Kıbrıs Sorununda Avrupa Birliği'nin Rolü (1990-2004)

Abstract

Bu çalışmanın çerçevesini Avrupa Birliği (AB)'nin Kıbrıs konusunda tarafsızlığını yitirmeye başladığı 1990 yılından bölünmüş bir Kıbrıs'ı Birliğe tam üye olarak kabul ettiği 2004 yılına kadar olan dönem oluşturmaktadır. İngiltere'nin 1961'de AET'ye tam üyelik başvurusu yapmasına paralel olarak Kıbrıs ile AB arasındaki ilişkiler gelişmeye başlamış ve 1970'lerde Kıbrıs Rum Kesimi AET ile Gümrük Birliği Anlaşması imzalamıştır. İngiltere'nin 1961'de AET'ye tam üyelik başvurusu yapmasına paralel olarak Kıbrıs ile AB arasındaki ilişkiler gelişmeye başlamış ve 1970'lerde Kıbrıs Rum Kesimi AET ile Gümrük Birliği Anlaşması imzalamıştır. AB 1990'lara kadar Kıbrıs sorununa adil ve kalıcı bir çözüm bulabilmek için Birleşmiş Milletler (BM) Genel Sekreteri'nin çözüm yönünde attığı adımları güçlü bir şekilde desteklemiştir. 4 Temmuz 1990 tarihinde Güney Kıbrıs Rum Yönetimi (GKRY)'nin tam üyelik başvurusu üzerine Avrupa Topluluğu (AT) Kıbrıs'ın tam üyeliğe ehil olduğunu kabul etmiştir. AT sorunun çözümünü sağlamak için değil Kıbrıs'ın yer aldığı önemli bölgede kendi çıkarlarını korumak için söz konusu başvuruyu kabul etmiştir. Kıbrıs sorununun çözümüne yönelik bugüne kadar hazırlanmış en kapsamlı son BM planı Kasım 2002'de dönemin BM Genel Sekreteri Kofi Annan tarafından 'Annan Planı' adıyla taraflara sunulmuştur. This study tries to shed light on the role of the European Union (EU) in the Cyprus conflict by concentrating on the period between 1990-2004 since this was the period in which the EU has became a key factor in the conflict. Relations between the EU and Cyprus date back to the 1970s when the Greek Cypriots signed a custom's union agreement between the island and the then European Economic Community (EEC) Until the 1990s the European Community considered that the appropriate framework fort he solution to the Cyprus problem lay in the United Nations and has strongly supported the activities of the Secretary General of the Organisation which aimed at reaching a just and viable solution to the problem, on the basis of the Resolution of the United Nations. The European Commision recognised the eligibility of the Cyprus for membership to the EU not because for a new opportunity for resolution of the Cyprus problem but for the geo-strategic location of the island in the region. When Greece became a member of the then European Community in 1981 Cyprus became an important internal matter fort he EC/EU, and this strengthened most of the Greek Cypriots' resolve to seek further accommodation with the Union because possible accession of Cyprus to the EU would mean 'Enosis' with Greece within the EU borders. The last initiative in resolving the Cyprus conflict came from Kofi Annan, the so-called 'Annan Plan' to the two sides of the dispute in what was widely regarded as the biggest opportunity for resolution thus far. This study analyzes the positive and negative sides of the Plan and why it was rejected by Greek Cypriots. Key Words: 1. Cyprus Conflict 2. UN 3. EU 4. Annan Plan
