Sağlık Yönetim Bilgi Sistemleri ve İletişim Teknolojilerinin Sağlık Yöneticileri Tarafından Kabul ve Kullanımı: Ankara İli Örneği

Abstract

Bilgi ve iletişim teknolojilerinde ki hızlı değişim ve gelişmeler sağlık hizmetleri sektörünü de önemli ölçüde etkilemiştir. Sağlık bilgi sistemleri ise sağlık hizmetlerini sunan hastane yöneticilerinin, karar verme süreçlerinde bilgileri derlemektedir.Sağlık hizmetleri karmaşık yapısı gereği bilişim teknolojilerine bağımlılığı sürekli artmaktadır. Hastanelere kayıt edilen ve saklanan tıbbi verilerin kapasitesi sürekli artmakta ve sürekli büyüme göstermektedir. Hasta verilerini kullanma, işleme, tekrardan ulaşma zor bir hal alırken, artık bu işlev daha çok önemli hale gelmektedir. Bu bağlamda sağlık bilişimi; sağlık hizmetinin bilgi toplumu insanına yakışır biçimde sunulması, bilişim teknolojilerinin etkili biçimde kullanıldığı hastanelerin çağdaş bir anlayışla yönetilmesi, toplumun sağlık sorunlarının saptanması, hizmetlerin planlanması ve sağlık düzeyini artırılması için ihtiyaç duyulan bilginin toplanarak bilimsel değerlendirmeler yapabilecek sağlık çalışanı yetiştirmede kullanılmasıdır.Bu çalışmada Ankara'da faaliyet gösteren 16 kamu hastanesinde (12'si Sağlık Bakanlığı, 4'ü Üniversite Hastanesi) görev yapan 108 hastane yönetici ile yapılan anket çalışması sonucu sağlık bilgi sistemleri ve iletişim teknolojilerine bakış açısı öğrenilmeye çalışılmış ve sağlık kurumlarında bilgi teknoloji kullanım sürecinde öneriler gerçekleştirilmiştir. Rapid advances in information and communication technologies in the health care sector had a significant impact. Health information systems, health services, hospital administrators, decision-making process will compile the information. Due to the structure of health services are becoming complex due to information technology. Hospitals has been increasing rapidly and the capacity of the medical data recorded and stored is constantly growing. Again reaching to patient data, handling and processing, on the one hand, as it becomes increasingly more difficult this requirement becomes more important.In thıs context, healthcare Informatics; health service to be presented in all its glory, people in the information society, where information technologies are used effectively in hospitals with a contemporary understanding of management, to identify community health problems, health information that is needed to improve the level of health care professionals who can make scientific assessments of the growing use of the collected In this study acting in Ankara 16 public hospitals (12 Ministry of Health, 4 University Hospital ) serving 108 hospitals as a result of a survey conducted with managers of health information it has tried to learn the point of view of the systems and communication technologies and recommendations on information technology use process in health institutions was conducted .
