Türkiye'de 1980'den günümüze siyasal iktidar-bürokrasi ilişkileri

Abstract

Bürokrasi ve siyaset birbirleriyle sürekli etkileşim içindedirler. Siyasal iktidar ve bürokrasi ilişkisi topluma hizmet gibi aynı hedef doğrultusunda, aynı değer ve araçlarla, uyum içinde çalışmaları esasına göre kurulmuştur. Bu çerçevede siyasal iktidar ülke yönetimine dair kararları politik bir süreç içerisinde almakta ve bu kararları kendisine bağlı olan bürokrasiye uygulatmaktadır. Siyaset ve bürokrasi arasındaki bu ayrım teorik olarak böyle ifade edilirken yönetsel uygulama ve günümüz gerçekleri açısından durum teorideki gibi gerçekleşmemektedir.Bu çalışmada, 1980'li yıllardan günümüze kadar geçen dönem içerisinde, siyasetçilerin ve bürokratların nasıl bir ilişki içerisinde olduğu, birbirlerini nasıl etkiledikleri ve bürokrasi siyasal iktidar ilişkilerindeki mevcut sorunlar ortaya konulmuş olup, daha sonra ise çözüm önerileri sunulmaya çalışılmıştır.Genel olarak sorunlar siyasetçilerin ve bürokratların kendi amaç ve planları doğrultusunda birbirlerini etkilemek istemesinden kaynaklanmaktadır. Çözüm önerileri olarak ise şeffaflaşma, üst düzey bürokratların siyasete karışmaması ve yönetimin siyasallaşmasının önüne geçilmesi olarak dile getirilmiştir.Anahtar Sözcükler1. Bürokrasi2. Siyaset3. Relation between political power and the bureaucracy is established to operate in harmony with each other with the same values and instruments in line with the same objective like service to society. In this respect, the political power makes its decisions with regard to the country administration in a political process and makes the bureaucracy related to it apply these decisions. While the distinction between the political power and the bureaucracy is expressed in this way in theoretical manner, the actual situation does not manifest itself as is dictated in managerial application and the realities of today.In this study, for the period from 1980s to today, the relation between the politicians and the bureaucrats had and how they affected each other and the current problems the political power and the bureaucracy have, are all discussed and the solutions are set forth.In general, problems stem from the fact that the politicians and the bureaucrats want to affect each other in line with their objectives and the plans. Solutions are transparency, non-involvement of the top level politicians into the politics and prevention of politicization of the administration.Key Words1. Bureaucracy2. Politics3.
