Abstract
Ülkemizde kamu yönetimi, merkezden yönetim ve yerinden yönetim kuruluşları olmak üzere ikiye ayrılmaktadır. Yerinden Yönetim kuruluşları olarak adlandırılan İl Özel İdaresi, belediye ve köyler halkın mahalli müşterek ihtiyaçlarını karışlamak için kanunla kurulan ve yine karar organları kanunla ve seçimle başa gelen kamu tüzel kişileridir. Ülkemizde olduğu gibi tüm dünya ülkelerinde kamu yönetimi merkez ile yerel yönetimler arasında paylaşılmaktadır. Bu paylaşım bazı ülkelerde merkeziyetçi bir anlayış sergilerken bazı ülkelerde de yerel yönetime daha fazla özerklik veren bir yönetim anlayışı sergilemektedir. Ülkemizde yerel yönetim olgusu bir buçuk asırlık bir tarihe sahiptir. Ancak gelişme bakımından aynı tarihi gelişmeyi gösterememiştir. Yerel nitelikli hizmetlerin merkezi yönetimin eline verilmesi yerel yönetim organlarının esnek, hızlı ve opsiyonel olmayan, karar olma süreçlerinde demokratik katılımı sağlayamayan bir yapıda kalmasına neden olmuştur. Ülkemizde oluşturulan yerinden yönetim modeli yereldeki toplumsal talepleri karşılayamamakta ve hizmette yerellik ilkesine uygun kamu hizmetleri üretememektedir. Merkezi yönetimin yerel yönetimler üzerinde uyguladığı katı ve sert idari vesayet denetimi yeni kamu reformları ile biraz olsun yumuşatılmaya çalışılsa da tarihindeki gelenekselci merkezi yönetim modelinin sınırları dışına tam anlamıyla çıkmayı başaramamıştır. In our country, Turkey, public administration is divided into two ; centralized administration and local administration bodies. Provincial Special Administrations, municipalities and villages, which are named as Local Administration Bodies, are public legal entities established by law in order to supply the local communal needs of public and also their decision-making bodies are elected and governed by law. Public administration, as in our country, is distributed between central government and local administrations in all countries around the world. While this distrubution of public administration exhibits a centralist perception in some countries, on the other hand, it exhibits a management approach that gives more autonomy to the local government in some countries. The phenomenon of local administration in our country dates back to a century and a half ago. However, it has been unable to show the same historical progress with regards to improvement. Appointing the authority of local services to the central government has resulted in local administration bodies remaining flexible, fast, non-optional and unable to provide democratic participation during decision-making processes. The model of decentralization created in our country is unable to meet the local public demands and unable to produce appropriate public services in accordance with the principle of locality. Although the strict and strong administrative tutelage supervision implemented by the central government on local administrations was tried to be lessened with new public reforms, it has been unable to completely exceed beyond the limits of the traditional central government model in the history of Turkish Republic.
