Abstract
'İnşacılık Kuramı Bağlamında Adalet ve Kalkınma Partisi'nin Filistin Sorununa Yaklaşımı: 2002-2012' başlıklı bu tez çalışması, 2002 yılından bu yana iktidar olan Adalet ve Kalkınma Partisi'nin dış politika yaklaşımını Filistin sorunu örneğinde incelemek amacıyla oluşturulmuştur. Soğuk Savaş sonrası kimlik, kültür ve değerler gibi devletlerarası ilişkilerin sosyal yönüne vurgu yapan inşacı kuram AKP'nin Filistin sorununa yönelik yaklaşımını anlamak adına referans kuram olarak tercih edilmiştir. Adalet ve Kalkınma Partisi'nin 2002 yılında yapılan seçimleri kazanarak tek başına iktidar olması, Türk siyasal hayatında önemli bir değişim başlatmış ve bu değişim Türk dış politikasına da yansımıştır. Adalet ve Kalkınma Partisi çok boyutlu ve pro-aktif dış politika anlayışını geliştirerek Türkiye'nin bölgesel ve küresel açıdan önemli bir aktör olmasını amaç edinmiştir. Bölgesel ve küresel sorunlarda aktif bir dış politika yürüten Adalet ve Kalkınma Partisi, özellikle Ortadoğu bölgesindeki sorunlarda etkin olmaya çalışmıştır. Ortadoğu'da yaşanan ve küresel açıdan da uluslararası politikada önemli bir sorun olarak öne çıkan Filistin Sorunu, Adalet ve Kalkınma Partisi'nin aktif dış politika yürütmeye çalıştığı en önemli örneklerden biri olmuştur. Türkiye, Filistin sorununda, İsrail'in Filistin politikasına karşılık, zamanla Filistin lehine politikalar yürütmeye başlamış, bu politika Davos Krizi, Alçak Koltuk Krizi ve Mavi Marmara saldırısı ile giderek açıklık kazanmıştır. Böylece Türkiye, Filistin sorununa yönelik ürettiği politikalar nedeniyle zamanla Filistin sorununun ana aktörleri arasında yer almıştır. This thesis study entitled as 'Justice and Development Party's (AKP) Approach to Palestine Problem Within the Context of Constructivism Theory: 2002-2012' was established for purpose of analyzing the foreign policy approach, in the example of Palestine problem, of Justice and Development Party being in power since 2002. The constructivism theory emphasizing such social aspects of the international relations, such as identity, culture and values, during Post Cold War era was preferred as the reference theory for the sake of understanding AKP's approach to Palestine problem. That Justice and Development Party has come to power by winning the elections in 2002 has started a substantial change in Turkish political live and in turn, this change was also reflected to Turkish foreign policy. Justice and Development Party has developed a multidimensional and proactive foreign policy perception, and aimed that Turkey is to be a major actor in regional and global aspects. Justice and Development Party, pursuing an active foreign policy in regional and global issues, has tried its best to become influential particularly in the problems in Middle East. The Palestine Problem, encountered in Middle East and come to the fore as a major issue globally in the international policy, was one of the most important examples in which Justice and Development Party has been trying to pursue an active foreign policy. Turkey has started in time to conduct such policies in Palestine issue to the advantage of Palestine contrary to Israel's Palestine policy, and this policy was clarified in due course with the incidents of Davos Crisis, Lower-Chair Crisis, and Blue Marmara assault. Thus, Turkey has taken part among the main actors of Palestine issue in time due to its policies produced aimed at Palestine problem.
