Siyasi parti söylemleri üzerinden din eğitiminde Avrupalılaşma etkisinin incelenmesi: Türkiye ve Belçika Flanders bölgesi karşılaştırması

Abstract

Türkiye'nin Avrupa Birliği'ne aday ülke statüsüne gelmesi ile son yıllarda ülkede Avrupalılaşma etkisi altında birtakım reformlar gerçekleştirilmiştir. Avrupalılaşma etkisi kapsamında AB'nin kurucu üyesi olan Belçika'da din eğitimi hakkında ortaya çıkan tartışmaların yoğun olması ve aynı dönemlerde Türkiye'de benzer tartışmaların yaşanması sebebi ile bu iki ülke örneklem olarak ele alınmıştır ve kurucu üye olan Belçika ve aday ülke olan Türkiye, Avrupa İnsan Hakları Sözleşmesi çerçevesinde karşılaştırılarak, AB normları ekseni ve bütünleşmesi açısından incelenmiştir. Hazırlanmış olan bu çalışmada, Belçika'da Flanders bölgesinde ve Türkiye'de yaşayan azınlık statüsündeki kesim esas alınarak, her iki ülkedeki çoğulcu ve din eğitimi sisteminin Avrupa İnsan Hakları Sözleşmesi kapsamında yeterliliğine bakılmıştır. Buna ek olarak her iki ülkedeki siyasi partilerinin söylemlerine yer verilerek, çalışmanın siyasi boyutu, söylem analizi yardımıyla açığa çıkarılmaya çalışılmıştır. Sonucunda iki ülkedeki din eğitimi politikaları incelenmiş, siyasi parti söylemleri karşılaştırılmış ve Avrupalılaşma kuramları ışığında, Belçika Flanders Bölgesi'nin azınlıkların din eğitimi konusunda AİHS'nde belirtilen normlara daha uyumlu politikalar izlediği tespit edilmiştirWith the accession of Turkey to the European Union as a candidate country, some reforms have been carried out under the impact of Europeanization in recent years. Due to the intense debates and the emergence of similar discussions about religious education in the context of Europeanization effect in both Belgium; a founding member of the EU and Turkey; a candidate country, has been analyzed comparatively. By taking into consideration The European Convention on Human Rights, both countries were examined in terms of the compliance with the European norms and integration with the EU. In this study, the competence of the pluralist and religious education system in both countries under the European Convention on Human Rights was examined on the basis of minorities in Belgium, Flanders region and Turkey. In addition, the political dimension of the study has been tried to be revealed with the help of discourse analysis by incorporating the discourses of the political parties in both countries. As a result, religious education policies in the two countries were examined, political party discourses were compared and in the light of Europeanization theories, it was found that the Flanders region of Belgium pursued policies more in line with the ECHR norms on religious education of minorities.
