Abstract

Turkey?s European Union adventure dates back to July 31th 1959 when it first applied to European Economical Community to be a member of it. Upon Turkey?s application to the community, the meeting of Council of Ministers resulted in a ?Partnership Agreement? withTurkey. This agreement was a commitment until Turkey meets all the membership conditions to be a fully member of the community. In this context we also see that, the legal base for Turkey-EEC relations is Treaty of Ankara which was signed on September 12th 1963 and put in to practice on December 1st 1964. Following years, Cyprus was always used against Turkey as an ammunation for Turkey?s membership to the Union. In this study, we indicated the reasons why Cyprus was used as a stumbling block in front of Turkey and terms and conditions Turkey has to meet to be able to join to the Union.
