Analysis and Design, Human-Computer Interaction, Software Quality Assurance, Software Requirement Engineering, Software Design and Architecture, Software Project Management, Software Testing and Model-Driven Software Development. The curriculum of our Department is catered to graduate individuals who are prepared to take part in any phase of software development of large-scale software in line with the requirements of the software sector. Department of Software Engineering is accredited by MÜDEK (Association for Evaluation and Accreditation of Engineering Programs) until September 30th, 2021, and has been granted the EUR-ACE label that is valid in Europe. This label provides our graduates with a vital head-start to be admitted to graduate-level programs, and into working environments in European Union countries. The Big Data and Cloud Computing Laboratory, as well as MobiLab where mobile applications are developed, SimLAB, the simulation laboratory for Medical Computing, and software education laboratories of the department are equipped with various software tools and hardware to enable our students to use state-of-the-art software technologies. Our graduates are employed in software and R&D companies (Technoparks), national/international institutions developing or utilizing software technologies (such as banks, healthcare institutions, the Information Technologies departments of private and public institutions, telecommunication companies, TÜİK, SPK, BDDK, EPDK, RK, or universities), and research institutions such TÜBİTAK.

Abstract

Birçok ülkede e-devlete yönelmenin arkasındaki en önemli faktör kamudan bu yöndeki beklentilerin artmıs olmasıdır. Vatandaslar gündüz-gece, günün 24 saatinde, evinden veya isyerinden ayrılmayarak, dolayısıyla zaman kaybetmeksizin islemlerini yapmak istemektedirler. Bu beklentiler kamu kesimindeki yöneticileri e-devlet uygulamaları ile ilgilenmeye zorlamaktadır. E-devlet uygulamaları kurumların bilgi isleme yöntemlerinde degisiklik yapılmasını zorunlu hale getirmistir. Her reform hareketinde oldugu gibi bu degisiklere karsı çıkan ve eski alıskanlıklarından vazgeçmek istemeyen yöneticiler olmustur. Bu yöneticiler e-devlet uygulamalarının hayata geçirilmesinde gecikmelere sebep olmustur. Yeni uygulamaların aktif bir sekilde kullanılması için yönetici seviyesindeki kullanıcılara egitim verme ihtiyacı dogmustur. Bazı yöneticiler seffaflasmaya karsı direnç göstermistir. Seffaflıkla birlikte güvenlik önlemleri de gündeme gelmis ve güvenlik için yeni uygulamalar gelistirilerek, denetim mekanizmaları kurulmustur. Bu tez bir personel yönetim sisteminin e-devlet ortamına tasınmasının süreç, servis kalitesi ve hata iyilestirmesi anlamındaki farklılıklarını incelemektedir. Hizmet kalitesinin ölçümü için SERVQUAL yöntemi kullanılmıstır. Bu çalısmanın sonuçları göstermektedir ki; e-devlet uygulamaları vatandasla devlet arasındaki bilgi paylasımını kolaylastırmakta, vatandasların devlete olan güvenini arttırmakta, zaman, para kaybını önlemekte ve bilginin güncelliginin ve güvenilirliginin artmasını saglamaktadır. In many countries the main reason to turn towards the e-government applications is the increase on public expectations. Citizens want to do their governmental procedures day and night, 24 hours a day without leaving their homes and offices, without losing any time. These expectations force the managers of public organizations to deal with egovernment applications. Because of the e-government requirements, changes on information management methods of government organizations become mandatory. Like in every reform, there are managers, which resist to the changes and want to continue with the traditional methods. These managers cause delays while e-government applications are emerging. Educational program needs have occurred, for the users, who are at the management level, to use the new application effectively. With transparency, security issues have been arisen and new applications were developed in order to obtain security and new mechanisms were constructed. This study is prepared to guide people about the gains of progression of a personnel management system to e-government environment and to give the opportunity to have an initial estimation for the process. This thesis reviews the differences when a personnel management system moved to the e-government environment by means of, duration, service quality and error correction. SERVQUAL method is used to measure the service quality. Results of this study show that; e-government applications simplify the information sharing between citizens and the government, increase the trust of the citizens to government, preserve time, cost losses and increases the information currency and reliability.
