Cıttaslow Kentlerde Mekânsal Biçimlenme: Seferihisar ve Gerze Örnekleri

Abstract

Küreselleşme sürecinde kentler yerel değerlerini yitirmekte, tek tipleştirilmekte, kent mekânları rant odaklı uygulamalarla dönüştürülmektedir. Cittaslow hareketi, kentlerin küreselleşmenin olumsuz etkilerinden korunması amacıyla ve kentlerin yerel değerlerinin korunması hedefiyle ortaya çıkmıştır. Bu tezin amacı, Cittaslow hareketinin, küreselleşme ve mekân ilişkisi temelinde incelenmesidir. Bu amaca koşut olarak tezin hedefi, seçilen iki Cittaslow kentin, Seferihisar ve Gerze'nin, mekânsal olarak incelenmesidir. Araştırmanın amacı ve hedefi doğrultusunda, Uluslararası Cittaslow Tüzüğü'ndeki 72 kriter incelenmiş, mekân üretimi ve organizasyonu, kentin mekânsal biçimlenmesi ile ilgili maddeler saptanmıştır. Seferihisar ve Gerze'nin, Cittaslow olmadan önceki ve sonraki ekonomik yapısı ve mekânsal incelemesi yapılmış; elde edilen tüm bulgular, Cittaslow kriterleri ve küreselleşme-mekân ilişkisi temelinde değerlendirilmiştir. Araştırmada, Cittaslow kriterlerinde, kent mekânına yönelik maddelerin yetersiz olduğu, var olanların da zorunlu olmadığı, kentsel rantların engellenmesine yönelik hiçbir maddenin bulunmadığı saptanmıştır. İki kentin de tanınırlıkları artmış, turizmi canlanmış, yerel ürünlerin satış olanakları sağlanmış ve tarihi yapıların iyileştirmeleri yapılmıştır. Öte yandan, yoğun ve yüksek yapılaşmalar başlamış, kentsel rantın önüne geçilememiştir. Cittaslow hareketinin sadece turizm amaçlı bir hareket olmaktan öteye geçebilmesi için Cittaslow kriterlerinde kent mekânın biçimlenmesine ve kentsel rantın denetlenmesine yönelik maddelerin zorunlu kriterler olarak yer alması, uygulama ve denetim sürecinin, kentsel sürdürülebilirlik ilkesi ve planlama araçları birlikte ele alınması, kent mekânları konusunda çalışan farklı kurum ve kuruluşlarla işbirliğinin sağlanması gereklidir. The Cittaslow movement emerged with the aim of protecting the cities from the negative effects of globalization and protecting the local values of the cities. The aim of this thesis is to examine the Cittaslow movement on the basis of the relationship between globalization and space. Parallel to this aim, the aim of the thesis is to analyze spatially the two selected Cittaslow cities, Seferihisar and Gerze. In line with the purpose and objective of the research, 72 criteria in the International Cittaslow Charter were examined, items related to the space production, organization and the spatial formation of the city were determined. The economic structure and spatial analysis of Seferihisar and Gerze before and after being Cittaslow were made; all findings were evaluated on the basis of Cittaslow criteria and globalization-space relationship. In the research, it has been determined that in the Cittaslow criteria, the items for urban space are insufficient, the existing ones are not mandatory, and there is no item for the prevention of urban rent. After both cities became Cittaslow, their recognition increased and their tourism revived; however, the increase in the temporary and permanent population in both cities has caused many negativities. In both Cittaslow cities, the existing spatial criteria could not be applied, since they were not mandatory, profit-oriented practices and also negative spatial structures could not be prevented.
