The Atılım University Department of International Relations was founded in 1997. International relations is a field of science where the relations among states, organizations and other players in the international system are researched and observed. The field of international relations is also an interdisciplinary field, combining areas such as economy, history and political science to research on topics such as human rights, global poverty, environment, economy, globalization, security and global ethics. Offering three Graduate Degree programs in addition to the undergraduate program, the Department of International Relations continues to graduate individuals from its Graduate Degree Program in European Union Studies, as well as its Graduate Degree programs in Turkish and English.

Abstract

Rus modernleşmesi, Avrupa güç dengesi sistemini derinden etkilemiştir. Rusyamodernleşme süreci ile bir yandan doğuya doğru genişleyen imparatorluğunu sağlamlaştırmış,diğer yandan da Avrupa güç dengesini belirleyen bir aktör haline gelmiştir. Bu durumusağlamak için başlangıçta yukarıdan reformlar yoluyla savunmacı modernleşme sürecikullanılmıştır. Bu yöntem paradoksalolarak serfliğin yaygınlaşması örneğinde olduğu gibigeleneksel yapıların güçlenmesine de neden olmuştur. Modernizmin dinamik yapısı, süreçiçerisinde savunmacı modernleşmenin etkinliğini azaltmıştır. Bu gelişme ulusal ve uluslararasıçevreyi dönüştürerek, Rusya için otokrasi ve serflik gibi geleneksel yapıyı oluşturan temellerinvarlığını sürdürmesini imkansızlaşmıştır.
The process of Russian modemisation had deeply effected European balance of power. Bythe help of modemisation, on one hand Russia had consolidated its empire inside, on the otherhand it became an actor that has capability to determine European balance of power. In thebeginning to achieve these circumstances Russian government had used limited modemisationwhich was activated by refroms from above. Paradoxically this process stregthened traditionalstructures such as serfdom and autocracy. In time the dynamic nature of modernism madedefensiye modemisation ineffective. This development transformed the national andinternational environment and destroyed the traditional structures' (such as autocracy andserfdom) possibility ofto survive.
