Avrupa Birliği'nin Ortadoğu Politikası ve Ortadoğu Politikasında Türkiye'nin Önemi

Abstract

Bu tezin amacı, Türkiye'nin Ortadoğu'daki konumunun ve Ortadoğu ülkeleri ile ilişkilerinin AB üyeliği açısından Türkiye'ye sağlayacağı katkıların bulunup bulunmadığının incelenmesidir. Çalışmanın tezi demokrasi, serbest piyasa ekonomisi, hukuk devleti, insan hakları gibi liberal Avrupa değerlerini benimsemiş Türkiye'nin Ortadoğu'daki konumunun ve bölge ile geliştirdiği ilişkilerin küresel bir aktör olmak için çaba harcayan AB'nin dış politikasına önemli katkılar sunacağı ve bu nedenle AB üyeliği yolunda Türkiye'ye ciddi bir avantaj sağlayacağıdır. Bu tezde önce konuya ilişkin kavramsal bir çerçeve oluşturularak AB'nin ve Türkiye'nin Ortadoğu politikası 1990'lardan bu yana kronolojik bir yaklaşımla ele alınmıştır. Ardından Türkiye'nin üyeliğinin AB'nin Ortadoğu politikasında yaratacağı sorunlar ve buna sağlayacağı katkılar tartışılmıştır.1970'lerin başından beri Ortadoğu bölgesine yönelik politikalar geliştirmeye çalışan AB bölge ülkeleriyle yaptığı ikili anlaşmalarla sınırlı kalmamıştır. Bölge ile kalıcı ilişkilerin kurulması için Ortadoğu barış sürecinin başarıyla sonuçlanması gerektiğinin farkında olan AB, Ortadoğu'ya yönelik uyguladığı Küresel Akdeniz Politikası, Yenileştirilmiş Akdeniz Politikası, Barselona Sürecini ve Akdeniz İçin Birlik'i kapsayan Avrupa-Akdeniz Ortaklığı politikası ve Avrupa Komşuluk Politikası gibi bölgesel politikalarla bölgede etkin bir aktör olma isteğini ortaya koymuştur. Ayrıca, Körfez İşbirliği Konseyi gibi bölgesel oluşumlarla da kurumsal ilişkiler geliştirmektedir. Ne var ki Avrupa Birliği'nin Ortadoğu'daki etkisi üye devletler arasında siyasi birliğin olmayışı, siyasi araçlar ve askeri yetenekler konusundaki kurumsal eksiklikler nedeniyle hala sınırlı düzeydedir. Türkiye'nin son on yılda Ortadoğu ülkeleriyle geliştirdiği güçlü ilişki, üye olması halinde AB'nin Ortadoğu politikasına önemli katkılar sunacaktır.Anahtar kelimeler: AB'nin Ortadoğu politikası, Türkiye'nin Ortadoğu politikası, AB-Türkiye ilişkileri, Türkiye'nin AB üyeliği.

The aim of the thesis is to analyse whether or not the position of Turkey in the Middle East and its relations with the Middle Eastern countries contribute to Turkey in terms of its membership to the European Union. This thesis asserts that, because of its position and relations with the region, Turkey, embracing European values such as democracy, market economy, rule of law and human rights, will make significant contributions to the foreign policy of the EU and this is an important advantage for Turkey in its accession process to the EU. After forming a conceptual framework, the thesis deals with the Middle East policy of the EU and Turkey chronologically since 1990s. And then the thesis analyses the advantages and disadvantages of Turkey?s accession to the EU concerning its Middle East policy.The EU, trying to develop policies towards the Middle East since 1970s, does not remain limited with the agreements concluded between the EU and countries in the region. The EU, being aware of that establishing stable relations with the region requires the success of the Middle East peace process, shows its desire to be an effective actor in the region by means of its regional policies such as Global Mediterranean Policy, Renewed Mediterranean Policy, Euro-Mediterranean Policy including the Barcelona process and the Union for Mediterranean, and the European Neighbourhood Policy. In addition, the EU develops institutional relations with the regional organisations such as the Gulf Cooperation Council. However, the presence of the EU in the Middle East is still limited level due to the lack of political unity among its member states, its institutional weaknesses stemming from lack of political instruments and military capabilities. If Turkey becomes full member of the EU, Turkey?s strong relations with the Middle Eastern countries developed in the last decade will provide important contributions to the Middle East policy of the EU.Keywords: the Middle East policy of the EU, the Middle East policy of the Turkey, the EU-Turkey relations, accession of Turkey to the EU.
